Weight of graph edges is measured by mixture of Gaussian kernels. This fully connected graph is used for segmentation of image data. The bottleneck of the inference in meanfield approximation is where the similar bilateral filtering is needed for updating the marginal in the message passing step. To speed up the inference, the adaptive manifold high dimensional Gaussian filter is used. As its time complexity is 0(ND), it leads to accelerating the marginal update in the message passing step. Its time complexity is linear and relative to the dimension and number of graph nodes. To improve the accuracy of segmentation, instead of the bilateral filter, the non-local mean filter is used. In this paper, an efficient method for feature extraction from handwritten images is presented. In our proposed method, the normal vectors of the outer contour points of each connected-component are calculated and the sequence of obtained normal vectors is encoded to be rotation invariant and scale invariant. Also, two weighted histograms are designed to generate the feature vector of the input image by putting together the probability mass functions obtained using these histograms. A dataset consisted of 100 people's Persian handwriting have been gathered to evaluate the proposed method. Implementing demand response (DR) programs and integrating electric vehicles with V2G capability in smart grids are not possible without taking advantage of information and communication technologies (ICTs). One of the areas that ICTs can be helpful is primary frequency control (PFC). Frequency control in microgrids (MGs) due to intermittent generation of renewable resources is a challenging task. These renewable resources like wind and solar energies introduce lots of uncertainties in generation. Thus, utilizing new resources of primary reserve and new frequency control strategies in MGs is essential. In this paper, a novel strategy for primary frequency control in MGs is presented. This strategy combines fast ramp rate capability and demand response for improving primary frequency control in MGs. Simulation results in different situations show that the proposed strategy covers renewable generation uncertainties properly. The impacts of using energy stored in batteries of electric vehicles (EVs) in primary frequency control also studied. It is indicated that in high penetration of renewable generation, by using energy of EV batteries, frequency can be controlled in any condition. These data are located in disparate sites while time, cost and privacy concerns makes it impossible to aggregate them into one location. Information fusion systems aim to make decisions by getting the outputs of the distributed sources. Since each source is making its local decision with its own part of the entire available data, their outputs are uncertain and sometimes unreliable. Selection of competent sources for fusion is a key stage in information fusion systems. This can be done either statically or dynamically. In this paper we propose a dynamic source selection and fusion method using a fuzzy linguistic rule based system. The system is created and optimized by means of a genetic algorithm. The proposed system has the ability to deal with the curse of dimensionality and has a human understandable structure. One way delay provides us with more information than that a round trip time does and it also involves more intricate calculations. In this paper, two measuring devices are designed and implemented that can measure the one way delay present between two distant points in web environment using GPS clock and based on active measurement. The results obtained from these measurements were then analyzed and modeled, meanwhile VPN network behavior and packet size effect on the amount of delay were also investigated as well. Our proposed method assigns resource blocks (RBs) to users using the fuzzy logic, where transmitted power is calculated for each RB, without any communication between cells. Gathering information such as, required rate of a user, desired signal level, fading on each RB, and the interference level seen of each RB results in completely autonomous approach. Using fuzzy logic our proposed method determine the optimal RB assignment. Moreover, this method calculates the required power to achieve desired RB taking into account the signal quality. Therefore, the presented method potentially satisfies user rate and provides appropriate quality of service (QoS). Simulation results show that proposed method reduces average power while achieving a high sum rate for users with low computational complexity. Bandlet transform as a new developed adaptive multiresolution geometry analysis tool exhibits enormous potential in compression based on geometric regularity. Since in SAR images, important information is spread in the entire frequency spectrum, discrete wavelet transform (DWT) cannot provide optimal representation and instead Bandlet transform is employed to provide a sparse representation of the image. A modified version of EZBC algorithm is introduced to efficiently encode the Bandlet coefficient in a progressive manner in which fidelity of the reconstructed image in the decoder gradually improves as more bits are received and decoded. Face recognition is an important question both in pattern recognition and neuroscience. In the last few years, neuroscientists found many facts about object recognition in primate's brain. Here, we propose a cortex inspired face recognition system which uses some findings about the brain such as the operations of feature extractor cells in visual cortex and the function of attention in discarding distracting parts of the images. Now it is the time to merge the knowledge of learning systems with biological findings. This study is aimed to calculate the prevalence of outpatient diseases through characterization of outpatient prescriptions. The data used in this study is collected from 1412 prescriptions of various diseases and we have focused on the identification of ten diseases. In this study data mining tools is used to identify diseases related to each prescription. Then we have compared the performance of these methods with a Naïve method. The results indicate that implementation of data mining algorithms has a good performance in characterization of outpatient diseases.
