Alternative solution using deterministic curve-fitting approach is proposed in this paper to locate the MPP accurately. The non-linear PV curve is approximated by a polynomial equation, of which the coefficients can be identified in real time by using a recursive methodology with variable forgetting factors. This method is named as Recursive Estimation with Variable Forgetting Factor (REVFF). Thus, the tracking accuracy is improved without the perturbation of PV voltage. From the load point of view, frequency sensitive devices like engines or clocks require quasi constant frequency to work properly. Whereas in the transmission system, power losses like hysteresis and eddy currents in transformers are frequency dependent. At the generation side, it is essential to prevent rotor angle from exceeding maximal threshold value; thus avoiding generators becoming out-of-step. Many techniques and model predictive control were published to solve the load frequency control (LFC) problem. Moreover, current optimization methods and high performance computers allow engineers to optimize complicated linear and nonlinear problems within reasonable time. Among optimization techniques, genetic algorithm (GA) optimization is utilized by control designers. It is also supported by Optimtool - MATLAB toolbox. This paper presented a comparative study of conventional and sliding mode control (SMC) designs for LFC. Optimized conventional controllers (PI and PID) were applied into a three - area system. S-HEVC builds on the standard by extending predictor lists for Coding Unit blocks, utilizing base-layer information in the inference of enhancement-layer Coding Units. The complex, exhaustive search schemes in use can be aided by hierarchical optimizations in subpixel motion estimation, which we propose for slow-moving CUs per frame. In this paper we implement and test an adaptive optimization of motion estimation in the standard (SHM 6.1 software release), based on a statistical analysis of the behavior of subpixel motion vector differentials in each spatial mode per Coding Unit. We propose that the least granular mode (64×64 PEL macro-block in current release) contains sufficient information at subpixel levels to decide best-mode selection, i.e., whether a complete recursion through the inner partitions (higher granularity) is required in the estimation of a CU motion vector. We further propose that subpixel motion estimation overheads can be avoided below a set threshold, given conditions set in base and enhancement layer motion estimation for priorly computed modes in the same CU. As the standard of living is increased, the development of infrastructure should adapt quickly. Street lighting, one of the infrastructure should meet the consumer requirements, expansions, and growth. Countries may have more burden if still using High Pressure Sodium (HPS) lamps for street lighting. Nowadays, LED light technology becomes a candidate as it surpass the HPS lamp from both energy and money saving. The saving and local impact may be enhanced and increased, if solar power system (PV) is engaged with LED lamp for street lighting. This paper gives recommendation and show the local impact to Sultanate of Oman when street lighting is solar powered LED. The proposed method in its first tier extracts an estimate of the maternal ECG by processing the abdominal signal through a savitzky-golay smoothing filter. Coupled directly to a reciprocating wave energy device, it was proposed that linear generators could replace hydraulic and pneumatic systems. Here we established the design and performance evaluation of a permanent magnet linear generator that implements Halbach array arrangement. The designed generator is suitable for direct energy extraction from sea waves at small wave amplitude. The electromagnetic design is performed using a finite element method and space harmonic analysis. A comparative study is performed between Halbach array and conventional air-cored linear generators to demonstrate the effectiveness of the proposed design. The equivalent circuit based model is utilized to investigate the dynamic performance of the Halbach array generator. The rotor speed is estimated based on the difference between the rotor flux speed expressed in stationary reference frame and slip speed. The estimated stator flux and the synchronous speed are used to generate the estimated back EMF. The difference between the reference voltage and the estimated back EMF voltage is used to generate the stator resistance voltage drop compensation required to maintain constant flux at low speed. Synchronized SVPWM technique is used in this closed loop drive. Synchronization guarantees elimination of sub-harmonics and reduces low order frequency harmonics. Thus, the proposed scheme guarantees high performance at high power levels. Social media is one of these, and has revolutionized communication between governments and their citizens. Both governments and citizens are benefitting through this social interaction, which has resulted in more effective services being offered to citizens. This research explores the Omani government agencies' readiness to use social media for delivering their services to the public. A qualitative approach is adopted to collect and analyze data that is related to the use of social media by Omani agencies, their benefits, challenges and their citizen/government relationship. This study contributes towards enriching the knowledge about the current use of social media by government agencies and revealing the main factors that encourage or delay the use of such sites by the government. The findings are based on an online survey and, in addition, an official talk with IT professionals in different government agencies. It has been indicated that Oman is moving towards utilizing social media sites in government services but the awareness of the potential importance of these sites in government processes is still limited. The proposed technique is based on the indirect configuration of the matrix converter in which the three to five-phase matrix converter is modeled as three-phase rectifier followed by a five-phase inverter. With this representation, CBPWM technique is suggested to control both stages in both linear and over-modulation modes. Using the proposed modulation technique, the maximum possible voltage transfer ratio (VTR) of the converter in the linear and over-modulation modes is achieved. The proposed modulation technique is modeled using Matlab/Simulink software and the overall system algorithms are compiled to a real time system based on DS1104 controller. In this paper, sensing in a log-normal shadowing environment is investigated, where a closed-form for the probability of detection based on Gauss-Hermite integration is derived, and the accuracy of this form is studied.
