Monasterio","doi":"10.54394/zwju1062","DOIUrl":"https://doi.org/10.54394/zwju1062","url":null,"abstract":"This paper analyses employment transitions and workers’ skills in Brazil using a random sample from the universe of formal labour contracts covering the period from 2003 to 2018. We develop a novel procedure to derive a measure of occupational distance and internationally comparable skill measures from occupations’ task descriptions in the country under analysis based on machine learning and natural language processing methods, but without usual ad hoc classifications. Our findings confirm that workers who use non-routine cognitive skills intensively experience the highest employment growth rates and wages. Their labour market exit risk is relatively low, occupational and sectoral changes are least common and, in the case of occupational switching, non-routine cognitive workers tend to find occupations that are higher-paid and closer in terms of their task content. Against the same characteristics, routine and non-routine manual workers are worse off in the labour market. We use a unique matched database of firm-level data and online job vacancy data for a developing economy, namely, India. Employing a multi-level machine learning technique and an innovative skill taxonomy, we identify and categorize skill requirements of firms. Our empirical analysis provides robust evidence of significant heterogeneity in skill requirements across firms within the same occupations. Additionally, we show that firms demanding diverse skills differ from their counterparts. Firms that are competitive in international markets, as well as those that are more innovative, require digital skills and specific combinations of digital and other skills. In 2018, globally, more than 60% of employment was informal. However, global averages hide that in more countries the share of women in informal employment exceeds that of men. Also, women in the informal economy are often in the most unprotected situations – as domestic workers, home-based workers and contributing family workers – where a lack of visibility can increase their vulnerability. The ILO and its partners are working to engender informality statistics to improve gender data and support countries to respond to data needs on women’s economic empowerment. This working paper was written to support the ILO Working Group for the Revision of the standards for statistics on informality. It explores the demand for gender data on informality and the measurement challenges faced. The report offers the first global dataset of labour protests of key workers during the pandemic. It focusses on two sectors, healthcare and retail. The results show that, overall, despite large volumes of protest over acute COVID-related problems such as the provision of Personal Protective Equipment (PPE), the main concern of protesting workers during the pandemic was their pay. Collective action accompanying demands for pay rises involved not only the withdrawal of labour, but also demonstrations and leverage tactics. Health and safety was the second most important concern, and protests linked to these demands did not cease when the pandemic became less deadly. Protest spiked during the initial March 2020 lockdowns, before continuing at a lower level throughout the pandemic. The report identifies important variation between countries and sectors, and highlights specific local contingencies, and strategic decisions taken by workers and their unions. To this end, the report also analyses in more detail five countries where protest was particularly important: France, India, Nigeria, the United States, and Argentina.The report offers a first step to understanding the variety of labour protests beyond more institutionalised forms of collective voice. The paper documents the impacts on key workers in healthcare, food and beverages, transportation and delivery, security and cleaning services. For these key workers, the nature of their jobs, labour force status and personal characteristics exposed them to greater job stressors and demands and exacerbated their vulnerabilities. The paper provides an overview of government and social partner responses. In describing responses, the main goal of this paper is to identify the dimensions that can help explain the variety of responses, but also their commonalities. The paper also aims at understanding the factors that may have promoted the activation of social dialogue over economic and social policies and broaden the role of collective bargaining and industrial relations, as opposed to unilateral interventions designed by national governments. The paper lays out an analytical framework based on the COVID impact in each country, national industrial relations institutions and the nature of the government in office. In this general framework, we observe how national industrial relations institutions play a key role in explaining the responses in terms of the level and quality of social dialogue and the role of collective bargaining. But the rationale for this study also has an earlier genesis: following an ILO Governing Body decision, a Global Dialogue forum was convened in 2014 to address the impact of the financial crisis and other challenges confronting labour relations in the public services. It identified the need for further research to “enable improved responses to situations of crisis and to address obstacles in the ratification of Conventions Nos 151 and 154”. This report is mainly based on a qualitative desk top assessment of available secondary literature and primary legal texts to describe and contrast the state of freedom of association and the right to organize and collective bargaining in the public services in India, Sri Lanka and Nepal. Public service labour relations in these three south Asian countries are found to be in flux and prone to instability while operating with moderately effective to weak social dialogue mechanisms. Although freedom of association is constitutionally enshrined for public servants, it is restricted in law and practice. Bitonio Jr.","doi":"10.54394/tdsw7881","DOIUrl":"https://doi.org/10.54394/tdsw7881","url":null,"abstract":"The study assesses the social dialogue, freedom of association and collective bargaining institutions and practices in the public service among five member-countries of the Association of Southeast Asian Nations (ASEAN), namely Indonesia, Malaysia, the Philippines, Singapore, and Thailand. Generally, “public service” and “public sector” as understood from the Constitutions of the five countries broadly subsume the various branches or agencies of the State performing governmental functions at central and local levels, including State enterprises. The Constitutions of the five countries generally recognize the freedom of association as a fundamental civil liberty, but national legislations typically regulate or restrict trade union rights in the public sector to maintain or protect public order, national security, general welfare or good morals. Malaysia, the Philippines, Singapore and Thailand have their respective institutions and mechanisms that could allow public sector employees, represented by their unions or associations, to engage in some form of social dialogue with their employers, including collective negotiation or bargaining. In public sector social dialogue mechanisms, high-level elected or appointed public administrators responsible for State functions represent the State as employer party. Their unions or organizations represent employees, who come from the civil service or the bureaucracy. Generally, regulation of public sector labour relations makes public sector social dialogue difficult and, in relation to Indonesia, inexistent.
