The relevance of the article is due to the problems of uneven socio-economic development of cross-border regions. The purpose of the study is to propose a way to assess the economic security of a region. Research objectives: (a) to conduct a study of the substantive aspects of the basic concepts; (b) to formulate a hypothesis of identifying factors determining economic security at the regional level; (c) to offer a comprehensive indicator of assessing the economic security of a region. The article provides a comprehensive indicator that allows to assess the state, the trend of economic development and the economic security of a particular region. The proposed models make it possible to assess the mutual influence of factors involved in the formation of values and public goods on an indicator characterizing not only the complexity of using the resource potential, but also the likelihood of risks of such interaction. A systematic approach to the assessment makes it possible to obtain an effective indicator. This effect is provided by the advantages of deep specialization of enterprises, their access to new technologies and ability to use highly qualified specialists (while savings on transaction costs). Therefore, at the beginning of the 21st century, the clustering process covered more than 50% of the economies of developed countries. Consequently, this article discusses the development models of various clusters, including ones existing in the agro-industrial sector. Based on the study of international experience, the article proposes a phased algorithm for the formation of a grain cluster in Russia. The purpose of the research is the development of a model for the interaction of participants and the rationale for creating a grain cluster in Russia, which contributes to improving the management of the economies of agricultural regions. This study is based on the analysis of teaching the course “Fundamentals of Religious Cultures and Secular Ethics” and the cycle of socio-humanitarian disciplines in a number of Altai universities. The use of the dialectical approach allowed us to identify a number of complex and contradictory processes occurring in the modern Russian society, following the path of globalization, especially in the cross-border regions. In these regions on the same territory, representatives of many ethnic groups live with their customs, stereotypes, and religion. A systematic method (aimed at reviewing social and humanities disciplines in a single system of ideological knowledge gained at the schools and universities) became the basis for determining the main points that make the teaching of these disciplines a factor in the formation of tolerance. The content of social and humanitarian disciplines, their dialogical nature (requiring specific teaching methods) form a very important basis for the formation of tolerance to the culture of other nations, other customs, and another faith. The article reveals a number of problems that impede the use of the full potential of these disciplines for the formation of tolerance. In particular, the existing system when a student selects only one of a few modules in the course “Fundamentals of Religious Cultures and Secular Ethics” is very problematic and controversial, because this approach reduces the loss of knowledge about the content of other modules. The next problem that requires a serious reflection is the problem of adequate methods aimed at incorporating electronic resources into the subjects taught and using the hidden curricula in the work of high school teachers. In addition, the article examines the legal aspects of the authorized capital of a joint stock company. Given the complex structure of share capital, the authors come to the conclusion that its analysis should be supplemented: a ranking of shareholders, modified capital concentration factors, and a quadratic form, allowing to establish the dominance of owners.
