Since The Universal Declaration of Human Rights was ratified in 1948, all nations have committed to agree in uniformity and implement it into action in the name of human rights based on the universality. The idea of Western universality always demands individual freedom and equality as a basic of human rights. This is different from the view of Confucianism which does not recognize the rights but only the obligations. Instead of individual rights, security of the community and shared prosperity are more important and must be prioritized rather than individual interests. 摘要

本文旨在描述儒家思想对中国人权问题外交政策的影响,作为对西方普遍性话语的反击。自1948年《世界人权宣言》通过以来,各国都承诺在普遍性的基础上,以人权的名义一致同意并付诸行动。西方的普世性思想总是把个人自由和平等作为人权的基本要求。这与不承认权利而只承认义务的儒家观点不同。社会安全和共同繁荣比个人权利更重要,比个人利益更重要。本研究采用霍布斯关于权力关系和治理的观点,表明文化、意识形态和信仰体系在决定国家外交政策方面具有重要作用。
