The comparison of Slovenian achievements with Irish and Finnish ones indicates that governance structures should link urban centres and the rural regions surrounding them to help to determine the specialisation of regions and stimulate their capacity for innovation. It also suggests that there is a lack of capacity in both technical and more strategic, bargaining and consensus building skills. The quicker that the unemployed can be re-trained for new jobs, the more adaptable a local economy will be. However, a constraint on improving adaptability is the ability of the state to adequately and quickly reform the delivery of training, welfare systems and employability programmes to meet new challenges. A greater emphasis needs to be placed on the personalisation and localisation of service design, planning, and delivery. Personalisation is needed to combine different forms of support required by people with multiple barriers, and localisation is needed to empower local partners to design interventions and direct resources to meet local employer needs and target the most deprived areas and people. By tapping into the positions taken by parties into the knowledge transfer debate, this chapter examines the main characteristics of these two different, albeit related, concepts. It goes on to propose a theoretical model in conjunction with the results of a preliminary field survey (details of which follow). This model is a contribution to extensive empirical work that has to be undertaken in order to assess the impact of university-industry interactions, especially in the Central, eastern and south eastern European countries (CESE) countries. However, the potential of horizontal co-ordination among local agencies and organisations has not yet been fully realised. More than a simple restructuring of government, rather it requires a cultural transformation among management, staff, and policy makers. These call for a new paradigm for teaching and learning about entrepreneurship. The second part of this chapter examines the conditions and cultures needed to nurture and sustain enterprising behaviours. It provides global case studies and materials related to development of entrepreneurial ecologies and their networks. The conclusion calls for adaptation of this emerging ecological paradigm by means of collaborations among government policy makers, entrepreneurs and educational leaders. Vocational training schools play an important role in integration in Geneva, Neuchâtel and Zurich, linking employers, migrants and the public policy system. In addition, mentoring and networking activities are a popular mechanism to support access to placements. However apprenticeships may not provide for all training needs and a notfor- profit organisation in Neuchâtel provides an alternative training model effective in meeting more short term skills shortages. The state’s labor market information agency helped applicants by providing a cluster-type analysis of the local labour market and forecasts of employment trends and occupational needs. The implementation strategies varied by region and were based upon the identified needs of the targeted businesses as well as the collective thinking of the local partnership. Grenoble is a particularly good example of a cluster that emerged \"endogenously\" from a critical mass of human and social capital but with strong support from targeted initiatives by the public sector. The chapter demonstrates the role that public authorities can play in supporting a cluster and the importance of establishing strong private-public and public-public partnerships. It shows how innovation has occurred in a collaborative but highly competitive environment.
