Moreover, they try to apply new results in control theory to specific aerospace and missile guidance problems. As a result, control theory is losing its biggest supplier and, to a certain degree, this slows down its progress.","PeriodicalId":171955,"journal":{"name":"Academic and Applied Research in Military and Public Management Science","volume":"28 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125753804","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

A possible defence against this kind of threat is intrusion detection. One of the key challenges is information extraction from this large amount of logged data. My paper aims to identify cyber-attack types as patterns in log files using advanced parallel computing approach and machine learning techniques. The MapReduce programming model is applied to parallel computing, while decision tree algorithms are used from machine learning.I discuss two research questions in this paper. First, despite parallelization, are machine learning algorithms still able to provide results with acceptable accuracy measured by traditional data mining figures (accuracy, precision, recall, area under receiver operand characteristic [ROC] curve [AUC])? Second, is it possible to achieve significant performance improvement by measuring runtime execution of the algorithm by introducing several measurement points?I proved that the machine learning model with two categories in the target variable is preferred to the one having five categories. The average performance improvement was 4–5 times faster for the whole algorithm compared to a single core solution. I achieved most of these improvements during the data transfer phase.","PeriodicalId":171955,"journal":{"name":"Academic and Applied Research in Military and Public Management Science","volume":"71 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130755002","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

At the beginning of the 21st century, in a globalizing world, the demand for the direct inclusion of independent social groups and individuals and the maintenance of the communities within geographical localities have become a primary issue as opposed to the conditions under the alienating, technocratic, impersonalizing and centralized political regimes of the Europe of the second half of the past century. For this reason, the importance of the role of local leadership is magnified.The program included training for the local governments in the convergence regions, and had three pillars. The first pillar includes 6 post graduate e-learning training programs studied by approximately twenty thousand public officers. The second pillar is the network of the so-called Local Community Academies, comprising the elaboration of strategic methodologies by local participants to be recommended to local governments. The third pillar supported the traditional classroom training for three hundred local government employees.The program of the Local Community Academies (LCA) aimed to support the social inclusion, and the ability of strategy-making. This study aims to answer the following research question: “How did the engagement and involvement of local government leaders, affect participatory planning during implementation of the LCA program?” The relevant research method is an empirical analysis of survey data and final reports.","PeriodicalId":171955,"journal":{"name":"Academic and Applied Research in Military and Public Management Science","volume":"50 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127214849","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Cyberdefense is heavily relaying on teamwork where members of Computer Emergency Response Team (CERT) or Computer Security Incident Response Team (CSIRT) or Security Operations Center (SOC) teams are often geographically dispersed. In cybersecurity teamwork, computer supported collaboration is crucial as the team functions virtually in many ways.In this paper we present the results of interviews that were conducted with SOC exerts and we summarize the reviewed relevant literature. We have reviewed knowledge, skills, abilities and other characteristics (KSAOs) that make a team of cybersecurity experts capable to perform as virtual teams. These results revealed that to treat the cybersecurity team as a socio-technical system and supporting to cope with challenges of virtual teams helps them to be more effective and enhances employee retention. This perspective may contribute to cyberdefense of both industry and military.","PeriodicalId":171955,"journal":{"name":"Academic and Applied Research in Military and Public Management Science","volume":"5 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-03-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130792710","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

