Based on the annual panel data of 31 provinces (municipalities directly under the Central Government and autonomous regions) in China, the parameters of friction-free model and consumption habit model are estimated by using CCE method and CCEMG method respectively. The results show that the calculation method of inflation and the selection of index system of short-term and long-term interest rates do not change the crowding out effect of housing price rise on consumption. When considering consumption habits, although interest rate growth rate and housing price growth rate have a negative impact on consumption growth rate, the impact of these two factors on consumption is not significant; consumption habits and income become significant factors affecting consumption level. To sum up, this paper puts forward policy suggestions to improve the realization mechanism of real estate value appreciation, guide residents to form consumption habits, differentiate housing regulation policies, and increase residents' sustainable income.","PeriodicalId":117707,"journal":{"name":"2021 International Conference on Public Management and Intelligent Society (PMIS)","volume":"91 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-02-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115412978","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

With the support of smart city technology, the supply of public medical service can significantly improve the scientific management level of public resources and the ability of intelligent social service, Improve the efficiency of public medical service supply, information sharing and cross-field integration capacity. In recent years, domestic scholars have carried out a lot of discussions and studies on the pay-per-disease basis of medical insurance, and pilot studies have been lunched in large and medium-sized public hospitals in different regions of China. This paper focuses on the medical service quality related concepts and theories, making an empirical analysis on the effect of payment based on disease type on the quality of medical service in a hospital in Yichang. It deeply analyzes the specific influence of the reform of payment method on the medical service quality of public hospitals and puts forward some policy Suggestions on the payment method of medical insurance.","PeriodicalId":117707,"journal":{"name":"2021 International Conference on Public Management and Intelligent Society (PMIS)","volume":"10 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-02-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131018817","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It is a livable city that integrates technologies such as the Internet, the Internet of Things and cloud computing to make various elements of a city interconnected and coordinated. To build a smart city, a large number of high-level talents are needed as the foundation. Therefore, many cities have issued the talent policy to attract and absorb talents, and the talent housing policy is one of this. It has been an effective means for local governments to solve the problem of talents living and working happily, and it is also an important way to improve the labor force structure in many cities. Many scholars have studied the impact of talent housing policy on urban economic development, but few have studied the impact of talent housing policy on urban human capital level from a more microscopic perspective. Therefore, this paper, taking Tianjin, Shanghai and Chongqing as examples, sorts out the current situation of their talent housing policies, evaluates their human capital levels before and after the implementation of talent housing policy with the indicator method, and finally draws main conclusions through descriptive statistical analysis: Talent housing policy can promote the improvement of urban human capital level, but the promotion effect has a certain timeliness. Based on this research conclusion, this paper puts forward relevant policy Suggestions: Firstly, the talent housing policy should be implemented in accordance with local conditions in different cities; Secondly, the talent housing policy should be improved with The Times; Finally, cooperation between government and enterprises should be strengthened to jointly build high-quality talent housing.","PeriodicalId":117707,"journal":{"name":"2021 International Conference on Public Management and Intelligent Society (PMIS)","volume":"2 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-02-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131246040","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Solving the poverty problem of this group is of great significance for targeted poverty alleviation. This article is based on the data of 2018 Chinese Longitudinal Health Longevity Survey, using the Alkire-Foster multi-dimensional poverty measurement model, constructs a multi-dimensional poverty indicator system and carries out an empirical analysis. The model measures and the four dimensions of material, health, life, and social integration, and calculates the incidence of poverty, poverty depth, and multidimensional poverty index in different dimensions. At the same time, the contribution rate of each indicator to multidimensional poverty is also analyzed. On this basis, multiple linear regression is used to analyze the data, explore the influencing factors of multidimensional poverty. The results show that Chinese rural elderly women are in a multidimensional poverty state and more measures should be taken to solve the problem.","PeriodicalId":117707,"journal":{"name":"2021 International Conference on Public Management and Intelligent Society (PMIS)","volume":"42 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-02-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134240069","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
