The most significant factors contributing to the formation of the personality of terrorists are given: relative and communal deprivations leading to an identity crisis. It is argued that many potential terrorists for various reasons cannot act professionally and self-realize themselves, which pushes them to the socalled “ladder of terrorism.”. The paper analyzes various forms of using the Internet and other information and telecommunication technologies for terrorist purposes, in particular, secret communication channels between community members, recruitment of new members, remote control of similar criminal communities, and collecting money for criminal purposes. In order to solve the problem, a hypothesis on the possible use of such method of technical analysis as the moving average method is being applied for forecasting in the financial market. The market analysis makes it possible to identify specialties that are currently in greatest demand. At the same time, universities do not immediately respond to the needs of the labor market. An average university training is four years; therefore, university graduates of the highly demanded specialties will similarly appear four years late. The moving average method to predict future labor market demands for specialties enables universities to train the necessary specialists for the market without delay. The results of the market analysis are the basis for the development by the university administration of strategic and tactical solutions necessary for the development. It allowed establishing differentiated access of regions and agricultural producers to budget support funds and credit resources, to identify the negative aspects of the existing mechanism of crediting and financing agricultural production, to assess the state of debt in the agricultural sector of the country's regions and the debt burden in the sectors of the Russian economy. The authors substantiated the need for the creation and development of credit and savings consumer cooperatives in agriculture of the Ulyanovsk region. An empirical study has revealed that the inability to control one’s life in a disease can lead to the loss of a person’s temporal perspective, meaning of life, deformation of psychological time. This article discusses the specific features of the time perspective (according to the methods “Cyclic test of time” by T. Cottle and “Time perspectives” by F. The authors argue that the key problem of trade and economic cross-border cooperation between Russia and Kazakhstan is the existence of economic and legal exemptions of the EAEU common customs territory functioning and the absence of a trade flows customs control system on the RussianKazakh border. This contradiction is preserved and reproduced due to the lack of a holistic (complex) approach to the perception of young people as an object and subject of social reproduction, a clear and consistent state policy to identify and ensure its social security. On the methodological basis of the sociological concept of the vital forces of a person, it is possible to determine the nature and degree of connectedness of the development of the vital forces of young people, and the content of the living space of young people, as well as those measures that allow young people to form the life potential, which forms the basis of the social safety of young people as a special sociodemographic group. In accordance with this, in the context of neo-vitalism, ensuring social safety of young people involves the following measures: an examination of the level of development of vital forces, an examination of the state of living space, the justification of models for the rehabilitation of vital forces of young people, the development of mechanisms for correcting their vital space. In assessing the vitality of space, an independent sociological research is of particular importance. In the period under review, there are changes in the state-confessional policy in the USSR in general and in the Novosibirsk region in particular. At this stage, the process of registration of organizations of the Russian Orthodox Church, Gospel Сhristian Baptists (adherents of the All-Union Council), Catholic, Lutheran communities was occurring. These registrations of Protestant communities were the first ones after the mass transfer of “sectarian” religious communities throughout the USSR to an illegal situation. In addition, the authorities tried to subordinate to control those religious organizations (the GCB Council of the Churches) which did not agree to register, allowing them to hold services in the same place and at the same time. The article shows the features of the situation with the Christian and Muslim communities, focusing on the registration process, economic, demographic changes within communities.
