Yet over the past 100 years there has been a concerted effort by states, both within their territory and following conflicts with other states, to resolve the past through reparations. As a legal and political tool, reparations can affirm values in a postconflict society through recognising suffering and responsibility, as well as helping those most affected by the conflict to cope with their loss. However, the scale of harm and damage of war may devastate a state’s capacity to redress all victims, and states may have more pressing priorities to reconstruct and encourage development. While the guns have been silenced, the motivations and ideologies that fueled and justified violence may continue, politicising debates over which victims are deserving of reparation or absolving the responsibility of certain actors, causing reparations to be delayed or dropped. Where reparations are made, furthermore, assessments of their effectiveness in meeting their goals are both challenging and necessary. The ethical implications arising from these classic twin IR banners shift the focus toward relations of inside and outside, while morality remains restricted to the national level, where reciprocal moral obligation is legally secured through citizenship, while the international continues to be branded by a constant struggle for power and the elusiveness of any moral rules. In contrast, the poststructuralist notion of difference engenders a democratic ethos of immanent critique, which regards itself as a necessary corrective in contexts where liberal discourses are prevalent, but exposes a tendency of discounting the inherently political nature of the social. IPS itself may be understood as constituted by a field of tension between the concepts of “the International,” “the Political,” and “the Social.” Against this background, the centrality of anarchy and sovereignty as the fundamental structuring principles of international politics are increasingly called into question. While IPS remains an exciting, creative and important endeavor, researchers are also exploring paths toward what might be called a Global Political Sociology (GPS). However, depending on the author, hegemony might denote the concentration of relative capabilities in a single state, the presence of a state that seeks international leadership, general consent in the international society regarding subordination to a central order, or a combination of these phenomena. Similarly, scholars debate the extent to which the relation of authority entailed by hegemony should encompass the economic, military, and/or ideational domains. Given this multiplicity of meanings, this review of extant definitions illuminates some issues that must be addressed explicitly when dealing with this concept. Although hegemony might mean different things for different intellectual traditions, these understandings are interconnected in a family resemblance structure that has facilitated mutual intelligibility. A mapping of this network of meanings suggests that special attention needs to be paid to how scholars have thought about the capabilities that would-be hegemons have, the roles they play, and the type of response they elicit from subordinate states. It also suggests the economic, military, and ideational dimensions of hegemony should be explicitly considered in theoretical discussions. Finally, it highlights the importance of avoiding ambiguity by connecting theory with empirics and providing clear measurement strategies. Measurement is essential to delineate the geographical and temporal scope of hegemonies with more precision, to compare them, and to evaluate their effects on certain outcomes. Traditionally, it has been equated with the absence of war or violence, but such “negative peace” has limited value as it lumps wildly disparate situations together, such as rivalries (India–Pakistan) and close political relationships (e.g., European Union). Nevertheless, this conception remains the predominant approach in theory, research, teaching, and policy discourse. “Positive peace” definitions are much broader and encompass aspects that go beyond war and violence, but there is far less consensus on those elements. Conceptions include, among others, human rights, justice, judicial independence, and communication components. Best developed are notions of “quality peace,” which incorporate the absence of violence but also require things such as gender equality in order for societies to qualify as peaceful. Many of these, however, lack associated data and operational indicators. Research on positive peace is also comparatively underdeveloped. Peace can also be represented as binary (present or not) or as a continuum (the degree to which peace is present). Peace can be applied at different levels of analysis. At the system level, it refers to the aggregate or global conditions in the world at a given time. At the dyadic or k‑adic level, it refers to the state of peace in relationships between two or more states. Finally, internal peace deals with conditions inside individual states, and the relationships between governments, groups, and individuals. The boundaries of the field cannot be sharply drawn. There are scholars, practitioners, and outside analysts who sometimes apply conflict resolution ideas and methods but who do not self-identify as belonging to the field. They do, nevertheless, contribute to the field. The field also refers to people designated or self-identified as conflict analysis and resolution scholars and/or practitioners. This article focuses on the development of the CAR field as an interdisciplinary social science endeavor within the broad international relations domain. The major periods covered include (1) development of the field and its preliminary beginnings from 1914 to 1945; (2) emergence of CAR as a field between 1946 and 1969; (3) expansion and institutionalization from 1970–1989; (4) diffusion and differentiation from 1990–2008; and, (5) advances and challenges 2009 through 2017.