This article will begin by broad overview of education and critical evaluation of current skill development policies at school and vocational level. There would be a brief discussion on role played by private sector in training of workforce in India and what are challenges faced by employers and employees and where lies the conflict of interest. After that in concluding section the major problems will be combined together to come out with the broad basic reason for the failure of such policies and conclude by scrutinizing what can be done in future to bridge the gap between educated and employed. Policy approach to skill development is supply driven and less attention is paid to demand side factors. Study recommends creating national training funds which can be used to collect levies from organized and large firms to be used for skill development of the informal sector. Levy based financing can help in solving problem of free rider and moral hazard as is held by the private sector. Study also recommends making vocational education compulsory from 8th standard and bridging the wide gap that exists in Indian labor market between ‘educated’ and ‘employable’. ","PeriodicalId":168585,"journal":{"name":"Journal of Education and Vocational Research","volume":"15 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2018-04-16","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124996897","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The issue of free-higher education has drawn many commentators from sectors such as the media, business and within the political dominions. The main argument is where will the money to fund free-higher education will come from, whether the provision of free-higher education in South Africa is a proper concept or just a parable and also the terms of reference with regards to the provision of free-higher education in the country. By strictly examining the available and relevant literature on the concept of free-higher education in South Africa, the study was able to comprehensively understand the dynamics, implications and probability of providing free-higher education. Infrastructure challenges and economic growth are undoubtedly the major factors hindering the country from providing free-higher education, and unfortunately, with the government already forging ahead with implementing free-higher education without a proper and extensive feasibility study, the hasty implementation of free-higher education will have devastating implications for growth and service delivery in the country.","PeriodicalId":168585,"journal":{"name":"Journal of Education and Vocational Research","volume":"62 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2018-04-16","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133927102","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The study used the Human Capital Theory as the theoretical framework. A case study research design was used. Data was collected through semi-structured interviews of eight purposefully selected hearing impaired vocational graduates as well as four key informant interviews with lecturers at the special school. Observations were also done to augment data from the interviews. Thematic analysis was used in analysing the data. The study revealed that the hearing-impaired graduates acquired technical and vocational and skills at the special school. However, despite the high skill levels, they were not being utilised for their livelihoods. Instead of utilising their technical and vocational skills, most of the graduates were engaged in self initiated micro-entrepreneurial activities such as street vending. The major challenges to employment and self-employment included lack of capital, communication barriers and lack of representation and clear policy. The study recommends the realignment of vocational skills with the reality in which hearing impaired graduates experience daily to focus more on entrepreneurship and community development in view of a weak economy which makes employment and self-employment difficult to achieve.","PeriodicalId":168585,"journal":{"name":"Journal of Education and Vocational Research","volume":"16 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2018-01-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"132505710","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Ethiopia mainly adopted its current TVET curriculum experiences from countries such as Australia and Philippines. Depending on the trends of these countries, the new Ethiopian TVET strategy has decentralized the preparation of curricular materials to the institutions that deliver training. The problem may limit the current competency based TVET curriculum in Ethiopia is lack of knowledge and experience to develop the curriculum at the local level in this decentralized responsibility to develop the curriculum at TVET institutions. In addition to the problem of decentralization, the continuous change made in the occupational standards is another challenge in the effective implementation of the reformed TVET approach. While TVET institutions have set themselves and started to provide training in certain occupational standards disseminated, the Ministry of Education in the mean time updates or replaces those occupational standards with the new ones. This has created resource wastage and grievance at institutions, management instructors and students.","PeriodicalId":168585,"journal":{"name":"Journal of Education and Vocational Research","volume":"85 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2018-01-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121532207","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The objectives of this conjoint study were twofold: firstly, to identify the current position of the ZCAS brand as a case study and secondly, to establish the current position of the ZCAS brand relative to its higher education (HE) competitors in Zambia. This quantitative study involved administering a conjoint questionnaire to 110 first year students in ZCAS and 280 first year students in seven universities in the country. The 19 branding elements identified in the initial qualitative stage of the project were aggregated into five principal branding factors using Atlas.ti’s co-occurrence tools to facilitate this conjoint study. These five principal branding attributes are teaching quality, fees, course availability, learning environment and employability. The study revealed that ZCAS has a fairly strong brand position in the Zambian HE sector because the most important elements in its brand model, i.e. course availability, teaching quality and facilities are also the premier brand dimensions in the market. The study also revealed that ZCAS needs to reposition itself away from the competition in order to occupy a more favorable position in the minds of its prospective and existing customers. Accordingly, the study recommends that ZCAS increases its course offerings and collaborates with universities in the region. ZCAS should also consider setting up a quality assurance unit to foster quality in the institution. This study adds to the increasing body of knowledge on HE branding, particularly in developing countries, by developing and then testing a brand orientation model for the Zambian HE market.","PeriodicalId":168585,"journal":{"name":"Journal of Education and Vocational Research","volume":"98 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-09-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121279088","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
