Early warning refers to the collection and analysis of information about potential crisis and conflict situations for the purpose of preventing the onset and escalation of such situations, preferably through appropriate preventive response options. Indeed, qualitative approaches to early warning and prevention have produced an impressive list of preventive mechanisms and tools, ranging from non-military—such as political and economic inducements, fact-finding, dialogue, and negotiations—to military ones, such as preventive missions. Meanwhile, a more theoretical and empirically guided approach has made extensive use of quantitative methods to create data-based predictive models for assessing risks of complex humanitarian crises, political instability and state failure, intrastate and ethnopolitical conflicts, and genocide and politicide, as well as other massive human rights violations. There are three types of analysis of risk assessment: the first makes use of structural indicators, the second of sequential models, and the third of inductive methods. However, there are challenges in early warning and conflict prevention posed by the warning-response gap and the issue of “missed opportunities” to prevent. At present, there is no U.N.-wide coordinated early warning system. Revolutions are said to disrupt, replace, and transform particular social orders, but the term revolution can be applied more broadly to almost any sort of change and the changes are carried out. Diplomacy is said to maintain the separateness of different social orders peacefully, while keeping them in touch with one another, but it can be used to describe a way of conducting all kinds of human relations. Spokespersons for both, in their narrower uses, have declared the other to be its enemy—diplomacy as a servant of the status quo, revolution as the servant of international disorder. This estrangement is reflected in the research and literature on revolutionary diplomacy in three ways. First, there is not much of it. Second, in the pairing between the two themes, researchers, following practitioners, are typically more interested in one side or the other, in revolution or diplomacy, and the junior partner receives little attention. Third, even in the literature that considers revolutionary diplomacy directly, the focus often shifts to other things: for example, the foreign policy problems posed by rogue states; the techniques of public diplomacy; or how to deal with terrorists and hostage-takers. Nonetheless, revolutionaries and established powers talk to each other and, in doing so, find themselves engaging in revolutionary diplomacy. The literature identifies several patterns in revolutionary diplomacy by tracking the practice, scope, and trajectory of revolutions themselves: for example, national revolutionary diplomacy directed at creating a place for a new actor in the established order of things; international revolutionary diplomacy directed at subverting and overturning the established order of things; and counter-revolutionary diplomacy directed at responding to and managing both types of challenges. In addition, however, the literature has developed its own themes, for example, identifying how revolutionary states are socialized into conformity with established state practices; and identifying how even subsumed revolutions leave markers and traces that change the way international relations are conducted. In so doing, the literature has become increasingly drawn into broader discussions of revolution, stability, and change rooted in historiography and philosophy but accelerated by sociological and linguistic inquiry into the relationship between communication and technology. Though coups may well be on the decline, research on coups has burgeoned since the early 2000s. The increased scholarly interest in coups can likely be attributed to a number of factors. First, high-profile coups like the 2011 ouster of President Mubarak in Egypt during the Arab Spring uprisings and the more recent autocratic deepening after the 2016 failed coup in Turkey highlight the importance of coups in shaping global politics. Increased attention from the media and policymakers has been coupled with the rise in studies that examine the causes and consequences of coups. Second, while past research largely focused on particular cases, the introduction of new datasets has allowed scholars to examine coups across time and space to reveal more generalizable patterns. Finally, unlike topics like war, democratization, and voting behavior, coup researchers have only begun to tackle even the most basic research questions when it comes to coups. The bulk of coup literature attempts to explain why coups come about. Studies focused on predicting coups often focus on factors like coup-proofing, domestic protests and instability, and how international actors can either foment or stymie coup attempts. The debate between Liberal Institutionalism and (after 1945 dominant) Realism deeply influenced the study of IOs. The engagement of the United States in the United Nations System, however, stimulated further studies of IOs and produced new theoretical orientations that left room for Realist factors. The modernization of International Relations studies through Regime Theory eventually removed the need to ask historical questions, resulting in short-term studies of IOs, but new approaches such as Constructivism and Historical Institutionalism contributed to studies of long-term change of IOs and critical junctures in history. The main International Relations approach traces the rise of the United Nations System (or, more broadly, IOs) as an instrument of American exceptionalism in the world. This view is being criticized by the paradigmatic turn in the discipline of History in the early 2000s, which has included IOs in its research and relates the creation of IOs to imperial powers such as the United Kingdom and France that wanted to safeguard their empires. Global methodical studies have been supplemented by similarly rigorous country case studies and regional analyses. These works offer quantitative examinations, rich qualitative investigations, and often a combination. Consequently, factors facilitating women’s rise to power and authorities exercised in their capacities as presidents and prime ministers are illuminated. One area of potential interest to international relations scholars is archaeologists’ study of the emergence, development, and decline of states. Another area is cultural anthropologists’ study of war, peace, and violence. Both international relations scholars and cultural anthropologists have begun studying non-state actors and globalization, as well as transdisciplinary topics such as gender, human rights, and nationalism. Moreover, international relations research on ethnic conflicts is growing, with many scholars drawing from anthropological works on the link between internal political processes and ethnic violence. Another area in which some international relations scholars and anthropologists have collaborated is human security; increasing numbers of anthropologists are studying cultures undergoing armed conflict. One