The decision-making body of the community foundation is the board of directors, the members of which are diverse without remuneration. The executive agencies include departments dealing with fund, finance, development, public relations and projects. The government supports community foundations in policies and funding. Understanding the needs of the community and possessing professional knowledge and skills is the premise of the establishment of community foundations. Policy guidance, peer funding and technology are the driving force for the development of community foundations. To present the annual report on the internet is the guarantee of the community foundation's credibility. Being based on community philanthropy, giving play to community leadership, and participating in community governance is the professional orientation of community foundations. As a result of the rise of e-commerce, an urgent need to exploit new foreign trade markets, a lack of right to develop international standards for products, and an insufficient innovation of small and medium-sized enterprises in China, China’s foreign trade enterprises must accelerate the development of demonstration bases for foreign trade transformation and upgrading, actively construct international e-commerce platforms and change the market direction, improve product quality, and enhance the ability of service innovation, so as to carry out enterprise transformation and upgrading. This paper summarizes the relevant policies signed by China and Vietnam, mainly the fiscal and taxation policies, and analyzes the problems of lack of top-level design, shortage of funds, small functions of fiscal and taxation policies, and the need to improve the taxation coordination mechanism. Combined with the current development and opening strategy along the border and the “the Belt and Road” strategy, this paper proposes the introduction of central financial planning, broadening investment and financing channels, improving tax coordination mechanisms, and improving tax service levels. {"title":"Study on Economic Spillover Effect and Spatial Differentiation of Logistics Industry Agglomeration in Xinjiang","authors":"Hui-Chuan Huang, Hang Wang","doi":"10.2991/ICOEME-19.2019.17","DOIUrl":"https://doi.org/10.2991/ICOEME-19.2019.17","url":null,"abstract":"Based on the location entropy index and exploratory data analysis method, this paper studies the economic spillover effect and spatial differentiation of Xinjiang logistics industry agglomeration, and empirically studies the panel data of 14 prefectures in Xinjiang from 2007 to 2016, drawing the following conclusions: first, the agglomeration of the whole logistics industry in Xinjiang has no significant spillover effect on economic growth, and there are great differences among regions. Second, most of the regional logistics industry has a certain spatial agglomeration and spatial correlation, but the economic overflow effect of the logistics industry agglomeration is small, that is the driving effect of high-value area on low-value area is not prominent. After a long period of struggle, including the industrial revolution, human beings have promoted the progress of society, and human beings have made very brilliant achievements in transforming nature and social economic development. At the same time, depletion of natural resources, global warming, desertification, increasing acid rain, dust storms, haze and living environment pollution also pose a real threat to our survival and development. This paper discusses the sustainable development strategy, strengthens the protection of human environment and rational utilization of resources, analyzes the environmental cost management and its influence on the enterprise value, and puts forward some suggestions. The model of transformation and development and the role of building environmental leadership are put forward. Finally, it is of great significance to inject the real social problem in the proposition of the value proposition of the enterprise management. Focusing on the problem of local government debt risk prevention in our country, this paper analyses the causes of local government debt by means of combing the development process of local government debt in our country and the promulgation and implementation of relevant debt management policy measures. In combination with the specific risk problems encountered in the current debt management, and against the background of the new round financial system reform, this paper analyzes the current situation that largescale tax reduction leads to the reduction of local government’s financial resources and the increase of debt risks, so that this paper puts forward some suggestions on improving the local government debt risk management mechanism in order to maintain the stable economic and social development of China.
