When a MG is islanded from the main grid, maintaining frequency control is challenging since fast-acting DERs are connected via power-electronic inverters and thus lack rotational inertia. In this paper, we adopt the virtual inertia concept and propose a distributed frequency control design that ensures stable and synchronized operation at a nominal frequency while guaranteeing proportional active power sharing among DER interface converters (DICs). The novelty of this design lies in incorporating DICs to emulate virtual inertia while providing stability and performance guarantees from an optimization view. With modest assumptions on the MG, the distributed frequency control is cast as a consensus optimization problem and solve by the partial primal-dual (PPD) algorithm. Interestingly, the control updates based on PPD are well suited for the cyber-physical coupling of the MG network. Specifically, parts of the updates mimic the network dynamics, which is seamlessly implemented by the physical system itself. We provide initial numerical results based on real-time simulation of an abrupt system load change, demonstrating that the proposed frequency control quickly restores frequency to a nominal point and enhances the transient stability by inertia emulation.","PeriodicalId":126140,"journal":{"name":"2018 IEEE Innovative Smart Grid Technologies - Asia (ISGT Asia)","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2018-05-22","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130532746","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The Government of India (GOI) has committed to install 175 GW renewable energy (RE) by 2022. Due to favorable policies, RE capacity in India recently exceeded 60 GW, overtaking hydropower as the second largest fleet. To assess the impact of large scale RE on the power system, three studies (one national and two regional) were undertaken jointly by the United States Agency for International Development (USAID) and the Ministry of Power (MOP), GOI. The studies used production cost models to simulate the Indian electricity system for each 15-minute time block of the year 2022 to understand potential future operational challenges and opportunities for more cost-effective integration. This paper is an abridged version of the national study titled, “Greening the Grid: Pathways to Integrate 175 Gigawatts of Renewable Energy into India’s Electric Grid, Vol. I — National Study” (June 2017). The study concluded that the integration of 175 GW of RE, equivalent to 370 TWh annual generation and 22% demand penetration, is achievable at 15-minute operational timescales with minimal RE curtailment. If the thermal fleet exploits their ramping capabilities and lower minimum generation levels, the Indian power system has sufficient flexibility to manage net load changes and RE forecast errors. Along with thermal fleet flexibility, the latent flexibility in hydroelectric generation is critical in maintaining system balance. The study analyzed integration strategies that may generate cost savings and lower RE curtailment. Coordinated scheduling across regional and national levels, which increases the size of the balancing areas, lowers RE curtailment and reduces annual production costs. Reducing the technical minimum of thermal plants has the biggest impact on reducing RE curtailment. The study’s implications to policy makers, planners, and regulators include coordinated transmission planning, better coordination among states for scheduling and dispatch, and incentives for system flexibility.","PeriodicalId":126140,"journal":{"name":"2018 IEEE Innovative Smart Grid Technologies - Asia (ISGT Asia)","volume":"6 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2018-05-22","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131488988","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In this work, we model the droop equations that allow voltage and frequency regulation among the distributed sources in the backward/forward sweep algorithm. As a result, the system frequency is one of the unknown state variables that has to be computed by power flow analysis. Since the backward/forward sweep algorithm is primarily applied only to radial distribution systems, the algorithm is then modified to extend its applicability to weakly-meshed microgrid topologies. The distributed generation units are modelled as solar generation with their uncertainties defined by Beta distribution while the load uncertainties are modelled using normal distribution. Finally, a stochastic islanded microgrid power flow tool is developed using the polynomial chaos approximation technique.","PeriodicalId":126140,"journal":{"name":"2018 IEEE Innovative Smart Grid Technologies - Asia (ISGT Asia)","volume":"112 4 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2018-05-22","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"132670981","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Considering this fact, we have developed a computer system which automatically generates input data cases for various distribution system simulation programs from a distribution facility database owned by a utility company. The distribution system simulation programs include a voltage analysis program, an electromagnetic transient analysis program, a harmonics analysis program, a lightning outage risk assessment program and an earthquake and storm (typhoon) risk assessment program. The planning, operation and troubleshooting of a distribution system nowadays are highly dependent on these simulation programs. Using the developed system, a distribution engineer can automatically prepare a simulation data case by specifying a feeder, a transformer bank or an area to be analyzed, and then she/he is readily able to start the simulation. The developed system is also effective to avoid human errors in the data preparation process.","PeriodicalId":126140,"journal":{"name":"2018 IEEE Innovative Smart Grid Technologies - Asia (ISGT Asia)","volume":"59 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2018-05-22","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133182054","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Selectivity is facilitated by splitting the electrical power network into zones. Protection schemes are incorporated into each zone to provide primary protection and back-up protection for external faults. The integration of distributed generators is contributing to the transformation of the power grid to a distributed architecture that incorporates hybrid microgrids and energy storage systems. This transformation impacts the sensitivity, stability and speed of the existing protection schemes leading to possible loss of selectivity, especially at the distribution level. This paper proposes a new type of protection zone, the Busbar Area Protection (BAP) zone that extends to include a busbar and all feeders fed from that busbar. The BAP zone facilitates protection that is able to eliminate the impact of DG integration on selectivity, while significantly reducing the protection component count at a busbar to only one primary relay irrespective of the number of feeders terminating at that node, in contrast to most other protection relaying systems that require at least one relay dedicated to each feeder. The protection operates under smart grid environment with intelligent electronic devices (IEDs) exchanging voltage measurements using peer-to-peer communications.","PeriodicalId":126140,"journal":{"name":"2018 IEEE Innovative Smart Grid Technologies - Asia (ISGT Asia)","volume":"93 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2018-05-22","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124114824","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
