For this reason, Poland's security policy is clearly pro-American, and the Polish authorities strive for the closest possible allied relations with the USA, both in the multilateral and bilateral dimension. These activities are in line with the concept of an offensive bandwagon, the more so that Poland rarely benefits from its strong support for the USA, going beyond traditional allied commitments within the North Atlantic Treaty Organization (NATO). The aim of the article is to present and analyze the activities of the Polish authorities to strengthen the alliance with the USA in the context of their perception by scientists and experts from the USA. Experts and scientists believe that Polish authorities are legitimately striving to tighten the alliance with the USA, given its role in Europe and the world. However, the Polish-American alliance is clearly asymmetric, and Poland should not count on special treatment from the USA. Nevertheless, the war in Ukraine offers a chance to raise Poland's importance in the European policy of the USA.","PeriodicalId":124409,"journal":{"name":"Stosunki Międzynarodowe – International Relations","volume":"80 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-07-11","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127277660","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The first section discusses China's rise and the threat perceptions that led the U.S. to adopt the IPS. The main objectives of the IPS are discussed, along with the growing partnership between the U.S. and India, studying the strategic shift from Asia-Pacific to Indo-Pacific. India-China rivalry in South Asia is then discussed, followed by US-India differences and India-China convergence. The systemic reality of India, as well as the consequences of its policy of strategic autonomy on the smaller South Asian states, is also examined. The paper thereafter concludes with the idea that even though India is unquestionably at the centre of any meaningful Indo-Pacific concept, it is not wise to assume that it will choose to intensify its security rivalry with China or become overly dependent on the United States. As the U.S. hopes to play a more meaningful role in establishing and maintaining an Indo-Pacific order, it remains to be determined as to how it will deal with Delhi. Further research into the developing Asian system and its systemic effects on small power behaviour in the Indo-Pacific region would be beneficial.","PeriodicalId":124409,"journal":{"name":"Stosunki Międzynarodowe – International Relations","volume":"29 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-07-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126311925","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This study examines the EU’s comprehensive strategy for the expansion of its presence in the Indian and the Pacific Oceans. The EU wants economic and political partnerships between the Indo-Pacific countries so as to strengthen its position in the region. The European Union’s policy has been operating in the regions as an instrument of soft power to cooperate with countries of this region. The research highlights that the EU implies the construction of structural strategic networks to intensify the high capacities in the projection of economic cooperation. As a result, the EU somehow makes a rational connection to expedite economic activities while, on the other hand, the EU needs to establish a strong mechanism to achieve ultimate geopolitical and geo-economic interest in the region.","PeriodicalId":124409,"journal":{"name":"Stosunki Międzynarodowe – International Relations","volume":"88 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-03-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133676103","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

How is Japan responding to Russia’s use of force? What are the drivers of its responses? This case study examines official speeches by Japanese leaders and government senior officials, government announcements, opinion polls, and analyses by Japan experts to understand Tokyo’s perceptions and responses to Moscow’s military attack against Kiev. Seen from Tokyo, the invasion of Ukraine is not only an attack against the rules-based international order but also a manifestation of Japan’s security concerns regarding China’s growing military capabilities and closer Russia-China alignment, especially the potential use of military force to change the Indo-Pacific region’s power balance. This article also finds that Tokyo’s response to Russia-China alignment and the Ukraine invasion continues to be wedded to an approach is characterized by a mixture of engagement, resilience, and deterrence, aiming at both Russia and the growing Russia-China alignment.","PeriodicalId":124409,"journal":{"name":"Stosunki Międzynarodowe – International Relations","volume":"281 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-02-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131425562","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The Chinese and Russian Strategic partnership is comprehensive because both the states have enhanced coordination in regional and international topical issues. Their joint statements for the bilateral, regional, and international issues and joint military exercises are a signal of increasing geopolitical and security cooperation. This Beijing and Moscow coordination scenario provoked Washington D.C. and her political, economic and security interests in Central Asia. The substance of this China-Russia policy is rooted against United States (US) influence and North Atlantic Treaty Organization (NATO) policies in the region. The multifaceted ties between both countries have the potential to limit the US influence in Eurasia. The study evaluates how the China-Russia strategic partnership is fit to key tenets of them and to develop the multi-polarization to counter US hegemonic influence in Central Asia. This paper follows critical look at the open discussion and comparison of both the countries scholars, journalists and experts. The study elucidates that both the Chinese and Russian partnership has certain features and trajectory of their foreseeable future in the region.","PeriodicalId":124409,"journal":{"name":"Stosunki Międzynarodowe – International Relations","volume":"67 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-01-16","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129719290","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

