Partnership development, however, faces a number of outstanding problems, linked to the legal, administrative and historical framework, that constrain the emergence of NGOs and their participation in civic life. A number of obstacles with regard to trust, communication and capacities in the local communities aggravate this situation. The government has to learn to communicate effectively with citizens and their initiatives, whilst NGOs have to be more aware of their social responsibility. Local NGOs, often connected to the Catholic Church, also play a key role, partly through supporting the development of social networks which are crucial in a country where much employment is advertised informally. At the regional level, the European Social Fund has provided an important means of supporting access to training, and chambers of commerce have been active in supporting immigrant entrepreneurship and developing innovative bilateral training schemes with regions in sending countries. They can be powerful catalysts for improving workforce development and economic development programmes. In the United States, partnerships are formed vertically among the various levels of government and horizontally among government agencies and nongovernment entities. As a result, they devolve more responsibility for the design and provision of workforce services from central governments to local organisations, which can lead to service delivery systems that are more responsive. One of the scenarios is found in the seven capital cities. These cities grow into extended metropolitan regions, where hubs of skills and knowledge-intensive activities coexist with suburbs of social disadvantage. Other scenarios are found outside these capital cities: in regional centres and remote communities. On the one hand are the booming, prosperous towns where there is a fierce demand for skilled workers, and on the other are the shrinking towns and declining regions, where simply retaining people is a major task for local agencies. These different scenarios indicate the challenges of applying centralised labour market policy instruments to areas with very different market and lifestyle conditions. Effective labour market integration depends on helping immigrants to manage the rapid changes which are happening in their own lives, whilst at the same ensuring that the local community itself evolves and responds to changes in its population and in its urban fabric. This has a number of implications for an effective governance response. In particular, immigrants need clear road maps to guide them between the various services which will support their transition into a new life. Local areas also need to be aware of changes in the immigrant population, and develop new techniques to maximise the opportunities brought by skilled migrants, whilst removing unnecessary barriers to the workplace. They are the means by which localities can respond to the challenges presented by globalisation and seize new opportunities as they occur. Yet this is a much more difficult exercise than is sometimes thought. The challenges are even more acute in Central and Eastern Europe, with its ongoing ambitious reforms, profound economic restructuring and extensive learning phase. The success of local development strategies in the region depends on the ability of governments and their partners to accelerate change in both the policy and governance aspects of economic and social development. These include wide-ranging issues such as enhancing flexibility in the management of policies and programmes, establishing a consistent overarching strategic framework for local development, reviewing local government finance and setting up mechanisms to raise capacities.
