The research was conducted at the Makassar City KPU (General Election Commissions) Office. This type of research uses a qualitative approach, with 4 (four) informants. Data collection techniques consist of observation, interview guidelines and documentation. Data analysis techniques use qualitative analysis with three stages, namely data reduction, data presentation, data verification, and conclusions. The results of the study found that the communication strategy applied by the KPU in recruiting KDP organizers for the 2024 election has been well implemented through the KPU website, and is also maximized on social media in the form of Instagram, Facebook, YouTube and Twitter). Furthermore, the communication strategy was implemented by conducting socialization in the form of recruitment banners on all channels and making press conferences so that the public knew information on KDP receipts organized by the Makassar City KPU. At the DP3A institution, human resource capacity building has begun to be carried out by involving and including in training or technical guidance for each staff in accordance with their field and main duties and functions. Meanwhile, in terms of financial management or what is usually called the budget, of course at DP3A it has been accommodated according to its function. Using the Theory of Planned Behavior (TPB), the study explores how financial literacy affects attitudes toward behavior, subjective norms, perceived behavior control, and their impact on the operators' intention to enhance performance and sustainability. Results show that financial literacy significantly influences attitudes toward behavior, perceived behavior control, and subjective norms of homestay operators. The intention to improve performance and sustainability is positively influenced by attitudes and perceived behavior control, while subjective norms have no significant impact. Various regulations have been established. However, in its implementation it is faced with various obstacles. Failure in a policy is not only seen from the implementation aspect. However, it can also be studied from the formulation aspect. Researchers examined the Waste Management Policy Formulation by the Tomohon City Government. With the focus of the study on the policy formulation process, examine and analyze why the presence of Tomohon Mayor Regulation Number 30 of 2019 has not succeeded in overcoming the problem of waste accumulation and management at the Tomohon City Waste Final Processing Site located in Taratara Village. The research design used is qualitative. The research findings were that the problem analysis stage did not work because the preparation of Jakstrada only followed directions from the center through the pocket book for the preparation of Jakstrada which is a derivative of Jakstranas without any research or problem identification process. The development of measures process which is lacking in deepening the problem results in not maximizing the measurement of situations or conditions to formulate appropriate policies. The determination of impacts process was not carried out to estimate the level of success of the policies made.