One such power is the Russian Federation. The article aims to explain the importance of close relations with Venezuela for Russia's strategic objectives in expanding its political power in the Latin American region in the era of the COVID-19 pandemic. To achieve the research objective, the authors focused on answering the following research questions: How has the political crisis in Venezuela affected the fight against the COVID-19 pandemic? Why and how does Russia consistently support the regime of Nicolás Maduro in times of a pandemic crisis? The article's research hypothesis is that Russia used the new conditions of superpower policy, the COVID-19 pandemic, to strengthen its influence on Venezuela's domestic politics to secure the realisation of its superpower interests. Methods: The authors used content analysis of media broadcasts, statements by politicians, and literature on the subject (in English, Russian and Spanish). In addition, the re-analysis of quantitative data made it possible, for example, to characterise the economic level of the relations. The main part of the research was completed in November 2021. The article uses methods characteristic of international relations research, including the method of decision analysis. Results: The results of the research confirm that Moscow’s activity in Latin America should be interpreted as one of the manifestations of the reactivity of Russian geostrategy, i.e. a response to U.S. actions in the post-Soviet area. Conclusions: In this context, Caracas has a special position in Russia’s policy as a key regional partner in energy cooperation and a market for the sale of military technologies. The research was conducted on 13 March 2020 and ended before 24 February 2022.","PeriodicalId":124409,"journal":{"name":"Stosunki Międzynarodowe – International Relations","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-01-12","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130140566","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It is captured in the larger debate, with North Korea as a by-product or satellite state of China, but the socio-political view of a created society has not been addressed much. The major development that took place during the time was the symbolic production of terminology such as ‘blood-brothers’ or as close as ‘lips and teeth relations’ which has reciprocal leverage in each-other’s politics. In this case, social constructivism asserts that knowledge undergoes construction through human activity and individuals create meaning through their interactions. The paper takes a constructivist approach as a socio-political view on the Korean War, emphasizing the role of social factors such as identity in the construction of interest and action. It argues that it was the social construction of inter-subjective belief and shared understanding that shaped North Korea-China relations.","PeriodicalId":124409,"journal":{"name":"Stosunki Międzynarodowe – International Relations","volume":"3 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-01-05","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116820763","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This category defines the scope and the specific character of research and its relation to security studies. It is an important element of the epistemic layer of the conducted research. On the other hand, in terms of social reality and ontology, energy security is a foreign policy objective, an international value, and a dynamic process. It concerns various types of actors: from individuals to large social groups, institutions, states, nations, and international systems. Therefore, energy security policy aims to protect the state and society against numerous threats, the multitude, unpredictability, and complexity of which result from the polyarchic international system. The research objective of the study is to analyse the essence and specificity of energy security in the light of research on international security. Thus, various theoretical approaches, useful in the analysis of energy security issues, were taken into account. Their usefulness was also determined in the case of the analysis of the specificity of the contemporary energy market. Based on governmental documents and decision-makers’ political declarations, this article examines Japan’s approach towards cross-strait relations since the 1990s. It applies the perspective of neoclassical realism by analyzing both the international determinants (independent variables) and the domestic factors (intervening variables) behind Tokyo’s approach to ‘One China’ policy. The article tries to answer the question why successive Japanese governments reacted differently to cross-strait frictions and rapprochement. It is argued that the level of Tokyo’s involvement in the Taiwan problem was dependent both on international and domestic factors. Growing concerns about China’s military buildup, coupled with a gradual demise of pro-Beijing faction in the Liberal Democratic Party, pushed Japan towards containing the People’s Republic of China (PRC) while ameliorating relations with Taipei. As Sino-Japanese relations deteriorated, Tokyo became less inclined to lecture Taiwan against provoking Beijing and more willing to support Taipei’s international initiatives. At the same time, Japan started perceiving cross-strait rapprochement not only as a factor stabilizing the regional security system, but also as a potential threat to national security.","PeriodicalId":124409,"journal":{"name":"Stosunki Międzynarodowe – International Relations","volume":"5 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-10-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131892531","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
