Polyvach","doi":"10.17721/2413-7154/2021.86.53-66","DOIUrl":"https://doi.org/10.17721/2413-7154/2021.86.53-66","url":null,"abstract":"The article considers the main methodological approaches to the thematic study of natural and cultural heritage (NCH) and the results of their implementation in the electronic atlas \"Population of Ukraine and its natural and cultural heritage\". The structure and content of the two thematic blocks of the Atlas in the composition of 37 maps is built in such a way as to cover all the variety of definitions that characterize the spheres of nature and culture heritage in Ukraine. Based on the developed methodological approaches, for the first time in Ukraine, cultural and landscape zoning of the country's territory at the macro level was performed, in the taxonomic system of which 14 cultural and landscape regions and 52 cultural and landscape macroregions were identified. For the purposes of mapping natural heritage, a no official definition of this term has been developed, the typology of objects has been determined, a database of existing and promising objects and territories with their coordinate reference has been formed, and several relevant maps have been created. The problem of a huge number of potential objects of cultural heritage mapping (over 100 thousand) in the process of forming the data base was solved by not considering necropolis historical monuments, most commemorative plaques, and some minor buildings in the complexes of monuments and by reflection, mainly monuments of national (partially, local) significance. The Atlas has significantly expanded the composition of functional categories of cultural heritage by integrating a wide range of cultural and natural, tangible and intangible, movable and immovable heritage by separate research areas. The result of this work are maps of ethnocultural, religious, scientific, and technical heritage. These are the first in Ukraine specialized maps of similar topics and scope, which constitute the scientific novelty of the Atlas, allow to significantly expand the subject field of research NCH, and can contribute to the introduction into scientific practice of new categories of heritage. We analyze the evolution of approaches and current discussions around transition as such and post-socialist transition in particular, the relationships between transition and transformations along with their spatial outcomes, and define the main types of restructuring in the course of spatial transformations. In this paper, we illustrate transition as temporal and methodological frame and provide an overview of ideas on its ending, relevance and usefulness, interpreting post-socialist transition as fundamental societal changes of political regime, economy, institutions and space, which are taking place simultaneously. We argue that urban transformations as spatial projection and outcome of the post-socialist transition could be interpreted through the lens of restructuring – the process of socialist structures updating under which old structures are transforming, supplementing with new elements, and therefore new structures are gradually developing as a reflection of the new ideologies and spatial practices. We distinguish and analyze three main types of urban space restructuring in the post-socialist perspective - functional, morphological and institutional, which, interacting, illustrate the key changes of the post-socialist urban spaces. Considering cases of major streets (Gorodotska Street and Vyacheslavа Chornovola Avenue), the positive impact of the newly created dedicated lanes for public transport and bicycle infrastructure (bicycle lanes and bicycle paths) on the transport system of the city as a whole is reflected. During the last 10 years in Ukraine, the issue of sustainable mobility and movement of residents on various types of transport within urban territorial communities has become very acute. In 2019, the city of Lviv joined the initiative of many European cities to develop a Sustainable Urban Mobility Plan, which defines the policy in the field of urban transportation and provides an understanding of ways to optimize the spatial development of the city. The main advantage of this document is human-centricity. Strategically, this provides a new step in the balanced development of sustainable types of movement in the city. Analysis of the results of the authors’ observations on the two most active sections of public transport in the city showed the effectiveness of creating lanes for public transport. Moreover, the conducted survey of city residents confirmed that for the majority of the population, the creation of public transport lanes increased the comfort of using them and significantly relieved traffic. A study of the city’s bicycle infrastructure revealed a number of shortcomings in its planning and implementation. Despite this, the latest practices of popularizing the bicycle as a form of urban transport had a positive effect on the steady growth of the number of residents for whom the bicycle became the main form of urban transport, and the development of new bicycle infrastructure. Mobile phones do our live easier and more convenient but the general public has only the most general ideas about the functioning of mobile communication networks. There are three most important things for mobile phone users in today's world: coverage, speed and affordability. In our article we will focus on the first component - mobile network coverage. The aim of the study is to determine the spatial features of the Kyivstar mobile network in Western Ukraine, and the main task is to analyze, based on open data, the coverage of the Kyivstar mobile network in the territorial units of Western Ukraine. The source base of the research is the data of the Kyivstar mobile communications operator. The analysis of mobile communication networks in our study was carried out on the following indicators: the area of the territory that covered by the network (mobile network area); the share of the territory that covered by the network (network coverage share). Kyivstar is the largest mobile operator in Western Ukraine both by the number of subscribers and by the area of 4G network. The Kyivstar 3G network covers only areas with a high population concentration. The Kyivstar 4G network coverage is spread over 69.9% of Western Ukraine and is absent only in the Ukrainian Carpathians and in the forest areas in the north-west of the study area. The highest rates of Kyivstar 4G network distribution are typical for the biggest cities. The study aims to highlight the positive economic factors of industrial development in the region and to study the whole complex of geospatial changes in the territory. The task of the research is also to understand the negative environmental consequences and ways to solve the problems of environmental pollution. As a result of studying historical sources and cartographic materials in the study it was possible to understand the patterns of spatial development of the city and the scale of geospatial changes in Kryvyi Rih. In the course of the work, objects of anthropogenic landscapes, water bodies and territories of industrial enterprises were studied and plotted on the city map. This made it possible to understand the peculiarities of the location, the scale of the transformation of the territory and man-made danger. Many sciences use the concept of space to describe their own subject areas. For geography, this concept is basic. By analogy with other sciences, geography has formed its own understanding of space – geographical space. In different historical epochs, people have differently represented space. Today, the most widespread are substantive and relational