Vulnerable communities were those highly at risk of being infected by these diseases. With no cure to be found yet, HIV/AIDS constantly became a major problem to our public health. This condition, by no means, could be solved by government alone. The increasing of TB and HIV/AIDS cases in Wonosobo Regency throughout the years called for better solution to stop their transmission even further. Long bureaucratic, procedural, and closed governance was no longer effective in dealing with such crisis. Thus, a change in our governance strategy was of essential. This research used qualitative descriptive methodology to explain collaborative governance effort in preventing the widespread of infectious diseases. Data was gathered through in-depth interview and secondary sources. The subjects of this study were NGOs, religious organizations, foreign institutions, and local governments, legislative institutions and educational institutions. The result of this study indicated that the involvement of public sector in dealing with infectious diseases had improved. Corruption has existed since the era of the old order, new order, even the colonial era. In the reformation era style democratic political system, corruption became apparent that open our eyes that it turns out, it has had a chronic illness. Theoretically, the political system can be linked with the phenomenon of corruption. Politics cannot be separated with power, corruption too. Therefore, how the system will affect the power management of the phenomenon of corruption. A democratic system can be a positive or negative effect on corruption cases. A number of corruption cases in Indonesia has been so massive. Various studies or surveys are always seats the corruption in Indonesia ranked high compared to other countries. Even now well recognized that corruption is considered a serious disease, it is an attempt to lead to corruption eradication increasingly considered important. The effort is characterized by the formation of a variety of laws and regulations, strengthening anti-corruption agencies and anti-corruption education, all of which is expected to eliminate or reduce this social disease. Prospects for a successful eradication of corruption depend on all components of the nation because without the participation of all is impossible corruption will disappear. Various fields and strategies must be done to sustain the program. Gidden’s structuring theory was used to understand the changing relation through structuring principle, while Mahbub Ul Haq’s human development theory to see direction of development policy reproductive health. Research method employed was qualitative one with phenomenological approach. Sample was taken using purposive technique, data collection was conducted using observation, in-depth interview, FGD, and document, data validation using source and method triangulation, and data analysis using interactive model encompassing data reduction, data display and conclusion drawing. Result of research showed: 1) prostitution delocalization is constructed with increased utilization of information and communication technology development. Relation dynamic in prostitution can be understood through a three-cluster structural principle analysis as social practice: signification, domination, and legitimation. Technology is facility realized and utilized as modality in domination cluster. This study seeks to discuss the perspective of institutional theory related to aspects of network analysis at the empirical level to analyze whether the formation of a soloraya tourism forum is able to strengthen the network or even sharpen the competition of interests among stakeholders. Many institutions emphasize the rules of the game and collective activities for the common or public interests, for this reason this paper focuses on the structure, functions and management of forums to find answers to research questions. The method in this study uses document analysis, literature study and direct observation. The results of the study indicate that the establishment of the soloraya tourism forum institution sharpens competition for interest. Stakeholders' perceptions vary mainly in relation to the implementation of regional autonomy. They tend to stay away from the integrity that can be identified from the policies of each region, so as not to support the success of the Soloraya Tourism Forum. It seems to occur where the political dynamics happen in the regional area. Based on research in the Toraja ethnic group, there is tendency that regional election as regional political event was becoming an arena to protect their existence when faced the outside model to choose the regional head government. Based on tendency on the regional election in 2015, the fact shows that this ethnic group was created, their own unique way to follow the democracy event where in the same time they intend to protect their local values called adat or custom as a shield in front of democracy. The government as the highest authority will not be able to do everything, therefore, it certainly requires other parties who are willing to help overcome poverty especially in the city of Surakarta. The solution offered by researchers is through Collaborative Governance to overcome this poverty problem. This study employs a literature review approach to analyze how the patterns of poverty reduction based on the results of previous studies. The method utilizes a literature review using 2 keywords that are collaborative governance and poverty. The results revealed that there are at least 3 patterns in poverty reduction, that establish a poverty alleviation agency, then initiation from the private sector and finally a local wisdom approach.
