This model is based on a statistical joint study of traffic density and the level of services defined for the basic freeway segments. This joint study has been calculated through a real traffic data set collected by a sensor located on a Spanish freeway stretch where a lot of high level congestion situations happen. The results achieved with this model have been compared with the incidents posted on the website of the Spanish Traffic Department. In the context of public organizations, aims to use the idea of providing greater access to information and increase public participation in plans and projects carried out. In the case of Venezuelan municipal government sector, the development in regard to the incorporation of ICT in the execution of his efforts show delays of the ideas and projects promoted by the national government framed within the current regulations. The system designed is functional and flexible, due the possibility of monitored tank levels, flow rates and measured water chemistry conditions (pH, chlorine) on site and remotely through wireless communications. The system can be installed in any plant of this type with an efficient performance and the desired configuration by the user. U.S. Department of Transportation categorized the ITS to eight main categories including travel and transportation management, public transportation operations, electronic toll payment, commercial vehicle operations, emergency management, advanced vehicle control and safety systems, information management and, maintenance and construction management. Route guidance systems are one of the main components of travel and transportation management. Although route guidance systems will play an important role in future transportation, few reviews have been presented on them. In this article, we are going to review the main architectures which have been proposed so far, compare them and categorize them based on their structures and communications. It's based on a service oriented, client server architecture that combines the REST protocol and JSON format for data interchange. Nevertheless, there are not standard tools to design and built the applications, therefore each problem need to be analysed separately in order to meet the requirements. In this paper is presented an overview of a system based on a semantic approach with the goal of managing real-time information. The paper studies the application of this system on ITS (Intelligent Transport Systems) as an example of a typical real-time information system. The system gathers real information from the users and the environment, making intelligent decisions and delivering real-time information to users. In this case, the system collects information about the travel time of the vehicles in a segment of a road.
