Methods of the study consisted of material preparation and implementation procedures that carried out in three step i.e (1) data retrieval, (2) data processing and (3) data analysis. Firstly, random blood glucose levels were take with Autocheck GCU rapid test then fingernail images data were taken by digital camera and classified into into three categories namely diabetes, prediabetes and normal. Images data were segmented and transformed manually into R (red), G (green), and B (blue) histogram. RGB histogram was analyzed and grouped by frequency distribution to obtain RGB range number of each category. The results showed that range number of Red in diabetes, prediabetes and normal were 160–181, 170–185, and 165–183. Range number of Green were 100–119, 103–123, 107–129 for diabetes, prediabetes and normal. Also range number of Blue were 93–113, 90–110 and 97–117 for diabetes, prediabetes and normal. As conclusion, there was overlapping range number of RGB in all categories. Therefore, fingernail image as early detection of Diabetes Mellitus need to improve by added some feature such as texture image.","PeriodicalId":137739,"journal":{"name":"2019 International Conference on Computer Science, Information Technology, and Electrical Engineering (ICOMITEE)","volume":"109 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133564733","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

IoT and ICT-based city governance are expected to be able to carry out efficiency in monitoring and managing traffic, transportation systems, power plants, water supply networks, waste management, crime detection, schools, libraries, hospitals, etc. However, in its implementation, there are many crucial problems such as lack of competent human resources, ICT policies, and governance that have not been efficient, lack of government commitment and lack of community participation. This study aims to identify crucial factors in the process of readiness and application of the smart city concept to regional governments in Indonesia. The method used is descriptive quantitative by conducting a smart city readiness survey on related stakeholders, namely the government and the community. The combination of models in Delone & McLean and the Technology Acceptance Model (TAM) is used as a research framework. Data analysis used the Structural Equation Modeling model with the help of AMOS 24.0 Software. The results of the study are that there is a significant relevance to the model constituent variables. This research contributes to the relationship model of smart city preparedness factor and the recommendation that the government and stake-holders pay more attention to the factors that determine the success of the application of the concept of a smart city.","PeriodicalId":137739,"journal":{"name":"2019 International Conference on Computer Science, Information Technology, and Electrical Engineering (ICOMITEE)","volume":"13 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114210573","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

DEG has been chosen because of its easiness to engineer and construct. However, DEG is costly due to high fuels consumption. The way to reduce cost of DEG is hybrid system with Photovoltaic-Inverter (PV). The purpose of this study is to present the simulation of DEG - PV off-grid hybrid power system without battery and dummy load. The study was conducted by running simulations between DEG and PV with different generating capacity to find out the most efficient system. All the simulations were performed using Matlab/ Simulink. The result of the three simulations are known that the power, voltage and frequency can be controlled properly in changing situation. In this study shows that Case 2 is the most feasible because diesel always work above 30% of its capacity and fuel of DEG more efficient after injected power PV on the system. Case 3 shows that even though the fuel usage is the lowest but at certain time the electricity generated by DEG in very low (<30%) making DEG system inefficient.","PeriodicalId":137739,"journal":{"name":"2019 International Conference on Computer Science, Information Technology, and Electrical Engineering (ICOMITEE)","volume":"31 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125064563","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
