The author concludes that the formation of disparate national public administration platforms limits the possibilities for integration. Along with technological limitations, the main obstacle to the creation of a single digital space of the EAEU is the difference in approaches to socio-economic policy, which prevents one of the key goals of the Union – to develop a common labor market. {"title":"Labor Migration from Neighboring Countries: National Contingents in the Regions of Russia","authors":"V. The relevance of this migration situation aspect is determined by its connection with the general state of the domestic labor market, the imbalances existing here, the lack of necessary regulation of the foreign labor demand and supply. It’s extremely important to understand this situation from the point of view of the need for adaptation and integration of migrants. The analysis showed that the national contingents of visa-free labor migrants are extremely unevenly distributed across the regions of the country. During the pandemic, the total number of foreigners in Russia decreased significantly, while the structure and direction of flows remained practically unchanged. The “Civil Contract” Party, headed by the current prime-minister of Armenia N. Pashinyan, won the elections. In addition to the “Civil Contract”, two more blocs opposed to Pashinyan passed to the parliament – “Armenia Alliance” and “I have Honor”. {"title":"European Union and Post-Soviet Countries: New Trends in Development Assistance","authors":"Y. It is shown that in the second half of the 2010s – early 2020s the largest European donor countries perceived this region as peripheral. The main part of the funds was allocated by the supranational authorities of the EU. Geographically, most official development assistance (ODA) was provided to Eastern European countries and the South Caucasus, while development assistance to Central Asia was financed on a residual basis. After the crisis in Ukraine escalated in 2022, the EU’s collective ODA increased sharply, and the country itself became the main recipient of European assistance. However, the bulk of aid is expenditure on refugees in donor countries, which is statistically recorded as ODA. Financing of projects on the territory of Ukraine itself is not so significant. In the context of the degradation of relations between Russia and the West, the EU countries are interested not so much in the reconstruction of the Ukrainian economy, but in using the anti-Russian potential of Ukraine. The article aims to identify the reaction of a national state to the global climate challenge. The subject of consideration is climate policy and, more broadly, the whole set of reactions of the political sphere of society to the global climate change. Among the tasks set by the author is to understand the nature of setting and solving new climatic environmental problems, to find out how they fit into national development strategies, to establish the interdependence of the climate ambitions of countries with the type of development, the carbon intensity of their economies, the structure of exports, the degree of energy independence. The solution of these tasks is carried out on the example of a number of new independent states (including CIS ones). A brief comparative analysis of these countries’ and the EU climate activities is carried out. The breakthrough event of the European environmental policy – the Green Deal of 2019 is taken as a starting point for the analysis. The main attention is paid to the key instrument of the EU climate policy today – the border carbon tax. Additional attention is paid to the observance of the principles of social justice in the implementation of new environmental activities (a just transition mechanism). The paper pays special attention to the role of Russia in the global climatic process.
