Deficiencies of the traditional sensitivity based (linear) methods are overcome by formulation of a line outage as nonlinear constrained optimization problem for a bounded network. The proposed optimization problem is later solved for bounded network variables by genetic algorithms. The accuracy of the method is tested on the IEEE 57-bus test systems. Achieving high distribution reliability levels and concurrently minimizing capital costs can be viewed as a problem of optimization. Using given outage rates and repair times for different distribution system equipment, distribution system design is the remaining factor in determining customer reliability. Including customer value of reliability in an economic analysis allows for optimization of the different aspects of distribution system design. Using mathematical models and simulations, a comparison of design concepts can be performed to indicate the optimal feeder section length, feeder loading level, and distribution substation transformer loading level. The number of feeder ties and feeder tie placement is also optimized through the models. Comparison of different distribution system designs leads to a cost-effective layout toward which existing systems should evolve. While online PD tests have been made for over 40 years, effective diagnostic methods are still under development. In this paper a practical diagnosis method is proposed focusing on small size and incomplete databases that often exist in a factory environment. A novel hybrid clustering method (HCM) is introduced for classification and diagnosis. Experimental PD data of industrial model bars are used and some results are presented to illustrate and validate the diagnosis method. An example is given for applying this method to investigate the TGA (turbo generator analyzer) data provided by a power plant of British Nuclear Fuels Limited. Diagnosis results are included to demonstrate that the new PD measurement can be identified as new PD type or belonging to an existing type in the database. The new concept of the CMELDC (CoMposite power system Effective Load Duration Curves) has been developed to evaluate the nodal reliabilities, to simulate the nodal probabilistic production cost and to assess outage cost on the composite power systems by the authors in recently. Reliability of the transmission system can be also evaluated with the CMELDC. The methodology of reliability evaluation of the transmission system is based on the concept that the reliability level of a transmission system is equal to the difference in the reliability levels of the composite power systems(HLII) and generation system(HLI). They include incorporating the modeling of bilateral and pool type transactions into the state sampling stage and the optimal power flow (OPF) with the consideration of transaction patterns into the state evaluation stage. This paper provides an overview of current forecasting technologies; techniques for selecting forecast variables; locations of public and private weather sources; and definitions and measurements of average forecast accuracy, directional forecast accuracy, and price spikes. Forecasting results are provided for ISO-NE load and energy clearing price, as well as the New England bilateral market price. The first part is a tracking agent that will track generators rotor angle to determine power system instability. According to the tracking agent's output, the control agent is initiated. The tracking agent uses off-line time domain analysis to build lookup tables of required fast valving. The tracking agent employs two sub-agents. The first sub-agent determines if fast valving is required to attain transient stability for each credible system disturbance and operating condition. The second sub-agent compares the electric power for each generator before and after the disturbance to determine the appropriate reduction of mechanical power to stabilize the system. The control agent is turbine fast valving. The resulting multi-agent technique can determine system instability and establish system stability.
