This provides a theoretical background for the presentation of the results of a cross-cultural study towards the frequencies and predictors of six types of knowledge behavior. In this research 445 people from 89 nationalities participated. The results of the analysis and the study point towards the same outcomes. Attitude, organizational culture, self-efficacy, controllability and motivation are significant predictors of knowledge behavior. This idea has a great potential, because knowledge is the meta-resource of all resources. However, the role of knowledge in development refers to a systemic and macro phenomenon that goes beyond the field of management, and cannot be approached only from the micro perspective of management. For bridging the micro and macro perspectives of this problem, two experiences were analysed: The British Enlightenment in the eighteenth century and the current flow of emails in KM4Dev. The first experience was visited as a source of inspiration for applying knowledge in development, and the second was analysed to explore concrete possibilities. It was found that KM4Dev is a highly effective network, answering questions almost at real time. The conclusion is that KM4Dev can lead the creation of a new Enlightenment in the context of the twenty-first century. To reach synergy, the component of knowledge management should include the programmatic challenges that development agencies are facing currently, and the component of knowledge for development should focus on creating the right environment for making local innovation successful. The International Knowledge Fair, organised by the Constellation for AIDS Competence, took place in February 2009 in Chiang Mai, Thailand and brought together 76 participants from 13 countries. They shared experiences relating to HIV/AIDS at a human level. No long speeches, no Power Point. The focus was facilitated learning and sharing of experiences. Stories told in Tamil language were translated into English, Thai and Bahasa. The story of a young woman dying at a busy bus stop reached many in one afternoon. And so did other experiences of strong community responses. Language or borders were secondary aspects. The event demonstrates how Knowledge Management together with a specific mindset can connect community responses to HIV. This article shows that for knowledge to flow, people require a facilitative, non-hierarchical environment where they share on an equal basis. It addresses the importance of local ownership of HIV and how it is a prerequisite for effective exchanges between communities. It shows that as outsiders, we must change our mindset from expert to facilitator. It notes that participatory learning is strongly embedded in organisational practice, and has led in the past decade (particularly from 2008 onwards) into more pro-active knowledge management (KM). This is examined through the lens of the ‘multiple knowledge variables’ of gender, seniority, specific belief systems, field–head office interactions, working function, language and organisational culture. A variety of impacts of KM are discussed, taking specific examples from Latin America, Madagascar, Pakistan, India and a specific cross-continent knowledge sharing exercise. Lessons learned overall include that IT systems for promoting organisational KM should be kept simple; KM processes are generally highly appreciated by the organisation's immediate clients (donors), and need to be planned systematically; and that KM can clearly work in support of Intercooperation's ultimate clients, the poor and marginalised. This case study provides a brief update on BaKTI's current passage and reflections on the process BaKTI has undergone. It examines the conditions underlying the need to develop a regional based support office and related processes of development. Donor-to-donor cooperation is seen as a key element of this. Given that non-governmental organisations (NGOs) often play a mediating role between donors and recipients, the importance of NGOs harmonising their activities has also been realised. While the value of mechanisms to achieve organisational learning within NGOs is becoming increasingly appreciated, the dynamics involved in sharing organisational learning between NGOs, as a means of harmonising their activities, are poorly understood. Given the significant flows of both public and governmental funding through NGOs, it is important to ensure that NGOs are both accountable for it and able to share their learning with others. This study explores the attitudes of senior head office NGO staff in Ireland towards inter-organisational learning between NGOs working on health-related projects in Africa. The strengths, weakness, opportunities and threats associated with sharing organisational learning are explored through key informant interviews with representatives from 10 NGOs. Content analysis of the transcripts identifies a tension between positive and negative feelings about sharing organisational learning. These tensions include a recognition of the possible increased collaborative power and profile to influence government or raise funds, along with concerns over possible loss of identity; an anticipated increased knowledge of the sector, along with concern about the relatively weaker positioning of smaller NGOs; the desire to be open with others involved in similar work, along with the fear of initiatives being stolen and the consequences of disclosing poor outcomes; the value of a more structured way of relating to each other, along with a concern with being over-structured in their relations, or losing influence in collaborative efforts; and the desire to learn from others along with frustration that NGOs existing mechanisms and commitments to achieve organisational learning are insufficient. These tensions, while real, need not necessarily prohibit attempts to promote organisational learning between NGOs and, in so doing, contribute to increasing the effectiveness of international aid. The aim is to glean what worked in KM and how it was made to work, so that lessons may be applied to KM in the development sector. Several cross-case observations were made. A salient observation that emerges across all cases is the importance of managing motivational factors for success of the KM initiatives.
