The study tries to investigate the effect of financial slack and operational slack on firm performance (ROA) by using samples of 125 listed real estate companies. The study also examines the moderating effect of episodes of financial crises on relationship between slack resources and ROA. The empirical results of the study show that financial slack has U-shape relationship with ROA, whereas operational slack has no relationship with ROA. Secondly, the subprime financial crisis of 2008-2009 causes inhibiting effect on relationship between of financial slack and ROA, while the crisis causes facilitating effect of operational slack and ROA. In addition, the European debts crisis causes facilitating effect on relationship between financial slack and ROA.","PeriodicalId":117707,"journal":{"name":"2021 International Conference on Public Management and Intelligent Society (PMIS)","volume":"25 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-02-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122176419","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Under the guidance of rational value, it has become an important social governance resource to use technology domestication to prevent technology alienation. The emergence of government service technology in intelligent society has broken the original ecology of government service, and gradually realized that the administrative departments acceptance through one network, and the residents only run once and complete it once. The government has been able to fully integrate the fragmented and streamlined front-end acceptance functions of government service matters in existing departments, and built a general portal with full coverage, full scope of matters, all-round content and service. This paper also selects Fengxian District of Shanghai as a case, discusses the institutional basis and policy elements of “the governance of intelligent city management in China” from the perspective of government, the masses, enterprises and supporting urban governance and public policy initiatives with the help of technological innovation of government service, and provides scientific thinking for further enriching and deepening the research of big data urban governance.","PeriodicalId":117707,"journal":{"name":"2021 International Conference on Public Management and Intelligent Society (PMIS)","volume":"19 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-02-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126955132","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

On this basis, this paper adopts the social interpersonal function theory in systemic functional linguistics proposed by Halliday to analyze the discourse of the inauguration of the new president of the United States, revealing the metaphors behind it from the perspectives of modality, person and tone. This helps us get a better understanding of the political direction of the United States in his term of office. The results show that that Biden uses a large number of first-person pronouns to narrow the distance with the public and win the favor of voters. In terms of modality, Biden used the second person to make a series of promises to win the support of voters. In terms of tone, Biden used a lot of declarative tone to promote his political views.","PeriodicalId":117707,"journal":{"name":"2021 International Conference on Public Management and Intelligent Society (PMIS)","volume":"57 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-02-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131771196","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Once police-related hot events happen, public sentiment begins spreading on the internet, which has many new features such as high dissemination speed, widened influential scope, and information fragmentation. At the same time, internet users pay close attention to police-related events. Once negative fragmentary information is disclosed on the internet, it will soon become the focus after spread and transmitted, which has brought unprecedented high pressure to the police. The index weight coefficient was obtained by sequence analysis method. Finally, the comprehensive risk assessment model of the rural community was established. The risk assessments classification standard was set up. Taking Dongheifa Village, Panggezhuang Town, Daxing District as an example, the comprehensive risk assessment model was applicated on the risk assessment of the village. The results showed the comprehensive risk level was low and the physical vulnerability of the disaster-bearing body was the typical risk point and the safety weakness of Dongheifa Village. The index system combining disaster-causing factors, vulnerability of disaster-bearing bodies and comprehensive resilience is reasonable. The sequence analysis method is feasible to assess the risks of rural communities.","PeriodicalId":117707,"journal":{"name":"2021 International Conference on Public Management and Intelligent Society (PMIS)","volume":"21 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-02-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130864569","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
