The author examines the historical and modern aspects of the formation of the ecological situation in the city, its impact on the life of the population, studies the attitude of residents to the ecological situation and measures for its improvement among various social and age groups. Citing the results of specific socio-psychological studies on these issues, the authors suggest the urgent need to merge the positions of a patriot of a small homeland with the psychology of a new cosmopolitan — a person who has realized that the interests of Terra Patrie begin with himself and his needs. The development of projects of electronic democracy in Russia and their results are investigated. The proposed understanding of e-democracy procedures compares with the existing mechanisms in Russia and the Irkutsk region, as well as partly with other regions of the country.
