The authors also describe a method to generate specific conformance test systems for machine-readable application profiles. Many useful services, clarifying pathways within and from education to employment, self-assessment, and selection would be facilitated by better standardization of the format in which related definitions are represented, and also by a standard approach to representing the structured sets often called frameworks. To be effective, information models underlying interoperability specifications must be based on common conceptual models; the authors propose one such model as a work in progress. The authors see the way forward as reaching greater consensus about the components of competence, including intended learning outcomes, agreement on a model for frameworks allowing reuse of and comparison between components in and between frameworks, and investigation of how requirements and claims for skill and competence can be coordinated in the light of common practice in recruitment.","PeriodicalId":169063,"journal":{"name":"Int. The Reference Model Analysis Grid RMAG establishes categories of reference models and standards. Based on those categories, a set of criteria for the analysis and validation of standards was elaborated as a part of the ICOPER project that aims at interoperable open content for competency-based TEL. The analysis of standards in this context is targeted at developing a set of validated approaches that lead to a new reference model. Four standards were investigated, taking into account a broad range of aspects like practical and semantic interoperability and integration issues. In the case study, the authors analyzed both, the standards and specifications and the usefulness of the RMAG. The results of this case study can be used for further analyses of TEL standards as well as for reference models targeted at interoperability.","PeriodicalId":169063,"journal":{"name":"Int. J. In this paper, the authors review progress toward increased integration and interoperability from the first virtual world games to today's virtual world platforms. In this study, the ethnolinguistic background of international standardization is assessed. The language selection policies of regional and of global organizations have, besides their financial aspects, also an important cultural/ political dimension. Language selection concerns both the working language(s) and the language(s) for communicating. The perception of the (then) 65 National Committees (NCs) of the International Electrotechnical Commission (IEC) has been investigated by means of a questionnaire. The main findings are: a moderate preference for the use of both English and French for the technical work (standards development and publication), and a strong preference for the use of English only for communication. In the perception of the IEC member countries, an organization with this language policy can still be regarded as truly international. Drawing on the exploratory case of mobile application markets, the article highlights the broader market effects of competing platforms and their certifications on a platform-based complementary product market. The case suggests that platform certifications influence market intermediation, entry barriers, and deployment fragmentation. We present these market effects in a conceptual model that can be applied to understand similar complementary product markets. Its IPR policy has several novel elements. These include “negative disclosure,†the obligation of each member to license IPRs essential to DVB specifications unless it gives notice of the unavailability of the IPR. This approach contrasts with the more common rule (e.g., within ANSI accredited bodies) calling for IPR disclosure and confirmation of availability on FR&ND terms. Other notable features of the IPR policy of DVB are arbitration and fostering of patent pooling. This article provides a commentary on the DVB’s IPR policy and on its application. It also describes the work of the DVB in resolving IPR “gateway†issues when the perceived dominance of technology contributors, notably through control over IPRs, risked, in the view of some members, distorting new digital markets. In two cases, DVB has created a licensing mechanism to dispel these concerns. In addition to the quality of its technical work, DVB’s success lies in its novel IPR policy and its ability to achieve consensus to resolve gateway issues.","PeriodicalId":169063,"journal":{"name":"Int. In this article, such evolution of international standardization, caused by its structural adaptation to changes in its environment as well as the origin and history of standardization and standards, are reviewed initially. Subsequently, “standard studies†is advocated as a new academic discipline to comprehensively analyze the problems of standardization and standards from a broader perspective, transcending predominantly technological concerns.