approaches to the interpretation of space. According to the substantive approach, space is a substance, independent of time and matter that acts next to and independently of them. According to the relational approach, space is understood as systems of relations that are formed between objects in the process of their interaction. Among Ukrainian geographers, E. Marunyak, K. Nemets, Y. Oliynyk, A. Stepanenko, O. Smyrnov, O. Topchiyev, O. Shabliy and others elaborated on the concept of geospace and geospatiality. Geographic space is a set of objects that are ordered on the earth's surface, together with the sum of all their connections and interrelations. It is not just the total sum of the geographical positions of all geographical objects, but a new quality that appears as a result of the general interactions of the objects on the earth’s surface. In interpretations of geographical space, the following common features can be distinguished: geospace is one of the aspects of ordering geographical objects; geospace is a collection of relationships between objects; geographical space is characterized by both discreteness and continuity. Meanwhile, in Western scientific literature the concept of geographical space has not become noticeably widespread. Researchers often use the terms “space” and “social space”. In turn, insufficient study of the influence of social infrastructure on people, their potential on regional level, makes it impossible to build effective integrated development strategies and reflects a low level of awareness of the real issues on the ground. In terms of historical characteristics, geographical location, economic and demographic features of the territory, Chernivtsi region was chosen for the study. The main objectives were to study the dynamics of formation and functioning of certain elements of social infrastructure of the region, their problems and solutions for the region as a whole. The article analyzes the system of indicators characterizing main categories of social infrastructure of the region under study. A number of problems have been identified, the main ones considered to be reduction of the total number of infrastructure and providers of services to the public and significant disparities in social infrastructure development between rural areas and urban settlements. Complex maps have been built, that reflect the state of individual components of social infrastructure and graphs that demonstrate the dynamics of the studied indicators in the region. {"title":"FINANCIAL CAPACITY OF TERRITORIAL COMMUNITIES IN CHERNIVTSI REGION","authors":"S. The financial resources of the community, in turn, characterize the current state and reflect the areas of improvement of its development strategy. The article presents the results of a study of the financial capacity of territorial communities of Ukraine on the example of Chernivtsi region. The main tasks were to identify key indicators that characterize the financial development of communities, their analysis and, accordingly, assessment of the level of financial capacity of territorial communities of Chernivtsi region; to monitor the territorial differences in financial development and grouping of territorial communities in accordance with the value of the obtained financial integrated indicator. The research was based on the adapted methodical recommendations of the Ministry for Communities and Territories Development of Ukraine, which were used on the basis of data analysis of the Community Capacity Portal. The results of research revealed significant intra-regional disparities in the financial capacity of local communities. The regularity of much better financial development and opportunities of urban territorial communities in comparison with rural ones has been determined. Based on the analysis of the main financial indicators and the calculation of the integrated indicator, the territorial communities of optimal, satisfactory, moderate, low and critical levels of financial development were identified. Characteristic features that indicate a significant financial depression of the region were revealed: the index of tax capacity of communities of Chernivtsi region and their general fund income per capita is more than twice lower than the average Ukrainian values, and the level of budget subsidies is almost three times higher; capital expenditures per capita are five times lower than the average per capita in Ukraine. The pessimistic average values of the indicators of the territorial communities of the region indicate, among other things, the particularly acute problems of the communities included in the groups of low and critical financial development. Using unique case of the city of Yuzhne by the demographic and socio-economic characteristics, the necessity of diversification of the economy and approaches to determining the city's development strategy through local activism, external grants, and the use of new concepts of urban development are shown. The purpose of the work is to analyze the factors of Yuzhne city development, assess the role of city-forming enterprises and determine the directions of diversification processes in a monofunctional small city. The analysis of the prerequisites for the development of the small monofunctional city of Yuzhne was carried by the indicators of demographic and socio-economic development. In order to assess the city-forming role of enterprises, their impact on the socio-economic development of the city was analyzed in terms of the job offer, housing and social infrastructure construction, participation in the creation of the city center and the arrangement of its public spaces. It was determined that the diversification of the economy of the small monofunctional city of Yuzhne should be carried out in such directions as the development of innovative industries based on the training of qualified personnel in educational institutions and the creation of an innovation park, the development of tourism and recreation. Diversification of approaches to city development aims the involvement of various actors through the local activism, external grants, the use of new approaches and concepts of urban development. The choice of the case study city is due to the active processes of forming the brand of the city of Volodymyr, which have been observed in recent years, as well as its border economic and geographical location. The authors characterized the infrastructure of tourism as a factor in the development of the city territory, as well as considered modern approaches to the formation of the tourist attraction of the city territory. The article describes the methodical aspects of the evaluation of the city's tourist sphere, gives a detailed description of the tourist resources and tourist infrastructure of the city of Volodymyr, as well as reveals the essence of branding and promotion of the city. The article presents an assessment of the state of the tourist sphere of the city of Volodymyr by internally displaced persons, namely tourist facilities, transport, accommodation and catering facilities, ATMs, shopping centers and sanitary infrastructure facilities (public toilets). With the help of the SWOT analysis method, the authors identified promising directions for optimizing the city's tourist attractiveness and proposed a number of main guidelines for the strategic development of the city's tourist sphere: further development of cultural and historical tourism; development of tourist and related infrastructure; activation of advertising and image work at the international level to attract foreign guests; attraction of grant support for the development and restoration of architectural monuments; development of educational tourism.
