{"title":"Keengganan Negara-negara North atas Pembagian Beban dalam Tata Kelola Pengungsi Global: Kasus Pengungsi Timur Tengah","authors":"N. Jumlah ini terus bertambah setiap tahunnya hingga 2018. Kawasan Timur Tengah selalu menjadi penyumbang pengungsi terbesar. Pengungsi-pengungsi ini berkelompok dan mencari perlindungan ke negara-negara north, yakni pihak yang dirasa 'menjanjikan'. Para pengungsi banyak menuju Eropa, Amerika Serikat, dan Negara-negara Teluk Arab, seperti Arab Saudi, Uni Emirat Arab, Kuwait, dan Qatar. Namun, yang terlihat justru penolakan dari negara-negara north. Keengganan tersebut lalu mendatangkan gelombang besar pengungsi ke Yordania, Lebanon, dan Turki yang kemudian menjadi tiga negara penerima pengungsi terbesar. Tidak hanya terkait penerimaan, keengganan north juga ditunjukkan dalam donasinya yang cenderung rendah bila dibandingkan dengan kebutuhan fasilitas para pengungsi. Seiring dengan kompleksitas permasalahan pengungsi ini, muncul berbagai dampak negatif, baik bagi stabilitas tiga negara penerima terbesar, tatanan global, maupun bagi para pengungsi itu sendiri. The Islamic State of Iraq and The Levant (ISIL) or The Islamic State of Iraq and Syria (ISIS) is one of the movement deemed terrorists and has disturbed world peace. Ultimately the US decided to intervene to deal with the frequent acts of terror by ISIS which resulted in gross human rights violations.This article aims to find out how the US intervention to combat human rights abuses and acts of terror that have been done by ISIS.The method in this article was to do library research in the form of books, articles, journals and various media relevant in this article.It has been found that the form of settlement efforts to reduce human rights violations, the US made preventive and repressive efforts. In preventive efforts, the US created an international coalition to gain support to counter terror committed by ISIS. Then the repressive effort is humanitarian intervention in the form of military aid and humanitarian aid. The US donates $ 1.2 billion annually and 350 million dollars as a form of military and humanitarian aid to combat ISIS. Since The Universal Declaration of Human Rights was ratified in 1948, all nations have committed to agree in uniformity and implement it into action in the name of human rights based on the universality. The idea of Western universality always demands individual freedom and equality as a basic of human rights. This is different from the view of Confucianism which does not recognize the rights but only the obligations. Instead of individual rights, security of the community and shared prosperity are more important and must be prioritized rather than individual interests. {"title":"FAKTOR PENGHAMBAT DIPLOMASI CPO INDONESIA DI PASAR EROPA","authors":"Denada Faraswacyen L. Selama puluhan tahun Indonesia memasok CPO ke pasar internasional termasuk Uni Eropa sebagai bahan baku industry pangan, kosmetik, obat-obatan, dan lain-lain. Namun sejak 2015 ekspor CPO Indonesia mengalami hambatan nontariff yaitu isu deforestasi, kebijakan labelling “palm oil free”, isu kesehatan, dan lain-lain. Penelitian ini menggunakan pendekatan kualitatif, metode deskriptif, dan data sekunder dari sumber ilmiah berupa jurnal, dokumen, laporan, publikasi media massa beberapa tahun terakhir, dan rilis website resmi. Hasil penelitian menunjukkan bahwa faktor penghambat diplomasi CPO Indonesia ke pasar Eropa dibagi dalam dua penyebab yaitu faktor internal berupa sertifikasi lahan sawit (ISPO) yang tidak diakui oleh Eropa, kegagalan pemerintah me-lobby APEC untuk memasukkan perkebunan sawit dalam kategori hutan, dan kurangnya sinergi lintas instansi untuk satu suara menghasilkan strategi nasional. Sedangkan hambatan eksternal berupa kebijakan proteksionisme terhadap infant industry, label non environmental goods yang mengandung CPO pada produk makanan yang beredar di Eropa, promosi Renewable Energy Directive (RED) kepada semua negara Uni Eropa untuk segera memberlakukan kebijakan tersebut, paradoks Kebijakan UE yang mengangkat isu lingkungan tetapi upayanya memperluas perkebunan minyak nabati local dengan menggusur lahan pertanian lainnya dan tidak mampu menyerap gas emisi karbon karena hanya jenis tanaman pendek yang penyerapan tidak lebih maksimal dari tanaman kelapa sawit, dan terakhir adalah joint campaign negara produsen CPO. Militer melakukan kekerasan, massa pembunuhan, pemerkosaan disertai dengan kekerasan seksual, serta pembakaran massal properti yang dimiliki oleh Rohingya. Sebagai lembaga yang berfungsi sebagai garda depan dalam memberikan aksi terhadap pemeliharaan keamanan dan perdamaian dunia, UNSC diharapkan untuk menyelidiki kasus ini dan memberikan kebijakan yang tegas, baik dalam bentuk sanksi atau merekomendasikan agenda ini di ICC. Sayangnya, kebijakan perusahaan yang diharapkan tidak terjadi dengan stagnasi diskusi tentang krisis di UNSC. Penurunan angka kemiskinan dan peningkatan kesejahteraan belum terdistribusi secara merata. Untuk itu pembangunan diwajibkan memiliki kebijakan yang lebih holistis dan berkelanjutan. Dengan menggunakan prespektif seorang Wangari Maathai, artikel ini berusaha mengevaluasi, sekaligus memberikan pandangan baru terhadap agenda pembangunan global yang lebih demokratis. Melalui konsep counter discourse, artikel ini melihat kegagalan pembangunan terjadi karena sering kali dimensi lingkungan yang menjadi kunci pembangunan yang berkelanjutan menjadi anak tiri dalam agenda pembangunan global. Hal ini menjadikan pentingnya kehadiran sebuah sudut pandang baru dalam menyusun agenda pembangunan global seperti Three Legged Stool yang menekankan adanya ruang demokrasi, pengelolaan sumber daya alam yang bertanggung jawab dan bekelanjutan, budaya damai dalam mengatasi kemiskinan, dan memberikan kesejahteraan secara merata dan berkelanjutan.
