In the contemporary western political theory from the end of the 1990s, the theoretical and practical resizing of political institutions becomes a priority both within the states and in the regulation of international relations. The analysis of various approaches of political and social institutions allowed the author to conclude that governance, including coalition governance, can be effective in terms of co-working, cooperation, collaboration and active participation of citizens in the decision-making process. Also, the cultural and moral component of the decision factor is important, regardless of the practiced level: local, national, regional, global. That is why we considered it opportune for the financial manager to know the movement of funds in the process of import-export of goods. Practice has shown that such interstate unions as the EU or NATO work, despite the fact that their members retain a significant share of their state sovereignty. Such alliances have begun to form everywhere, especially after the successes achieved by the EU. Each of these unions is created by the future member states of this union in order to preserve and maintain their independence, that is, in order not to fall under the influence of one of the world powers or another union. From the point of view of traditional economic theory, it is impossible to find answers to all questions related to international integration. Why some integration unions are successful, while others are not, why the declared goal and the result obtained do not always coincide. It is the issues of economic integration that are of high relevance at the present time. There are also a number of other important reasons, such as economic cooperation, cultural interaction, joint development of infrastructure, mutual assistance, raising one's own status at the world level, and much more. The concept of private interest is closely related to the concept of public interest and the licensing of entrepreneurial activity, where the public interest is nothing more than a collection of private interests and the licensing of certain activities is designed to protect the public interest. The legal regulations in which we identify the concept of private interest, are intended to protect the individual, the legal entity, the entrepreneur and any subject of legal relations, from excessive, sometimes abusive intervention by the state in the licensed activity of entrepreneurs. Thus, the private interest is as a guarantor of non-interference in the activity of private subjects to practice a certain licensed activity.
