{"title":"Fiscal decentralization and public debt: New evidence from EU countries","authors":"Siniča Mali, Lenka Maličká","doi":"10.24040/eas.2022.23.1.69-98","DOIUrl":"https://doi.org/10.24040/eas.2022.23.1.69-98","url":null,"abstract":"The aim of the paper is to examine the relationship between fiscal decentralization and government debt of EU countries with respect to EU accession, country size and number of government levels in the period of 1999 – 2019 using panel data models based on six various estimators. The differences regarding the effect of fiscal decentralization on government debt were estimated on the basis of the seemingly unrelated regression (SUR). The research results have shown the following: 1. The effect of fiscal decentralization on public debt is statistically significant. 2. Fiscal decentralization has negatively affected public debt of EU member states in the observed period. 3. The interventions were priming – spraying shoeprints on the pavement leading to the nearest bin – and gamification – replacing two litter bins with two ballot bins. This experiment used a before-and-after uncontrolled experimental design and was conducted at a Bratislava transportation hub. Our results show that two interventions did not prove to be effective. Anti-corruption public policies aim to prevent corrupt behaviour both at the highest levels of government and in everyday social life. On the one hand, corruption seriously undermines the democratic principles of the rule of law; on the other hand, the enforceability of political accountability linked to the rule of law determines the level of corruption. The aim of the study is to identify the enforceability of legal responsibility for corrupt acts against public officials in the Slovak political arena during the electoral periods from 1994 to 2020. This objective is fulfilled by answering research questions focused on the incidence rate and definition of corrupt conduct in the Slovak Republic environment. The main method of the paper is a collective case study conducted on 219 cases. The results showed that the societal pressure for accountability of political accountability is increasing over time. Hence, the importance of anti-corruption public policy is growing, but its effectiveness remains questionable. This paper deals with the description and explanation of the competition-fragility and competition-stability paradigm and describes some related arguments and effects associated with the paradigms. It also presents the possibilities of measuring the relationship between competition and stability in banking. The aim is to evaluate the historical and present view of the current situation and contribute to the clarification of terms in Slovak terminology. Global environmental problems and over-exploitation of relatively limited resources raise concerns about the future of the planet. Likewise, they challenge businesses and consumers to realize the consequences of their activities and thus to fundamentally change their behaviour. More and more consumers are trying to behave responsibly towards the environment and emphasize their environmental requirements when shopping. Similarly, more and more business entities are approaching these growing problems, and are reviewing their production and distribution procedures with an emphasis on higher environmental responsibility. In this context, the aim of the paper is to summarize the results of research on various scientific studies focused on environmentally responsible consumer behaviour and sustainable consumption in conjunction with the circular economy model and its principles in the practice of market players. A total of 68 studies focused on this issue were examined. Examining the source documents, we state that consumers are influenced by various factors when purchasing environmental products (environmental characteristics of products, packaging, factors related to the social image of consumers). Consumers still feel a lack of awareness of responsible activities on the part of businesses, which is an incentive for them to communicate more intensively with the target market. One of the solutions can be the implementation of the circular economy model, while its success also depends on the commitment and effective cooperation of market entities. We choose 6 online databases and the local university library to search articles and books related to the topic between 1984 and 2022. We used a broad set of keywords such as stakeholder management, theory, stakeholder impact, and performance. We made an effort to collect and distinguish the most prominent works and up-to-date research, and in most cases, where the entrepreneur or researcher chose his own framework. The use of this research could be helpful for future works in this area with determining different streams for approaches in management development. As a result of this research, it can be clearly seen that stakeholder engagement principles are universal for use with different types and sizes of businesses to achieve positive financial results. The aim of the paper is to identify the role and extent of the use of digital forms of marketing communication in the conditions of Slovak regional cities. The research sample consists of 8 Slovak regional cities (Banská Bystrica, Bratislava, Košice, Nitra, Prešov, Trenčín, Trnava, Žilina). We used data obtained from primary research to process the paper. The research was carried out by the method of questioning, in the form of questionnaires. The results of the analysis point to gaps and differences in the use of individual digital forms of marketing communication by Slovak regional cities.