controversial arena was applied anthropology’s recent involvement in U.S. military efforts in the Middle East. Most anthropologists agree that the use of anthropology for national defense purposes violates anthropology’s code of research ethics. As the actors in the international system with the greatest capacity for taking action, Great Powers are assumed to think both further ahead and in broader, more systemic terms than other states; they then use their preeminent positions to organize others to promote public goods, reaping benefits along the way thanks to their direction of events. At the core of this understanding is the assumption that Great Power actions are, or ought to be, inspired by something more than simple self-interest and the pursuit of short-term gains. As an organic creation of international practice, Great Power leadership was traditionally the domain of historians and international legists; early students of the topic utilized inductive reasoning to derive general precepts of Great Power sociology from the landmark settlements of the 18th and 19th centuries. The framing of Great Powers as a leadership caste originated in the struggle against Louis XIV, was given tentative institutional form through settlements such as the Treaty of Utrecht (1713), and deepened considerably in both institutionalization and sophistication in the 19th century Concert of Europe. The return of France to full Great Power status, the Congress (1878) and Conference (1884) of Berlin, and the suppression of the Boxer Rebellion (1899–1901) all demonstrated the willingness and ability of the Powers to cooperate in the management of international change. In the early 20th century, the leadership of the Great Powers was both challenged as an unjust agent of catastrophe as well as increasingly formalized through recognition in new international institutions such as the League of Nations and the United Nations. Theorists of international relations began to formulate theories based on Great Power management at the time of the discipline’s beginnings in the early 20th century. Realists and liberals frequently utilize Great Power concepts to explain processes of equilibrium, hegemonic competition, and institution building, while approaches influenced by constructivism focus on the role of ideas, statuses, and roles in the formulation of Great Power identities and policies. The doctrine of the Responsibility to Protect (R2P) is a 21st-century manifestation of the application of Great Power leadership to international problems; though hailed by some as the future of Great Power management, it provokes controversy among both theorists and practitioners. Similarly, extensive scholarly attention has been devoted to the management and accommodation of “rising powers.” These are states that appear likely to obtain the status of Great Power, and there is extensive debate over their orientation toward and potential management of international order. More moderate arguments stress however that making the way we act the center of attention is preferable to having our research agenda set by methodological questions or metatheoretical issues, which gave the great theoretical debates in the field an often ethereal quality. This focus on international practices and the institutions to which they give rise promises to provide the “relevant” knowledge for decision makers as well as for the attentive public. Aside from the usual utilitarian considerations this, argument also calls attention to the fact that not everything that may be true is practically useful, feasible, or allowed. Those questions are of special importance in disciplines that deal with questions of praxis, where issues of the “should” and “ought,” of responsibility and commitment, weigh in heavily and which cannot be reduced to “what happens” by necessity, or “mostly”, or “frequently,” as evidenced by observations (made under ideal conditions, as in experiments, or by inductive inference from a big data set).\u0000 To that extent it is somewhat surprising that this “turn” to practice bases its claims on its alleged ability to furnish us with a better theory and provide answers to what “really is”, as specified by the usual epistemological criteria accepted by the mainstream in political science. At the same time, this “turn” pays scant attention to the proprium of “action” that takes place in time and specific contingencies, under strategic conditions characterized by uncertainty (not only by “risk” where we at least must know or correctly guess the distribution of cases) and the possibility of genuine perspective-dissolving surprises (e.g., 9/11 or the fall of the wall in Berlin, or the financial meltdown). Action also frequently has detrimental consequences for others, or involves making choices for others (patients, clients, citizens), so shrugging off problems that impose special duties on actors is hardly possible. The perspective on the “observable,” or what “is,” which is supposed to disclose itself to an unengaged observer and can be used as a criterion for acting and for assessing the actions of others when vetted by the standards of a good theory, therefore seems to be highly problematic.\u0000 Whatever we may believe and on whichever side we come down in the end, it is important to be aware of the various philosophical issues and conceptual difficulties that such an assessment requires. This observation concerns a state of affairs that is not necessarily obvious or given. First, by definition, subnational governments usually conduct subnational activities and address problems that affect their constituencies. Second, in many countries subnational governments undertake such an agenda without an actual legal framework authorizing such initiatives. However, with an intensified global interdependency, policy areas such as environmental protection, human rights, immigration, and trade, just to name a few, require action both at the international and territorialized levels, as many of them transcend political administrative boundaries.\u0000 As a result, in the early 21st century it is possible to determine various forms of international relations conducted by subnational leaders. This activity involves direct interactions undertaken by subnational leaders and bureaucrats with other actors across borders (private, non-governmental, and governmental—national or subnational), participation in transnational networks, and/or participation in international policymaking. Because subnational governments are closer to the people and can test experimental or groundbreaking policies with less risk, oftentimes they can become pioneers of measures that can be rolled out or replicated elsewhere in the international domain. Such policy leadership is just one element of subnational engagement in the diplomatic arena whereby subnational governments move across jurisdictional levels, breaking the fixed scales in which they would traditionally operate.\u0000 In the past years, scholars investigating the external relations undertaken by subnational governments have dedicated great effort to understanding the motivations for regions to go into the international arena.