One could say that we are only facing current negative trends with slowly evolving responses. However, these statements seem to contradict some facts that prove, that although there are deficient aspects to the current security structures, we are able to effectively handle many of the national and international challenges. Over the centuries, installation of various walls, wall systems have repeatedly defended the integrity of an area, the community of people living there from armed groups or offensive units. We can also find examples where population movements and bilateral territorial conflicts weakened—the relatively stable—great powers, which in order to avoid further intrusion and considerable social changes, designed a so-called “buffer zone” on their external borders to defend their sovereignty. There is no question that the current border restriction processes try to rehabilitate a long-time frequently used scheme for the protection of nationals, which was in recent times burdened by sad associations, such as the Berlin Wall. This is proven by the fact that only since 2000, more than 25 walls were built for security purposes. In my analysis, considering the present processes, I highlight the security challenges of 21st century Europe and the tightened border security measures generated by the fears and threats. I also stress the impact of the recent wave of migration in the transit states’ and western countries’ security system, as well as outline the activities of the Eastern European and Baltic states in response to the deteriorating relationship with Russia.","PeriodicalId":171955,"journal":{"name":"Academic and Applied Research in Military and Public Management Science","volume":"20 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-01-18","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114615461","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The century long shaping of military technology and warfare was a process through which ancient military commanders’ strategic and tactical concepts were correspondingly reformed to adapt and exceed the rapidly changing characteristics and the continuously shaping environment. Strategic research is the basis for turning “unpredictable” and “world-shaking” into “understandable” and “prognostic”. This analysis aims to highlight the current institutional capacities of military science in the Carpathian-basin and present the guidelines and operational level of the ongoing strategic studies in the region, while demonstrating the importance of maintaining and supporting the relevant Hungarian military research purposes.","PeriodicalId":171955,"journal":{"name":"Academic and Applied Research in Military and Public Management Science","volume":"14 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2016-12-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122011101","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

But in the cases of Cambodia and Rwanda this was even more serious as children were used as instruments of the massacres. Both the Khmer Rouge and the Hutu regime had their specific reasons for this act. The number of victims surpasses the millions, who either lost their lives, or suffered from various kinds of violence, because the young perpetrators were also victims, who carry the invisible scars in their souls. These historical examples are warnings for the international community to be active in situations like these, and stand up for the defenceless ones.","PeriodicalId":171955,"journal":{"name":"Academic and Applied Research in Military and Public Management Science","volume":"18 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2016-12-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"132245946","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The concept uses the centre of gravity (COG) as the virtual centre of motion (VCM). The simplified robot geometry is an input parameter of the model, so it can work with different types of mobile robots, like holonomic-wheeled, differential-wheeled, steered, tracked, wheeled-tracked, segmented, etc. structures. This method resulted in the implementation of a flexible and universal control algorithm for transformable and hybrid drive mobile robots, where every parameter can be changed and recalculated for different applications or even in discrete time steps during the motion at a 3D path. The velocity reference, the angular velocity reference and the optimization parameter (for example gravity compensation) of the robot can be prescribed. The model was implemented in MATLAB and can be compiled to C for measurements and validation with test robots.","PeriodicalId":171955,"journal":{"name":"Academic and Applied Research in Military and Public Management Science","volume":"3 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2016-12-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"132773936","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The defence activities are accomplished by professional organizations responsible for remedial actions, namely the National Directorate General for Disaster Management, Ministry of the Interior (NDGDM) and the Hungarian Defence Forces (HDF). Working for a long period of time at the site of damage cleanup works is a heavy burden and effort. Therefore, maintenance of the appropriate physical condition of the official staff intervening in disasters and carrying out demanding physical duties is essential for effective work activities. Catering, providing food and drink supply for organizations carrying out intervention is one of the basic responsibilities of the professional organizations. With the aid and application of the methods of modern food science the energy need of the human body accomplishing demanding activities can be determined by taking body weight and parameters of weather into account. In this work, we aim to analyse the impacts physical workers’ bodies are exposed to. We also define and through examples present the amount, quality and form of the required nutrient and fluid intakes. Through our research, we would like to assist medical and logistic professionals responsible for catering the intervening organization.","PeriodicalId":171955,"journal":{"name":"Academic and Applied Research in Military and Public Management Science","volume":"35 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2016-12-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121492470","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The basic thesis of this study is that the responsibility of leaders is highly significant in achieving organizational efficiency even in public administration institutions, and additionally the terms of natural and developer leaders will be explained from this aspect as well. Furthermore, this study wants to define the importance of emotional intelligence and emotional competence in managerial work, particularly with regard to the practice of public administration. In relation to this topic the study also aims to formulate proposals for the behaviour of leaders with “creative vision”, and it summarizes those competency-based methods and good practices that can support leader activities efficiently, effectively and with resource saving.","PeriodicalId":171955,"journal":{"name":"Academic and Applied Research in Military and Public Management Science","volume":"35 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2016-12-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131912654","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