\u0000 From 1914 to 1945, as a result of World War I, there was a rise in pacifism. The creation of the United Nations in 1945 following World War II was intended as a means to prevent war and maintain peace. CAR research focused on analyzing the causes of violent conflicts. Researchers drew on psychoanalytic tools to examine, for example, attributes of leaders and social movements.\u0000 From 1946 to 1969, as a result of the Cold War and national liberation struggles, the world experienced an increase in the number of conflicts. Governmental organizations worked to avert a possible nuclear war and to limit conflict escalation through the United Nations and by the creation of forerunners to the European Union. In the nongovernmental sector, high-level unofficial meetings began taking place to build peace and reduce tensions. CAR research grew and included the use of game theory and rational models.\u0000 The period of expansion and institutionalization (1970–1989) saw the growth of alternative dispute resolution that positively affected the creation of new CAR institutions. Nongovernmental CAR organizations grew in number and effectiveness offering dialogue and problem-solving workshops to disputing parties. Research focused on nonviolent means of resolving conflicts as well as how conflicts can be waged constructively.\u0000 From 1990 to 2008, the field witnessed a period of diffusion and differentiation. The end of the Cold War gave way to a period with fewer armed conflicts. Nongovernmental organizations and university programs in CAR increased. Intergovernmental organizations such as the UN and the African Union began to focus on professionalizing their mediation and peacemaking efforts.\u0000 The period from 2009 through 2017 saw the field continue to grow. Scholars concerned with global policymaking often suggest that the increasing importance of transnational actors, such as subnational networks, nonprofit organizatons, and business associations, leads to a loss of authority at the expense of state-based forms of governance. This perspective is closely linked to the concept of global governance and challenges classical approaches to international politics and conventional concepts of authority in world politics. However, other scholars take a different view and contend that the development of transnational governance initiatives does not imply a one-sided shift of authority from national governments and international institutions to sub- and nonstate actors. While these authors recognize the emergence of novel forms of authority in global policymaking, they stress the persistent authority of nation-states and underline the centrality of established modes of interstate cooperation. In terms of a theoretical middle ground between these two perspectives, one can argue that we observe a reconfiguration of authority across various actors and levels of decision making. This development does not automatically question the prevailing position of national governments and their institutions. Instead, state power seems to be expressed and rearticulated in new ways within a changing global environment. Several academic institutions now offer undergraduate and postgraduate modules on “Terrorism Studies” (TS) and PS all over the world, and in recent years there has been growing interest in both areas. Still, the two fields have long remained stubbornly distant and only a few scholars have investigated the interaction between Peace and Terrorism Studies. This article, building on the openings produced by seminal contributions on the possible intersection between the two areas of research, seeks to review such contributions and point to some commonalities and issues affecting both fields to finally underline fruitful areas of cross-pollination. To achieve its aim, the article is structured in the following way: it begins with an investigation of characteristics common to both fields as well as common issues affecting them, then reports the results of a preliminary review of the most relevant contributions investigating the possibilities of crossroads between Terrorism Studies and Peace Studies. The contributions succinctly reviewed in this article are full of important considerations (theoretically and empirically informed) about the feasibility and desirability of intersections between TS and PS and are particularly welcomed for opening up new avenues for research. The literature covers an area of research focusing on civil wars—the predominant type of conflict in the 1990s and early 2000s—and an area of research focusing on other types of violent conflict within states, such as permanent emergencies, criminal violence, and political violence associated to turbulent transitions. The first area involves four themes that have come to characterize discussions on the political economy of civil wars, including research on the role of greed and grievance in conflict onset, on economic interests in civil wars, on the nature of conflict economies, and on conflict financing. The second area responds to the evolution of violent conflict beyond the categories of “interstate” or “civil” war and shows how political economy research adapted to new types of violent conflict within states as it moved beyond the “post-Cold War” era. Overall, the literature on the political economy of violence conflict emphasizes the role of informal systems behind power, profits and violence, and the economic interests and functions of violence underlying to violent conflict. It has also become a conceptual laboratory for scholars who after years of field research tried to make sense of the realities of authoritarian, violent or war-affected countries.
