It aims to demystify “The New Dawn” phenomenon espoused by the presidents of the two countries. On 24 November 2017, Emmerson Mnangagwa was sworn in as Zimbabwe’s President. This followed the forced resignation of President Robert Mugabe by the country’s military after spending over three decades in office. In South Africa, President Jacob Zuma was also forced to resign as President of the country by the African National Congress. On 15 February 2018, Cyril Ramaphosa became the new President. Strikingly, both these new leaders announced that they were bringing with them the so-called “New Dawn” for their respective countries. This was even though they were both from the governing political parties in the two countries and were going to implement the same policies. The paper uses the Constitutions of the governing political parties in South Africa and Zimbabwe to demonstrate why “The New Dawn” was a myth from the day the concept was appropriated by the two leaders. Indeed, five years after these leaders made such a claim, “The New Dawn” remains a myth. Is Beijing South-South Cooperation model just a rebranded version of the old North-South relationship or China is actually contributing to helping Africa securing and playing a more important new position on the global scene? This paper analyses the validity of the Chinese win-win foreign policy discourse using the Lobé iron ore deal signed by the state-owned company Sinosteel with the Ministry of Mines of Cameroon as case study. To that end, the paper discusses the conceptual pillars of the Chinese leadership’s economic cooperation approach with Africa in general. Regarding the mining cooperation with Cameroon in particular, the paper shows that China having an essentially ‘utilitarian’ relationship with Cameroon, the deal reflects more Beijing’s ambition to expand and consolidate power in its ambition to achieve global hegemony than actually catering for Cameroon’s development needs. It looks at the various mechanisms or processes used to implement transitional justice. The paper also re-assessed transitional justice in Southern African states with focus on South Africa, Mozambique, and Angola. The historical background to transitional justice in these countries is given then their various TJ mechanisms examined. These portray the strengths and shortcomings of TJ in these Southern African states. The paper is based on a literature review and secondary sources on TJ in South Africa, Mozambique, and Angola. It shows written academic works of the transitional justice mechanisms in these Southern African states. Basically, the paper is descriptive in nature and historical method or Ex-post facto is employed. The paper shows that TJ processes do not necessarily have to be Western oriented or liberalist in approach. They can be locally driven or traditionally crafted depending on the context of the country. The article argues that in South Africa, Mozambique and Angola, different approaches were employed and all had some level of success. While every election comes with its dynamics, it also provides valuable lessons for the country’s democratic maturity. Drawing mainly from desk study and using Linz and Stepan’s three dimensions of democratic consolidation, the study examined how the two presidential election petitions, 2012 and 2020, have catapulted the democratic drive of the country. The paper unearthed that the Ghanaian political demagogues are largely willing to stick to the rules of the game for democratic maturity. In addition, the judiciary in their rulings upheld the results of the two respective elections as declared by the Electoral Commission. However, the actions and the inactions of the jurists and rulings in the two cases have different implications for electoral reforms and democratic maturity in Ghana. Stepan‟s how the two petitions, 2012 catapulted the democratic drive of It case study type of qualitative research methodology. and 2020 petitions were both test cases for establishing the nexus between presidential election petitions and democratic maturity in the country. The study predominantly made use of secondary source of data such as the Supreme Court rulings on the two presidential election petitions, journal articles, chapters in text books and recorded behaviour and responses of the key actors before and after the petitions as the basis of analysis within Linz and Stepan (1996)‟s three dimensions of democratic consolidation (behavioural, attitudinal and constitutional). Against this background, the Yendi chieftaincy conflict was purposely selected with the objective of examining the various resources invested in by the belligerents and other interested parties aside arms and ammunitions, which protracted the conflict and its resolution. A combined 59 respondents were purposely selected in a case study design. Primary data were gathered through interviews and focus group discussion. The study revealed that diverse resources invested in the Yendi chieftaincy conflict include; supply of arms and ammunitions, cash donation, funding of legal battles, and free supply of fuel and machetes. The problem is traced to the practice of a defective federal structure inherited from British colonial government since 1954; and it has resulted in several agitations led by predominantly south-south, where the effect of non-adherence to the principles of federalism is most pronounced. Thus, the study was aimed at examining the south-south position on economic and political restructuring of Nigeria. This is important as restructuring is expected to engender the desired security, peace and sustainable development (SPD of Nigeria). The study adopted the David Easton’s theory of ‘post-behavioural revolutions,’ and applied ‘participant-observation’ method; and found that the present practice of federalism where the exclusive, concurrent and residual legislative lists, etc., are tilted towards the federal government have strangulated the federating units. The president of Ghana at the 73 rd UN General Assembly defended Chinese investment in Africa and described China as the new avenue that Africans can resort to address their problems. This naturally raises the question of whether African countries and Ghana specifically, are abandoning their traditional neoliberal source of major financial assistance, the IMF and World Bank, and turning to China. It is therefore imperative to understand what mechanisms are necessitating the embrace of Chinese loans and the logic behind state actors’ disinclination from traditional financial sources. This is especially critical when the two neoliberal economic institutions have been major traditional pillars of Ghana’s economy. To unpack these mechanisms, the article takes a theoretical approach grounded on the historical economic relations between Ghana and China vis-à-vis Ghana and neoliberal institutions. Through an analysis of state actors’ rhetoric on economic governance and new financing models, the paper posits two rationales behind Ghana’s embrace of Chinese loans. The main objective of neo-liberalism was to achieve socioeconomic development and political stability; using its unique instruments of liberalization, deregulation and privatization policies. To achieve these objectives, ideological indoctrination was the entire agenda of neoliberalism. Those who are baptized by this ideology, orchestrated neoliberalism as alpha and omega as well as the holy water needed to cure all human beings from socioeconomic and political disaster. Unfortunately, it became a cause of catastrophe instead of panacea since its advent time. From 1990 to 2000, neoliberalism recorded its first socioeconomic and political crises and failed at it; thus, other alternatives have emerged. After 2010 western’s climax crises, neo-liberalism shifted to a new dogma of neo-populism. Consequently, this paper explores the concept and ideological hegemony of neoliberalism and how neo-populism became a reaction of neoliberalism. Many of these conflicts are related to crises of identities, struggles for resources and power contestations. A few of these conflicts escalate to self-determination, separatist movements, and secession. These conflicts mostly transcend national borders and trigger the alteration and redesigning of national borders, which itself becomes a source of continued violent conflicts across borders. For instance, the attainment of independence by South-Sudan in 2013 has raised hope in achieving peace and stability after one of the prolonged civil wars in Africa. Nevertheless, the new state of South Sudan has turned to a devil’s domain. The internal conflicts in South Sudan have further aggravated the tensions in the region; in addition to the border disputes with Sudan. After the three years of political independence from Sudan, there is still no agreement over the 2,010-km border that divides the two nations.
