However, the sensing device remains without any improvement, even though the opto-electronic technology has been highly refined recently. In order to get rid of low-temperature burn, which is often experienced in long-term, continuous applications, and to guarantee enough motion-free measurements, we develop a new type of photo-electric sensing device, together with more sophisticated signal processing circuits. The design criteria and the merit of the prototype device are discussed in some detail.","PeriodicalId":121142,"journal":{"name":"Proceedings of IEEE. IEEE Region 10 Conference. TENCON 99. Direct-sequence code-division multiple access (DS/CDMA) techniques have attracted much attention for use in such systems. In this paper three multi-rate transmission schemes in a WCDMA system are compared. Both AWGN and multipath Rayleigh fading channels are considered. It is shown that for high data rates the spreading factor in the variable spreading factor scheme will be very small and thus the performance will be significantly degraded due to intersymbol interference. Thus variable spreading factors are used for the low and medium high data rates, and combined with multicode transmission for the highest data rates. Simulation result shows that hybrid multi-rate transmission scheme is suitable for WCDMA.","PeriodicalId":121142,"journal":{"name":"Proceedings of IEEE. IEEE Region 10 Conference. TENCON 99. Unlike the conventional blanket paging where all cells in a location area are polled at a time, in SIP one cell is polled at a time. We compare the proposed methods with the conventional approach in respect of signaling load polling cost. The proposed scheme leads to a decrease in paging signaling load at the cost of some extra processing power. When the incoming traffic rate is low, SIP performs better when paging cost per cycle is the criterion for choosing a particular scheme of paging. The efficacy of the sequential intelligent paging is shown with the help of simulation results.","PeriodicalId":121142,"journal":{"name":"Proceedings of IEEE. IEEE Region 10 Conference. TENCON 99. Also, conventional 3-D current coordinates for evaluating the performance of active power filters cannot evaluate the characteristics of nonlinear load currents, whether they are inductive or capacitive. Therefore, to solve such problems, this paper deals with the simple instantaneous power theory and the modified 3-D current coordinates for evaluating the compensation performance of active power filters. To confirm the validity, active power filters simulator is developed using C-language. From the simulation, results are discussed their utility.","PeriodicalId":121142,"journal":{"name":"Proceedings of IEEE. IEEE Region 10 Conference. TENCON 99. It uses a six-parameter motion model and the change image obtained from the conventional change detector. First, the type of each region is decided as one of an object, background and uncertain region using the change image. In the first region merging stage, all pairs of two adjacent object regions and two adjacent regions are extracted. Affine motion model parameters for each pair are computed. Then, the merging for one pair that has the smallest error is performed for each type. In particular a large threshold value is used to efficiently merge many redundant regions segmented in the background. In the second region merging stage, the merging for the adjacent uncertain regions or adjacent regions of different types are performed with the same procedure as that of the first stage. A small threshold value is used to merge the extracted adjacent regions which are represented with homogeneous motion parameters while preventing the merging of adjacent object region and background region in the wide range of the threshold value. From the experimental results the proposed merging algorithm is shown to efficiently reduce many redundant regions into one or a few regions in the wide range of the threshold value.","PeriodicalId":121142,"journal":{"name":"Proceedings of IEEE. Generally the original image is transformed and coded watermark data is embedded in frequency domain watermarking models. In this paper, we propose a new data embedding method using the Fresnel transform. A watermark image is Fresnel-transformed and the intensity of the transformed pattern is embedded into the original image. Our watermarking model has the flexibility in data hiding. It is possible to embed the watermark in many different observable planes with various distance parameters of the Fresnel transform and all kinds of image models such as the shape, letter or photo can be used as the watermark data.","PeriodicalId":121142,"journal":{"name":"Proceedings of IEEE. In this paper, a new approach has been proposed to increase the compression ratio by estimating the AC-coefficients solely from neighboring DC values. Instead of calculating all the DCT coefficients of a block, only DC values are calculated and transmitted whereas the necessary AC-coefficients are estimated for reference frame reconstruction in the encoder. A similar prediction is done at the decoder with the received DCT-DC values to reduce error accumulation. Using this approach, a high compression ratio is achieved by degrading the image quality to an acceptable level. This method proves to be useful where the bandwidth is critical.","PeriodicalId":121142,"journal":{"name":"Proceedings of IEEE. IEEE Region 10 Conference. TENCON 99.
