The fundamental needs of C/sup 3/CM DSS are demanded. C/sup 3/CM DSS includes the folowing main areas: (a) multi-sensor information fusion and threat identification, (b) selection of CM schemes, (c) distribution of CM resources, (d) evaluation of CM effectiveness, and (e) management of C/sup 3/CM system. The basic theory and techniques of the above areas of C/sup 3/CM system are studied. Emphasis is put on the structure of distributing C/sup 3/CM DSS. Then the optimum decision-making subsystem of the countermeasure, resources, and management, which has application in the ship platform, is simulated. The total space combination power of this system can reach up to 100 kW for a 150 /spl mu/s pulse width at 8% average duty cycle with a 14.5% instantaneous bandwidth. A switching power supply and liquid cooling have been employed to achieve good performance and stable reliability. The various time-frequency representation for wideband signatures of radar targets, including the short-time Fourier transform (STFT), the Wigner distribution (WD) and the continuous wavelet transform (CWT), are discussed. Some examples which show the validation of wideband radar signature prediction and the superior performance of time-frequency representation are given. As viewed from the time domain, the target waveform can also be regarded as a time sequence such that it can be classified using recurrent neural networks (RNN) which are suitable for time sequence processing. A modified partially RNN and its algorithm are proposed. The profile is dependent on the aspect of the target. In order to make radar target recognition (RTR) more effective, the definitions of correlation length and correlation angle are given. In the frequency domain, the most important feature of the shape of a profile is mainly contained in its spectral phase not in its spectral magnitude.
