Accurate detection of the boundaries of the beginning and the end of informative sections of speech signals is one of the most important tasks in speech applications. The article presents a method for increasing the efficiency of speech/pause segmentation based on empirical mode decomposition. The proposed method is based on the use of decomposition in preprocessing of the original speech signals to form a set of new investigated signals containing the most reliable information about the boundaries of the beginning and the end of the sections of voiced and unvoiced speech, and pauses. The research has been carried out to evaluate the effect of the decomposition method and the duration of the fragments of the studied signals on the efficiency of speech/pause segmentation. The methods based on zero-crossing rate, short-time energy, and the analysis of one-dimensional Mahalanobis distance, were used for segmentation. The emission measurement results are given when power is supplied to the measuring printed circuit board (PCB) with microcontroller from a pulse power supply unit, mains chargers and power banks, USB-port of PC, as well as a rechargeable battery. The results of MW-characterization showed two process technologies manufacturing in \"foundry\" mode – CMOS SOI 180 nm and CMOS 90 nm potentiality for the development of transceiver ICs with operating frequencies above 3 GHz and 12 GHz respectively. Obtained experimental results allow to determine radiation-tolerance indicators for the total ionizing dose, neutrons, impulse exposure and heavy ions and specify critical elements and IP-block fragments for given processes. It is proposed to use optical wireless data transmission technology via led lighting, in order to controller actuator. The emergence of new directions based on the optical range in the field of communication was explained by existing problems in the organization of modern wireless infrastructure. Nowadays, the radio frequency band widely used for data transmission is overloaded and cannot meet the rapidly growing traffic and demand for wireless data services. Additional implementation of wireless systems based on the use of the optical range can help in solving existing problems. In this article, we consider an experimental model of an automated temperature control system. We proposed a block diagram of the indoor temperature control system using with data transmission via visible light. For the organization of traffic developed transmitting and receiving devices. A digital temperature sensor is connected to the transmitter. The transmitting device has a 3W white lightemitting diode, which performs the function of lighting and additionally transmits temperature data. A photodetector is used to receive the signal. The control and data processing is carried out by ATmega 328 microcontrollers, which are located in both devices. The actuator is a 30W heating element. Experimental results of the control system operation, which show stable data transmission and the maintenance of the specified temperature regimes in working condition for a long period of time, are presented. The algorithm was tested on a meander line turn of two coupled wires above the ground plane in the air dielectric filling. The dependences of the cross-section parameters and the characteristics of the turn on the temperature at the frequency of 10 GHz were obtained. Examples of the radiation patterns at different frequencies, as well as the current distributions are given. Frequency dependences of the maximum values of the electric field strength obtained by two approaches: quasi-static and electrodynamic are compared. The results were obtained and compared for the meander line with optimal parameters and for the unmatched meander line and compared with the results of a single matched transmission line of one wire over the ground plane and an unmatched one. It is noted that the results of quasi-static and electrodynamic analyses are close at low frequencies but the difference increases at high ones. It was revealed that the meander line structures are able to minimize the radiated emission in the most frequency range except at the resonance frequencies. This model describes cause-and-effect relations between dynamic processes in weather, seasonal and climate terms and resolves the interannual variability problem. In this context, the principal reason to destroy rapidly the habitual local seasonal patterns seems to be connected with variation of parameters associated with the abilities of local ecosystems to influence on dynamics evolution and to \"damp\" transient overshoots generated by the HDS-control. Reconstructions made by processing the meteorological observations show that such destructions can be promoted by natural climate-related oscillations.
