Ergasheva","doi":"10.32523/2616-7255-2023-142-1-123-134","DOIUrl":"https://doi.org/10.32523/2616-7255-2023-142-1-123-134","url":null,"abstract":"The article examines the history of oil production by primitive methods and by drilling oil wells in the Fergana Valley during the period of the Kokand Khanate and the era of colonialism of the Russian Empire, the development of the oil refining industry in conjunction with all sectors of the national economy. The article is devoted to the history of the development of the oil industry in the Ferghana Valley, the processes of oil production by drilling on the basis of archival documents from the funds of the National State Archives of Uzbekistan, scientific research by foreign and domestic researchers. The formation of the oil industry in the Fergana Valley was carried out in the middle of the 19th century under the Kokand Khanate. By the beginning of the 20th century, oil drilling began. As a result of the introduction of foreign capital into the oil industry, the introduction of new methods, technologies and means of oil production, the use of advanced experience in this industry, this industry has succeeded, reaching a high industrial scale. But during the First World War, the rate of oil production in the Ferghana Valley declined, as in the entire territory of the empire. This was due to the closure of foreign trade routes due to the war, the reduction in the amount of capital invested in this sector, the involvement of skilled oil workers in the war, and the result of the nationalization process after the coup d'état. In the study of the process of formation and formation of the oil industry in the region, comparative, historical and factor analysis was used for a detailed approach to the topic. Identifying your own culture from the «Soviet» and «post-Soviet» areas, revision of the spiritual values that came through the years of history, are not limited by the reconstruction of national cultural values of the past. In addition, we should build the cutting-edge ideas and new format values of our culture. Therefore, the current sociocultural situation requires a thorough consideration, a deep understanding of the spiritual and value-based direction, and identifying ways to implement it in a technogenic society (Raev, 2011: 7). We carry out this path through the study of works of scientific thinkers, the speech of our Bi orators, and the national folklore that leads to our cultural value. Kazakh Bi orators are undoubtedly the highest spiritual and cultural value of our people. Thus, Kazakh oratory is one of the universal instruments encompassing the system of identifying cultural values of our people. Its basis is in recognizing the heritage that has been entrusted to us. Cultural values come from the language of the people, mentality, religion, customs, everyday life, folk wisdom, great sayings. As a result of the administrative and political reforms of the 1860s-1890s, a new administrative division was introduced on the territory of the Kazakhs of the Orenburg department, according to which officials such as the volost administrator and village elders were introduced based on local self-government. The article 48 analyzes the functional responsibilities of the volost administrator and village elders introduced in the «Regulations». Based on the provisions of the 60-90s of the nineteenth century, the authors also consider the introduction of the services of the people's court, the volost mullah, studying the impact of these changes on social relations in Kazakh society, the activities and status of biys and religious figures participating in it. Also, the article separately analyzes the transformation of the institution of the bai at this stage. The composition of the Kazakh regional elite of the second half of the 19th century, in addition to volost and aul elders, included biys who served as people's judges, volost mullahs, bais, aksakals and other influential people. These were individuals with authority and influence in society. Over time, volost governors and aul elders became an integral part of the social structure of Kazakh society. During the period we are considering, the activities of representatives of this regional elite in society have undergone significant changes. Our article is devoted to the study of these transformational processes. At the end of the work, the following preliminary conclusions were drawn regarding the transformation of the Kazakh regional elite: 1. The Kazakh regional elite formed the basis of Kazakh society in the second half of the 19th - early 20th centuries. Influential volosts, biys, religious figures, bais, aksakals continued to interact and solve the pressing problems of the people; 2. Volost governors, approved on the basis of the new reform, were eventually integrated into Kazakh society and became the main officials in public and political life; 3. Representatives of the regional Kazakh elite during this period underwent a transformation in social status and political influence. The Russian government strive to limit the authority and activities of the Kazakh biys, bais, clergy, and other influential people by introducing elected positions and various restrictions. The relevance of the topic proposed by the author is undeniable from the point of view of his appeal to the analysis of the stages of formation and the beginning of the rehabilitation process of the period of perestroika, the archival revolution in the USSR. The research objective is to analyze the sources on the history of rehabilitation of victims of political repression identified in the funds of the National Archive of the Republic of Kazakhstan. The archival materials discovered by the author reveal the issues of the formation of the state policy of rehabilitation of victims of political repression at the present stage of development of Kazakhstan, namely the end of the 80s of the twentieth century - the beginning of the XXI century. Special attention is paid to the first stage of rehabilitation, which began in 1988 with the creation of the State Commission for the Rehabilitation of Victims of Repression. This opposition in the mythical thinking of Turkic peoples reflects the concept of \"us\" and \"them\", the interaction of man with nature, with the \"wild\" space. To the \"wild\" space belonged the underworld, where all evil lived. To avoid the harmful influence of underworld inhabitants, Turks have created all kinds of markings of \"own\" territory and visual code of \"own\" person. In this work, the author tries to understand the visual characteristics (symbols) of \"us\" human and \"them\" to clarify some traditional taboos on interaction with people with physical disabilities. Based on the oral tradition and prohibitions of Turkic peoples, the article describes visual images of \"us\" and \"them\" in Turk folklore. The application of structural-semiotic and comparative methods makes it possible to consider the visual image of a person as the main criterion of \"normality\" in the traditional culture of the Turks. The modern interpretation of some prohibitions does not find a logical explanation, which is due to the fact that cultural oblivion is a pressing problem in traditional etiquette at all times, as the original ideas lose their original meaning due to the influence of new times and are combined with a new interpretation, which leads to a distortion of the perception of culture. Bartold, in comparison with the research of Soviet and Kazakh specialists in history, geography, and linguistics. There are used various works of Academician V.V. Bartold as research materials, including his articles on the rivers of the Kazakh land written for the Encyclopedia of Islam, toponymic, geographical, and historical works of Soviet and Kazakh specialists in history, geography, and linguistics. In the course of the research, the author tries to form a historical and geographical image of medieval Kazakhstan by studying the works of V.V. Bartold about the rivers Irtysh, Ili, Ural, Syrdarya, Chu, and Turgai based on Arabic, Persian, Chinese and other original works of travelers, historians of the early and medieval period. The names and hydrographic states of the rivers mentioned in the article are presented in comparison with both the arguments of the academician and their characteristics in modern geographical science. It becomes obvious as a result of discussions that his research on the river systems of Kazakhstan is still relevant among the scientific heritage of Academician V.V. Bartold. Specialists in history, geography, and linguistics in their research on this topic take as a basis the judgments and conclusions of the academician.
