This qualitative study with a phenomenological approach aims to understand the social relations of BPJS participants in the health service system in Wonogiri Indonesia. The analysis unit is the active and non-active BPJS participants uses health center, hospital care facilities, family doctors in Wonogiri and Surakarta. Informants were selected using purposive sampling techniques; data collection using non-participation observations, in-depth interviews and documentation. Data validation uses triangulation of data sources and data collection techniques. The data analysis technique uses interpretative phenomenology, and the theory of structuration from Anthony Giddens for explaining the data. The results show that the relation of dialectical practices in the health services process have improve the healthy behavior patterns of BPJS participants by adopting regulations in the health center and hospitals. Doctors and other health care providers serve according to the ethics and professional norms; duality of role occurs between patients and health services provider, agents and structures in the arena of the health center (Puskesmas) system and hospitals. Patients and health services provider have mutually reinforced roles, and benefits. In the course of space and time, the actions of the participants are recurring, Giddens calls it is form of structuration that influences the continuation of the BPJS participant's patterns of social and health behavior; and they will affect for public health improvement later. 3rd International Conference on Social Transformation, Community, and Sustainable Development (ICSTCSD 2019) Copyright © 2020 The Authors. As in the 2014 presidential election, Joko Widodo and Prabowo Subianto were considered to have very different rhetorical styles. Joko Widodo has a relaxed rhetorical style while Prabowo Subianto has a firmer rhetorical style. The problem is the discourse and study of the presidential rhetoric focusing more on aspects of delivery and style. Rhetoric is even more meaningful as a speaking skill. Even though the rhetoric discourse is actually more than that. There are many aspects that are also related, starting from the preparation stage to the delivery. This article is written based on research that was carried out with the aim of obtaining a comprehensive description of the rhetoric of Joko Widodo and Prabowo Subianto in the 2019 Presidential Election Debate. One under-five age baby dies every three minutes in Indonesia. In addition a woman dies during giving birth or due to other pregnancy-related cause every one hour. Entering into delivery period is a critical period to pregnant women because any possibilities can occur before ending up safely or with death. Facilities and resource related to delivery place are determinants for parturient women. Generally, the decision to select medical treatment made in rural areas should be based on the elder relative or husband’s decision. Thus, it results in to the delayed delivery help leading to fatality. Therefore, in Wonogiri regency, Maternal Mortality Rate (MMR) has been established in 2017, aiming to reduce Maternal Mortality Rate. Otherwise, Karanganyar Moslem’s awareness to distribute some of their income or wealth in the form of zakat through BAZNAS keeps increasing. Therefore, as an institution managing community’s zakat, BAZNAS, potentially collect the zakat in a huge number. Thus, it is a social responsibility of BAZNAS to facilitate the collecting, distribution and the use of zakat to give free healthcare for the community.This research aimed to analyze BAZNAS in free healthcare program. This research used qualitative method. The sampling technique used in this research was purposive sampling. The data in this research was collected by interview and documentation. Additionally 18 sub districts in from total 27 sub districts in Banyumas are prone to flash flood. Local Disaster Management Agency (BPBD) is an institution that holds main role in disaster management in local level such as disaster mitigation, preparedness, respond and recovery. This research aims to analyse the role of BPBD in disaster management particularly flash flood disaster in Banyumas. The research use qualitative method with deep interview as a main technique for data collecting. It also uses observation and documentation. The respondents are the head and staffs at BPBD office and also people affected by flash flood in Karanggedang village. Accordingly the interactive technique is adopted for this study. The aspects of the BPBD’s role that are examined in this research are entrepreneur, coordination, facilitating, and socialization. The research confirms that all aspects are found and working despite some problems still exists. This study aims to look at how disaster mitigation policies are carried out by the Pangkalpinang City Government, especially by the Disaster Management Agency of Pangkalpinang City. This study uses qualitative methods with exploratory models (case studies). Data collection techniques used are through in-depth interviews and FGDs, document studies, field observations.. The result of the study shows that several disaster mitigation policies that have had a positive impact on Disaster Management Agency include structural and non-structural mitigation. For example in terms of social, administrative, environmental, structural, legal, and economic aspects. While the obstacles faced by the Disaster Management Agency include the aspect of funding, social aspect, and political aspects. A performance agreement is one component of performance management in the form of a document that contains leadership assignments to employees to carry out programs or activities that are accompanied by performance indicators. This research was conducted in Banyumas District Government using qualitative research methods. Data collection methods use in-depth interviews and observation. While the analysis method uses interactive analysis. The focus of the research is the performance agreement with the following aspects: the determination of performance benchmarks, the basis of the implementation of monitoring and evaluation, and the targeting of employee performance. The results show that performance agreements have been used on all organizational lines as performance contracts that include performance statements and performance planning. These values and principles are able to manifest in behavior, including in terms of self-control when working in a bureaucratic environment. In an atmosphere of formal and rational bureaucracy, various noble values that are characteristic of Javanese culture are sometimes not easily integrated into bureaucratic modernity. The research conducted at a government agency in the Special Region of Yogyakarta uses ethnomethodology, to get a critical understanding of the dialectics of local culture with bureaucratic rationality. Dialectics can both be traced through the process of external adaptation and internal integration. The research intends to provide a new perspective on the need to manage local culture in an effort to optimize internal control in the government bureaucracy. In addition, the research also aims to provide a picture as well as a clue about how the process of fusing local culture with culture in government organizations which has been dominated by modern values. The success of fusing is both influenced by many factors, videlicet the ability to get vertical and horizontal consensus, understanding the meaning of contestation, and the accuracy of understanding the alignment of the needs of the organization with its members.
