Existing works tend to consider caching and computing offloading separately, so it is difficult to achieve overall optimization of system performance. To further improve system performance in smart home scenario, a novel collaborative caching and computing offloading scheme (CCCO) was proposed in this paper. First, a new collaborative caching strategy is designed in this paper to improve the cache hit rate, i.e., smart devices cache the task's computation results and edge servers collaboratively cache the related data of the sub-tasks after task division, Then, sub-tasks are collaboratively offloaded to servers for processing. Finally, Deep Q Network algorithm is used to obtain the optimal offloading and caching decisions for minimizing system latency. How to ensure food safety from origin to table, and reduce the probability of fresh product safety accidents in the operation process of fresh e-commerce cold chain logistics is an urgent problem to be solved. This paper first determined the operation process of cold chain logistics of fresh e-commerce under the new retail, summarized the identification factors of internal and external risks of cold chain logistics, and took three main platforms of fresh e-commerce under the new retail as the research object, constructed fresh e-commerce cold chain logistics risk evaluation system including six dimensions of supply risk, circulation and processing risk, storage risk, transportation risk, distribution risk and external risk, and combined with AHP and PSO to conduct an empirical study. The model uses factory design pattern to separate the creation and use of DAO, uses single instance pattern to encapsulate the database connection pool, uses dynamic proxy and reflection to create the implementation class object of DAO interface, uses annotation to mark the mapping relationship between entity class and data table, and uses DbUtils tool class to complete the interaction with database. The design idea and components of the model are described in detail. Taking the data persistence layer of the target assessment system as an application case, the implementation process of the model is described in detail. This study has developed a rapid visual screening (RVS) tool using Adaptive Neuro-Fuzzy Inference System (ANFIS) model and Geographic Information System (GIS). Hospital and public-school buildings located in districts 5 and 6 have been selected for assessment. Technical calculation basis in the development of FEMA P-154 was followed in formulating the model using the neuro-fuzzy tool package in MATLAB. Six (6) building parameters and their resulting output (final score) were inputted for training. Sub-clustering FIS model showed the lowest RMSE and R2 result out of the five (5) FIS models compared. The model showed effective performance in classifying the buildings' damage grades having 0.2908, 0.8073 and 0.948 for RMSE, and for testing and overall coefficient of determination (R2) values, respectively. Performance metrics from the developed confusion matrix showed high range of values for sensitivity, specificity, precision, and accuracy, with maximum error rate and false positive rate of 0.11 and 0.25, respectively, in classifying the buildings' damage grade. These validate the model's performance and ability in classifying the damage grade of the buildings observed. Improving the business environment is not only an inherent need for economic development, but also a practical need to improve the efficiency of digital government services, address the need to improve the business reputation of the region, and further attract investment. The optimization and improvement of business environment greatly depends on the accurate evaluation of the development level of business environment. Therefore, the effective evaluation of business environment is an important basis for the high-quality development of local economy, which is an important issue that both theoretical research and practical exploration pay attention to. In this paper, a set of multi-level business environment evaluation index system is constructed, and an evaluation model based on the improved TOPSIS method is proposed to solve the objective weighting of index system and the quantitative evaluation and ranking of evaluation objects for business environment. The empirical study using questionnaire data proves the practicability and feasibility of the proposed model, and puts forward a series of policy suggestions to promote the optimization of business environment. On the one hand, the study of this paper plays an important role in promoting the government at all levels to optimize the business environment and promote the development of local economy.
