Sulistiyono","doi":"10.14710/jmsni.v4i1.8081","DOIUrl":"https://doi.org/10.14710/jmsni.v4i1.8081","url":null,"abstract":"The announcement of a maritime economic initiative known as the 21st Century Maritime Silk Route (MSR) by Chinese President Xi Jinping in 2013 created a new paradigm shift in the geo-economy and geo-politics of countries in the Pacific Ocean and Indian Ocean. With this initiative, China aims to rebuild maritime lines in the seas and oceans where China once was regarded as one of the world's leading powers. In contrast to countries in Southeast Asia, which still hold divergent views on the Chinese initiative, Indonesia sees it as an opportunity to develop regions that have long been marginalized from development. It is in line with the shift in Indonesia’s global economic-political agenda in the 21st century through a doctrine known as \"Indonesia as a Maritime Fulcrum,\" which was initiated by “Jokowi” Widodo and Jusuf Kalla in 2014. Taking into account the importance of this idea in Indonesia's geo-economic and geo-political agenda, this study is to reflect on Indonesia’s history as a global maritime and trade power before it was undermined by the Dutch occupation. Colonial records are an essential source for reconstructing transnational history. However, some of the colonial census-makers were not aware of the racial identity of transmigrants during the population enumeration. They categorised the transmigrants under different umbrella heads, and due to their stringent systems of cataloguing, the identity of diverse migrants was misplaced or generalised in census reports. Therefore, these certain ambiguities complicate the reconstruction of the transnational history of some specific migrant communities. With the impact of British colonialism in present-day South and Southeast Asia, South Asian multi-ethnic people, including Bengalis, migrated to Malaya. Initially, the British colonial administrators categorised the South Asian multi-racial migrants under different heads including “Bengalis & c.”, “Tamils & c.” and “Indians”. These umbrella terms in colonial records create problems in reconstructing the transnational history of anyone specific race from South Asia, such as the Bengali. The Dutch colonial government advocated for inter-religiousharmony at a local level. The policy was pursued by the the Dutch colonial government out offear that the Indonesian people would developa sense of unity and fraternityamong them, thereby intensifying thespirit of nationalism. The Dutch government’s concern eventuallycame true when the power of the Christian wingof the national movement cooperated with itsIslamic counterpart. Along with the political upheavalsand social changes experienced by the Indonesian people, the harmony between religious groups in various regions was affected. As ethnic migrants, Bugis ethnic community have a strong spiritual value, which is accumulated in their wandering philosophy. The philosophy ofpalettui alemu riolo tejjokamu is believed to bethe driver of their high work ethic and adaptation to the environment. In Karimunjawa, Bugis lives in several places such as in Parang village and the biggest settlement of Bugis ethnic community in Kemujan village. Bugis culture and tradition also color their lives such as tradition related to birth, the rite of transition from childhood to adolescence, marriage, death, and other tradition associated with the commemoration of religious holidays. After a long time interacting with the local community and communities of various ethnicities, they experience social changes related to changes in livelihoods, structures, and forms of the settlement, ideology, education, and so on. In line with the development of the tourism sector in Karimunjawa, Bugis people began to exploit their culture and tradition for the tourism sector such as Bugis houses built on shores for tourist lodging. The problem is that will the influx of tourists affect and erode Bugis culture in Karimunjawa? This article is intended to provide a better understanding of social change and the strategy of preserving Bugis ethnic culture in Karimunjawa. Data collection was performed by observation and field study as well as in-depth interviews. The slave trade cannot be separated from contestation between three forces, namely the local authority (rajah), colonial entities residing in Timor, and pirates from Bugis, Ende, and Sulu. The rajah fought each other on the battlefield to decide which of them worthy of a “gift” of the war, which were women and children as merchandise for sale. Meanwhile, colonial complaints about the limited human labor to be employed in various types of work not only encouraged increased slave raiding and the purchase of slaves in distant places, but at the same time fostered slave trading activities, both were sponsored by the Dutch and Portuguese. One of the main causes of the ongoing slave trade was piracy at sea, three actors were pioneering slave raiding, namely Balanini/Ilanun, Bugis and Makassar pirate, and Ende pirate. By applying historical method, this research questioned why locals, Europeans, and pirate rulers contested to obtain slaves in Timor? The rise of capitalism was marked by the demand for cheap labor in 19th century. Apo Dock as a shipping commercial in Jayapura port has weaknesses as identified by the observation and the study of primary data. These weaknesses have resulted in price disparities for the Papua province as port functions well as a logistical hub. Based on the Strengthen-Weakness-Opportunity-Threats (SWOT) analysis results, it was concluded that the Apo Dock performance as the Jayapura Port Commercial Route was in quota I with a position (0.83; 1.44). The strategy used by Jayapura port to develop commercial shipping to be more efficient in accordance with its function as the strength-opportunity (SO) strategy. This article is to explore, how they describe the meaning of attachment to their Ur even after two decades of displacement and how this is related to the negotiations with displacement. To understand this relationship, I used the concept of attachment to analyze my collected data. The qualitative materials are drawn from the data collected during my ethnographic field-visit in Jaffna in February-March 2013. The focus is on narrative interviews with IDPs staying at the welfare centers in Jaffna. This article discusses in detail the narrative of an IDP who spoke on behalf of several others who were in the same situation and staying at the center since the early 1990s. From his narrative, I show their intense sense of attachment not only to their Urbut also to the memories and emotions which are related to their Ur.
