{"title":"Inspection, Measurement and Interpretation of Club Convergence of Water Use Efficiency in China from 2003 to 2015","authors":"Xueqin Wang, S. Song, Di Zhou","doi":"10.2991/ICOEME-19.2019.106","DOIUrl":"https://doi.org/10.2991/ICOEME-19.2019.106","url":null,"abstract":"Based on Quah’s (1997) analysis framework about distribution dynamics and using the extended Markov chain model and the spatial Markov chain model, this paper studies the phenomenon of club convergence of total water use, agricultural water use and industrial water use in 31 provinces of mainland China from 2003 to 2015. Firstly, it manages to inspect the club convergence of three types of water use efficiency, then measures the degree of club convergence based on the constructed club convergence index, and finally explains the phenomenon of this kind of club convergence in view of space. The results are as follows. (1) The phenomenon of club convergence exists among the three types of water use. While its convergence degree eases with time, it is still very obvious. For example, the probability that areas with low industrial water use efficiency remain low after 5 year lengths is 0.808, while that is 0.918 when it comes to high-level areas, so it is urgent that the regional water use efficiency effort should be coordinated. (2) The degree of club convergence of industrial water use efficiency is the highest among the three ones, followed by the total water use and then the agricultural water use. More seriously, some areas remain low-level for a long time and they are caught in a “low-level trap”, which should be taken great consideration by the government. (3) The phenomenon of club convergence is influenced by spatial factors. On the one hand, when the water use efficiency among areas is different, the local areas tend to be influenced by the adjacent areas to some extent. Simple to say, high-level adjacent areas have positive impact while low-level ones are opposite. On the other hand, there exists a characteristic of agglomeration no matter it is among high-level districts or lowlevel districts in spatial distribution, so spatial spillover effect follows among different clubs. However, the positive spillover effect in high level clubs is much larger than that in low level clubs, which incurs greater difference between high-low-level clubs so as to promote the phenomenon of club convergence. This is particularly evident in the club convergence of industrial water use in China. OTC trading, also known as over-thecounter trading or off-exchange trading, is a digital asset trading service that is traded through a private, peer-to-peer, dealer network as opposed to a centralized, formal exchange such as the New York Stock Exchange (NYSE). Currently, the value of institutional daily cryptocurrency traders, which frequently make large-block transactions on a bi-lateral basis, is about two-to-three times the value of exchanges. As more institutional investors, large firms, and other major players enter the cryptocurrency market, the volume of large quantity cryptocurrency trades has been steadily increasing. According to a report by Reuters, OTC cryptocurrency desks frequently facilitate over $100 million USD in transactions daily. As the largest free trade area in China, Hainan province will become an important opening door for China to the Pacific and Indian Oceans. Since then, the state and Hainan Province have issued a number of policy documents on the strategic positioning of the development of Hainan free trade zone, and accelerated the establishment of an open ecological serviceoriented industrial system as one of the core development contents. However, how to solve the problems that Hainan free trade zone is facing in the open development of modern service, such as fierce regional market competition, weak high-tech foundation, unclear capital depression, inadequate reserve of middle and high-end talents and weak international competitiveness of independent brands, will become the first problem to be solved for this youngest free trade zone in China. Gao, Fan Wu","doi":"10.2991/ICOEME-19.2019.127","DOIUrl":"https://doi.org/10.2991/ICOEME-19.2019.127","url":null,"abstract":"Through the application of the super-efficiency DEA-Malmquist method, the article measures the efficiency of enterprise technological innovation, analyzes the characteristics of time and space evolution and efficiency change of technological innovation during 2006-2016, and quantitatively adjusts the input and output factors of improving enterprise technological innovation. The research shows that: first, the technical efficiency of technological innovation of enterprises: in terms of time series changes, the potential of input of existing production factors cannot be tapped, and the input of technical elements should be increased. Moreover, in the provinces with inefficient technical efficiency, there are widespread factors such as redundant input of factors and insufficient output of benefits. Each province and region can make quantitative adjustments to the input and output factors in the development of high-tech industries according to their own conditions. Second, enterprise technology innovation Malmquist efficiency index: average technical efficiency change, average technical level change and average total factor productivity change were 1.024, 0.976 and 0.996, respectively, both close to 1. There is a significant difference in technical efficiency between regions, and it is gradually developing towards economically developed areas along the southeast coast, and there is a significant spillover effect.
