The basic thesis of this study is that the responsibility of leaders is highly significant in achieving organizational efficiency even in public administration institutions, and additionally the terms of natural and developer leaders will be explained from this aspect as well. Furthermore, this study wants to define the importance of emotional intelligence and emotional competence in managerial work, particularly with regard to the practice of public administration.
