Metode penelitian yang digunakan adalah metode penelitian deskriptif, yang menguraikan dan memberikan penjelasan tentang variabel X (indenpendent) sebagai variabel bebas yang mempengaruhi dan variabel Y (independent) sebagai variabel terikat yang dipengaruhi. Persamaan regresi yaitu Y = 3,939 + 0,294X1 + 0,631X2, hal ini berarti bahwa yang terjadi pengaruh pada variabel terikat ( Kinerja) ditentukan oleh variabel bebas (Kepuasan kerja dan Loyalitas) dengan koefisien regresi sebesar 0,294, dimana apabila ditambahkan satu satuan variabel X (Kepuasan kerja dan Loyalitas kerja) atau nilai tertentu maka akan menambah peningkatan variabel Y ( Kinerja) sebesar koefisien regresi 0,631. Yang menjadi hipotesis penelitian yaitu Lingkungan kerja dan budaya organisasi berpengaruh secara bersama-sama terhadap semangat kerja pegawai pada Sekretariat Dewan Perwakilan Rakyat Kota Sibolga. Penelitian ini menggunakan penelitian kuantitatif. Jumlah populasi sebesar 108 dan sampel 52 orang. Teknik analisis yang digunakan adalah analisis regresi linear berganda. Hasil penelitian ditemukan Terdapat pengaruh lingkungan kerja dan budaya organisasisecara serempak berpengaruh terhadap semangat kerja pegawai, dimana Fhitung (86,578) > Ftabel (3,18) Terdapat pengaruh lingkungankerja terhadap semangat kerja pegawai, dimana nilai thitung 5,511 > nilai ttabel 2,008atau. Terdapat pengaruh budaya organisasi berpengaruh terhadap semangat kerja pegawai, dimananilai thitung 2,780 > ttabel 2,008. Pengaruh lingkungan kerja dan budaya organisasi mampu mempengaruhi semangat kerja pegawai Sebesar 77,9%. Populasi dan sampel penelitian ini adalah seluruh pegawai ASN dan Honorer pada Dinas Koperasi Usaha Kecil dan Menengah Kabupaten Tapanuli Tengah sebanyak 35 orang. Metode penilitian yang digunakan adalah metode kuantitatif dengan pendekatan deskriptif, Teknik Pengumpulan data adalah angket dengan mengunakan skala likert sedangkan untuk uji yang digunakan yaitu UjiAsumsi Klasik dan Uji Analisis. Hasil penelitian menunjukan bahwa adanya pengaruh komunikasi (X1) terhadap efektivitas kerja (Y) dimana -thitung<-ttabel yaitu -2,100 <-2,042, hal tersebut berarti bahwa hipotesis nol (H0) ditolak dan dapat disimpulkan bahwa komunikasi (X1) secara parsial berpengaruh negatif dan signifikan terhadap efektivitas kerja (Y). Pengaruh koordinasi (X2) terhadap efektivitas kerja (Y) dimana -thitung<-ttabel yaitu sebesar -4,210 < -2,042, hal tersebut berarti bahwa hipotesis nol (H0) ditolak dan dapat disimpulkan bahwa koordinasi (X2) secara parsial berpengaruh negatif dan signifikan terhadap efektivitas kerja (Y). Dengan persamaan regresi Y = 70,213 - 0,256 X1 - 0,532 X2. Konflik tidak harus selalu diartikan sebagai penghancur atau usaha untuk menghancurkan suatu lembaga pendidikan. Adanya konflik di sebuah lembaga pendidikan tentunya tidak dapat dihindari karena konflik diakibatkan karena banyak faktor atau keadaan. Konflik tidak selalu berakibat buruk, tetapi juga bisa berdampak positif, selama dikelola dengan baik. Disinilah kepala madrasah sangat dibutuhkan untuk mengelola konflik di suatu sekolah yang dipimpinnya. Kepala Sekolah tentunya harus membuat atau menyiapkan strategi agar nantinya permasalahan yang timbul di sekolah tersebut dapat dikendalikan dengan baik dan maksimal.
