Weni, Roos Widjajan","doi":"10.47505/ijrss.2022.v3.9.5","DOIUrl":"https://doi.org/10.47505/ijrss.2022.v3.9.5","url":null,"abstract":"This study aims to describe and analyze the social behavior of BPD members in Tunjungtirto Village, Singosari Sub-District, Malang Regency, with indicators namely attitudes, actions, and decision making and describe and analyze internal and external causes behind the social behavior of BPD members in Tunjungtirto Village. This study uses a qualitative approach. The technique goes through three stages of this research, namely: data condensation, data display, and drawing conclusions/verification. The results of the analysis show that the members of the BPD of Tunjungtirto Village will basically support the decisions of the village government if the decisions are carried out in accordance with the main tasks and results of the village deliberations. When members of the Tunjungtirto Village BPD feel disapproval of the village government's decision, then the actions taken are (1) remain silent and do not express an opinion, (2) continue to sign the minutes which means agreeing to the results of the deliberation decision, even though this action is against their conscience. (3) showing disapproval through passive aggression, for example not attending meetings and displaying displeased expressions through facial expressions or voice intonation, and (4) refusing to sign the minutes even though BPD members understand that if only one person does not sign, then the result of the deliberation decision will continue to run. The members of BPD Desa Tunjungtirto decided to keep signing the minutes, which meant agreeing to the decision of the deliberation. The decision taken is actually contrary to their attitude. Religious values, cultural values, and personal values are internal factors that influence the social behavior of BPD members in Tunjungtirto Village. The development of goats has good prospects because besides meeting the domestic demand for meat, goats and sheep also have opportunities as export commodities. For this reason, goat breed is one of the determining factors of production and has strategic value in efforts to develop it in asustainable manner. Goat breeding is currently still based on smallholder farms which are characterized by small business scale, simple management, use of makeshift technology, non-concentrated locations and have not implemented agribusiness systems and efforts.Based on the problems above, the research problem can be formulated as follows: How is the social behavior of goat breeders indeveloping rural goat center cultivation areasin Apelgading District, Malang Regency? and What factors are behind the social behavior of goat breeders in developing rural goat farming centers in Ampelgading Sub-District, Malang Regency? The theory used in this study is the theory of social behavior and social interaction theory. And there are several concepts, namely the entrepreneur concept, the breeder concept, and the cultivation concept. This study used qualitative methods using descriptive qualitative in Ampelgading Sub-District, Malang Regency. The research was conducted by interviewing PE (Goat hybrid etawa) goat breeders to find out more about the social behavior of PE (Goat hybrid etawa) goat breeders which can increase the quantity of their livestock. Qualitative research is very important to be able to reveal what reasons are hidden behind various aspects of behavior.Strauss and Corbin (1990) state that qualitative methods can be used to uncover and understand whatever is hidden behind the phenomena that occur. This method can also provide complex details ofphenomena that are too complex to be explained using quantitative methods. The use of qualitative research is based on the consideration that this study is a study of the behavior of breeders related to the attitudes, actions and decisions taken indeveloping their livestock for their life needs as a support for the family economy. In this study, 17 findings and 7 minor propositions were produced so the major propositions could be formulated as follows. Patriarchal notion treats women as their chattel and there are everyday instances of sexual violence against women. Sexual violence against women is the most odious form of violence and it is nothing less than the showcasing of male dominance. Women’s sexuality is one important area of women’s subordination and sexual harassment. There are ample laws to deal with cases relating to sexual violence but still, there is no lessening of these ghastly incidents against women. One of them is the issue of linking gender equality with the good state administration, a concept that was later labeled good governance. This progress has been driven, among other things, by the success of development activities that put women \"in the middle\". This background has moved the World Bank to conduct specific research that will link the quality of good governance with development where gender is placed at the core. The results of the World Bank research in 2000 related to gender can conclude that countries that have a high degree of gender equality, Relatives have a high level of progress in life or prosperity. Based on the phenomenon above, the research problem can be formulated as follows: What is the perception of female ASN in administrator positions (echelon III) towards JPTP structural positions (echelon II)? and What factors are behind the perception of female ASN administrator positions (echelon III) towards JPTP structural positions (echelon II)? The theory used in this research is the theory of perception, understanding of gender, and relevant social theories. And there are several concepts, namely the concept of assessment and competence, the phenomenological approach, the concept of local government, and the concept of structural positions. This research is descriptive qualitative, where qualitative research methods are research methods used to examine the condition of natural objects, researchers are the key instrument, the technique of collecting data is triangulation (combined), data analysis is inductive and the results of qualitative research emphasize meaning rather than generalization. This is the basis for national and international regulations that justify the need for the presence of a government that has the power to regulate and limit the absolute freedom of use of property rights by legal persons with the status of citizens. The existence of the state in regulating land ownership is the basis for legal certainty in regulating justice in society. The State's authority to be present in land affairs is regulated by Law of the Republic of Indonesia Number 5 of 1960 concerning Basic Regulations on Agrarian Principles (Article 19) which states to ensure legal certainty by the Government through registration including: first, measurement, mapping and land bookkeeping; second, the registration of land rights and the transfer of these rights; and third, the issuance of letters of proof of ownership rights. in the legal principle of the law above, it is explained through Government Regulation Number 24 of 1997 concerning Land Registration, explains the purpose and use of land registration as legal certainty for land rights holders and is explained in more detail through the regulation of the State Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 6 2018 concerning Complete Systematic Land Registration of PTSL as the embodiment of Agrarian Reform. One of the districts that implement the PTSL Program is the Malang district with the Perbup Kab. The population in this study was 10 companies; the sampling technique used purposive sampling so that a sample of 9 companies was obtained during the period 2016 to 2021. The analysis technique used simple regression analysis, and multiple regression analysis. The results analysis shows that profitability has an effect on dividend policy. Profitability has an effect on firm value. Describe and analyze the supporting and inhibiting factors for implementing the motor vehicle testing service policy based on the Minister of Transportation Regulation No. 19 of 2021 at the East Kutai Regency Transportation Service. This location was chosen based on the following factors: (1) the quality of service for testing motor vehicles is still poor, (2) the number of traffic accidents is high, (3) environmental pollution is still a problem, and (4) the number of motorized vehicles undergoing testing is decreasing. In this study, the informants were Unit executor Motor Vehicle Testing for the East Kutai Regency Transportation Service. Based on the indicators of communication, resources, disposition, and bureaucratic structure, implementing the motor vehicle testing service policy based on Minister of Transportation Regulation Number 19 of 2021 at the East Kutai Regency Transportation Service can be deemed successful, despite the presence of several impeding factors. According to the \"communication\" indicator, implementing the motor vehicle testing service policy at the Transportation Service Office of East Kutai Regency has been carried out effectively; it is effectively communicated to implement personnel through clear and accurate instructions and from the higher authority, consistently and decisively.
