The Minister of Home Affairs issued Permendagri No. 7 of 2019 concerning Online Population Administration Services, which the Garut Disdukcapil then implemented by creating a Pandu-Online service. This online service has only been implemented at the Garut Disdukcapil because previously, the service was carried out directly. This study aims to determine the implementation of population administration service policies during the COVID-19 pandemic in Garut Regency and determine the supporting and inhibiting factors for implementing population administration service policies during the COVID-19 pandemic in Garut Regency. Researchers used a descriptive method with a qualitative approach. Data sources were taken from the Garut Disdukcapil and community users of these services, with data collection methods carried out in observations and interviews. The results of this study explain that the implementation process does not always run as it should; in the field, there are still many obstacles that exist, so the implementation process has not run well and optimally. Nurbayani, Pudentiana Reno Enggarwati","doi":"10.54783/endlessjournal.v5i1.61","DOIUrl":"https://doi.org/10.54783/endlessjournal.v5i1.61","url":null,"abstract":"This study aims to determine the relationship between mothers’ knowledge, attitudes, and practice in maintaining children’s dental health with caries status of milk teeth in Early Childhood students aged five years in Pondok Labu Village, Cilandak, South Jakarta. Data analysis was carried out using a computer program including univariate and bivariate (chi-square) analysis. The results showed that most students ( 68.5%) had caries in their milk teeth, and only 31.5% were caries-free. These results indicate that the caries-free state of students aged five years in the Early Childhood Pondok Labu sub-district, South Jakarta is still far from the target set by WHO as well. Indonesia’s national target is healthy, where the caries-free rate in children aged five years is targeted at 90%. However, this result is better than the study on the prevalence of dental caries in children 3-5 years old in Sawah Village, Ciputat Subdistrict, and Cilandak Village, Pasar Minggu Subdistrict in 2003, where the results obtained that the prevalence of caries in milk teeth was 86.4% or a caries-free rate of 13.6. % in children aged five years. The results also showed that mothers’ knowledge, attitudes, and practices in maintaining their children’s dental health were good, where 83.9 % of mothers had good knowledge, 54% of mothers had good attitudes, and 69.4% of mothers had good practices and good in maintaining the dental health of their children. The methodology was carried out through several steps: 1) Survey method by sending questionnaires to selected companies; 2) Content analysis method to determine the scores of CSR disclosures based on the required disclosure standards; 3) Analyzing the results of the company's financial performance to its CSR activities. The empirical evidence proofing that CSR is the transformation of local wisdom into actions and strategies of the company even has not fully become the company's core program. But there are limitations of this study, including the subjectivity of respondents' views concerning the cost of CSR. In addition, it needs to be further clarified because interview (qualitative) data are still very limited. The paper enhances the altruistic attitude shown by the company's management about CSR implementation from their understanding of the local wisdom as a contribution. Beside that, as goverment institution TNI to be charged to implement government policy of enhancement of public service quality. Enhancement of public service quality is part of bureaucracy reform or administration reform agenda through Eight Area Reform Program. The aim of the study is to analyze how TNI interpret this policy by using the variable implementation of contens and contex policy theory. The methode of this reasearch is qulitative with a post-positivst approuch. Collecting data was conducted by in- depth interview, study document and literature review. The site of research is in Indonesian Army or TNI AD which is the biggest part of Indonesian Armed Forces. Analyzing data was done by reduction, presentation, conclution and verification. The research showed that the enhancement of public service quality in contex of TNI is not significanly developed. The actors of implementation in TNI facing obstacle to understand and to interpret language, naration and terminology of this policy which is formulated tend to civil organization. The situation that occurs is a government crisis situation that requires conflict resolution and crisis management by Malang City so that crises and conflicts can be muted so that they do not continue. The research to see how Malang City handles this crisis and conflict resolution uses a constructivist paradigm with a qualitative research type. This study aims to find strategies to reduce crises and reduce ongoing conflicts. The method of data collection carried out in this study was an interview with the Public Relations of Malang City Government, supported by data collection, which was carried out through documentation. The Apologia theory and the conflict theory used in this study show that Malang City uses the deny strategy, conciliation strategy, transcendence strategy, and bolstering strategy. Edward III's research in Policy Implementation Research, this study examines how the Permenkes (Factor Communications, Resources, and Disposition) and related theories are implemented from the perspective of a researcher. The Executive Officer of the Department of Dental Health in 18 polytechnics in Indonesia was interviewed using primary data in a cross-sectional descriptive study. The Head of the Department/KAJUR and the Secretary of the Department/JKG were present for each data gathering. Sample data is collected using a nonprobability sampling approach. SPSS version 17 Complex Sample was used to analyze the data. Chi-square and multiple linear regression are used to analyze the data. The statistical tests revealed that none of the factors gathered throughout the communication process had a statistically significant relationship with the implementation. 1192/MENKES/PER/X/2004 is also a consideration in terms of resources and disposition. Lester and Stewart Jr. say that implementation is both a process and a result (output). Regardless of whether or not the aims are reached, the implementation of a policy can be judged or observed by the process and its outcomes (results). This is not dissimilar to what Merrile Grindle expresses. In addition, the results of the correlation test show that the three independent variables have a strong link and a favorable pattern of interaction.
