Young","doi":"10.1080/19474199.2012.694263","DOIUrl":"https://doi.org/10.1080/19474199.2012.694263","url":null,"abstract":"We need a demonstrable evidentiary basis for understanding what works and what doesn't in international development, and to use that to guide programming decisions; the challenge is that some things are easier to measure than others, and so we tend to focus on the results and impacts that are easy to measure. Neither ‘evidence’ nor ‘results’ are limited to phenomena that are easily measurable, but we tend to lose track of this fact. We let the proxy of our limited definition of evidence stand in for what it was originally supposed to suggest, which is to say results. There is a related error that we often make, which focusing on the proxy of a static plan in place of focusing on actual dynamic implementation contexts and processes. Static plans are easier to develop and implement than dynamic ones, but – just as easily measurable evidence isn't necessarily the most important evidence – easily implemented static plans aren't the most effective ones. We need to develop methods for capturing and assessing and understanding the value we create by investing in learning, and this is what the KM Impact Challenge attempted to do for the field of knowledge management and learning for international development. The paper has been written by the co-directors of the programme and reflects on the process of the evaluation which was undertaken by two external consultants. The methodology of the evaluation comprised: drawing together other evaluations already being undertaken by programme projects; encouraging reflection and reflexivity among programme participants; and engaging a Southern evaluator. The case study first provides a brief overview of the IKM Emergent Research Programme. It then reviews the methodology followed in the evaluation and provides an overview of the main conclusions of the evaluation which were generally very positive. The many strengths of the evaluation are outlined as are some of the weaknesses in the opinion of the authors. Because resources for conservation are limited, it is important to identify conservation approaches that are most likely to succeed. This case study describes our methodology to link field conservation impact with the implementation of a capacity building program to increase management effectiveness in Marine Protected Areas (MPAs) in the Gulf of California. The program uses results chains to link program components to desired outcomes and expected conservation impact. Selected indicators are used to measure short- and medium-term results, while monitoring longer-term impacts relies on measuring and monitoring overall MPA management effectiveness as a predictor of success and an indication of expected conservation impacts. The report highlights the use of social media and online participation for interested parties who could not attend in person, enabling them to interact with the unConference by watching keynote presentations and presentations of the top case stories online and sending comments and questions via webinar technology. The in-person attendees participated in discussion groups where various monitoring and evaluation (M&E) and knowledge management (KM) topics were addressed and discussion syntheses were shared in plenary and online via our blog, wiki and twitter feed. EthnoCorder was first used to support a food security project in Burundi in 2010 and is currently being considered as a tool to enhance results monitoring by UNICEF in Nepal. After a brief description of EthnoCorder, this article presents how the usefulness and impact of EthnoCorder has been continuously monitored and evaluated. Approaches have included regular piloting and user testing, survey questions, and listening to informal feedback from beneficiaries, donors and partner organizations. The article also argues that the impact of EthnoCorder speaks through its effect on the design of the development programs it supports and by clearly improving the capacity of organizations to collect and analyse field data that can be used for monitoring and evaluation. Since the launch, the GRC has transformed in response to usage, feedback, and changes in the field of HRH. Data gathered from monitoring and evaluating the GRC has driven many of these modifications. The paper starts by contextualizing the case stories and the diverse range of KM initiatives that were identified and explores the insights shared by the case story authors from their diverse experiences. Capturing evidence of use and uptake of new knowledge emerges as the key challenge faced by different types of KM initiatives. The article also explores our relationship with qualitative and quantitative data, with particular attention to our increasing use of webstats and agreement on the need to complement these with qualitative data to help tell our story. The case stories also highlighted the importance of using M&E systems to engage knowledge users through feedback mechanisms to enable them to contribute to shaping projects and technological solutions. PV can be used as part of a development project to enhance community participation, support project monitoring and evaluation (M&E), and gain and capture important insights from within the projects and communities on video. For over 10 years, InsightShare has been delivering PV training and has integrated PV into a range of development projects. Over time, we have evolved a standard yet flexible, context-specific approach to using PV, including using PV to support M&E. To assess PV as a knowledge sharing activity, InsightShare considers impacts on the project level, looking at changes and impacts on individuals and communities, as well as on the organizational level. These Maarifa centres act as the main hub for sharing information resources with the community, for capturing indigenous and local information, and for providing Information and Communication Technology (ICT) services and training to the community. ALIN's systematic process of capturing, sharing, and analysing quantitative and qualitative information about its centres' activities and about the needs of its beneficiaries helps the organization provide its demand-driven knowledge and information services to some of the most marginalized communities in the world. This case story presents an overview of ALIN's approach to monitoring and evaluating this knowledge management initiative, describing what was helpful and what were the main challenges in this evaluation process. However, in the absence of desktop computers and ubiquitous Internet access, Africa is limping behind in this quest for global information, with the digital divide ever widening and the wealth of indigenous knowledge fast disappearing for the people of this continent. In a bid to address these seemingly insurmountable obstacles, Africa is recognizing the potential of the mobile phone to enable the continent to catch up with the global information society. Since 2000 some 316 million new mobile phone subscriptions have emerged on the African continent. For them the cell phone has become an information hub, the primary interface through which to connect to Africa and to the rest of the world. A recent, promising development has been the introduction of browsers on mobile phones. This, combined with the 3G network all cellular providers have migrated to, means that ordinary Africans are accessing the Internet from their phones in ever-increasing numbers. The success of a number of Internet-based mobile applications means that the average cell phone user now associates his phone with more than just the calls he makes or text messages he sends. He can also play music, show video, find out where he is via GPS and access local and global information. This paper describes a concept for the development of user-generated content compiled in an online indigenous knowledge database, making use of current mobile and web technologies. Informed by empirical practice based on a South African case-study, the different tools are discussed, highlighting the interaction between the library, the community and the technologies. The participating role of local communities leading to enrichment of the database is juxtaposed against the library's anchor role as custodian of the knowledge resource. The preservation of context-related local knowledge creates a digital library of relevance to local communities. Technical functionality enables the social interaction that results from knowledge sharing.
