As a matter of fact, organizational justice, introduced by Greenberg (Greenberg, 1987), and originally created in the domain of organizational behavior could be seen in a new perspective as a more complex and interdependent factor, as some contemporary researches imply (O`Neill, at al., 2011; Rupp, 2011). Companies have to be prepared to adapt and develop if they want to survive in today’s volatile business surroundings. By signing the Stabilization and Association Agreement with the EU, Serbia devoted itself to harmonizing national legislation in this area with the EU acquis (asquiscommunautaire), as well as to applying these rules. The aim of this study is to determine the ability of local self-governments, as one of the most important parts of the state apparatus, to carry out procurement procedures in accordance with the rules of the European Union. For this purpose, a research was conducted in several pilot municipalities of different sizes and development levels. As a result, the research determined that local self-governments are to a large extent able to carry out procurement procedures in accordance to the rules defined by the EU Directives, but there is a need for further capacity building of the personnel, organization, and especially of the technical capacity, in order to ensure effective and transparent public procurements. The limitation of this study is the size of research sample, but also a very short period for the implementation of the new Serbian Law on Public Procurement. Teleradiography allows for a prompt interpretation of radiological examinations over a distance and offers a range of opportunities for a secondary, consultative examination. In addition, teleradiology enables a continual education. The users geographically distant from one another are in a position to simultaneously observe radiological image while holding a teleconference using the Voice over Internet Protocol (VoIP). Teleradiograhy is a most widely used form of telemedicine. Such a method of describing radiological examinations and making diagnosis over a distance started in the 1960s. In that period, as well as in the 1970s, an interactive television transmission was used Bird, 1972. In Serbia, the television transmission was implemented at the Institute for Radiology, the Military Medical Academy (VMA) in Belgrade as early as 1970s. It was in this decade that the National Aeronautics and Space Administration (NASA) improved and developed modern telemedical procedures as we know them today Charles et all 2009; et al. 2005. During 1980s a computer-based principle of telemedicine was introduced with a digital image format transmission which enabled a commercial development of telemedicine Thrall, 2002. In the beginning, several principles for image digitalization were used and then the image was sent in that respective format. The 1990s witnessed a tremendous improvement in both the computer technology and the networking systems, so the data transmission became less expensive and easier while the image resolution was improved. This is the time when a number of teleradiological systems were established in Serbia, mainly incorporated into telemedical systems and hospital information systems (HIS) of large hospital centres, where telepathology and teleconference systems were increasingly used. Such local hospital networks were designed at the Military Medical Academy, the Institute for Oncology at Sremska Kamenica, the Military Hospital in Nis and at the Clinical Centre of Serbia, Belgrade Putnik et al 2001,5. A real teleradiological boom came in the 2000s with a start of a large number of companies that offer telemedical services and millions of radiologic images are inspected and described from locations far away from the examination site Hagler, 2005. It is recognized that the structure support planning is the root of the successful support to the SMEs sector, so the subject of this paper is the improvement of the SME support planning process based on a new structure determination (which contributes to the suitability of structure of SME support). A weak effect of the SMEs environmental support in Serbia, at the beginning of the 21st century, is the problem whose solution this paper is dedicated to. The conducted survey identified the cause of the problem: a Low Suitability of Structure Support which the environment provides, with SMEs’ support needs. Therefore, the way of structure support planning and, consequently, an inappropriate process of planning and providing support is recognized as a real problem of insufficient effectiveness of the support provided to the SMEs. The need for the improvement of the existing SME support planning process, as well as the way of determining the structure of support is identified. The Idea is reflected in the defined hypothesis (H0): If the planning of structure support that environment provides to the SME sector achieves a higher suitability with the structure expected by the owners/management of SMEs, better results of that support are achieved (and also higher SMEs’ business performance). The presented idea was tested in the case of providing support to the SME sector in Serbia. The intention is to show that the SME structure support can be improved (by being more suitable to the SMEs’ needs), and that this leads to the improvement of the planning of providing support to SMEs and their successfulness. This paper is intended for those who are planning and/or providing support to the SME sector. They are advised as to how to improve the performance of “Structure of Support” (specifically the “Suitability of Structure Support” indicator). The contribution of the paper, based on the Survey conducted in 2010-2012, shows that better results are achieved by those who apply the here proposed method of designing structure support while planning the support to the SME sector. This conclusion is derived from the observation that SME support is more effective if it is more suitable to the objective needs of SMEs. Therefore, the conclusion is that the first step should be to determine the desired SME structure of support from the environment, and then to plan other characteristics of support (such as details on the types of support, scopes, periods, methods of delivery, etc.). The need for a flexible, yet integrated management system that will provide both strategic, as well as operational excellence in organizations is caused by the uniqueness of contemporary business environment. The most common issues faced by these organizations are the alignment between projects implemented by an organization and that organization's strategy, and models for measuring project success in terms of its contribution to an organization's strategic goals. The aim of this paper is to analyze the known frameworks and models used for measuring project success and present recommendations for developing conceptual framework that would allow for a systematic selection of key performance indicators (KPIs) to be used as a base for measuring project success. The paper gives an overview of the different characteristics and categories of the KPIs, the links between measurements and KPIs, KPI interdependence, and indicates the possibility of an integrated performance index adapted application. Key recommendations for the development of a conceptual framework for measurement and analysis of project success are to determine KPIs based on project life cycle phases and an analysis of project environment. It essentially means the introduction of something new or different. Innovations are usually classified into product and process innovations (e.g. Oslo Manual, 2005; Greenhalgh & Rogers, 2010; Allen & Yago, 2010; and Pain, 2011). The product innovation is the introduction of a new or significantly improved product or service that improves the range and quality of those currently offered. The process innovation is the introduction of a new or significatnly improved process of production or delivery of goods and services. In addition to product and process innovations, classifications can also encompass organisational innovations (e.g. Olso Manual, 2005; Allen & Yago, 2010 and Pain, 2011) as well as marketing innovations (e.g. Olso Manual, 2005 and Pain, 2011). According to Oslo Manual (2005) “an organizational innovation is the implementation of a new organizational method in the firm’s business practices, workplace organization or external relations” (p.51).
