Continued success for established service and network providers will depend on their ability to be responsive (anticipate customer needs and respond effectively and efficiently). They must become customer oriented and proactive: competitive entrepreneurs. The paper discusses a target of proactive service management and the requirement for leveraging information assets. Service providers can capitalize on enhanced operations flexibility to establish and maintain a high-level, end-to-end view of services and resources. Information assets can form the basis for the construction of a high-level view of the business, the processes and the applications that provide responsiveness to customers. Finally, the paper discusses how applying distributed processing technology provides a foundation for an open management solution. The approach is firmly based on the telecommunications management network (TMN) and emerging distribute processing principles and will take into account inter-provider management issues that result from global competition. The paper explores how open management solutions are vital if true multiple service provider networks are to be technically successful and if comprehensive management capability in a dynamic environment is to be possible. Open systems interfaces and open network management lie at the heart of the solution to effective service delivery.","PeriodicalId":110797,"journal":{"name":"Proceedings of NOMS '96 - IEEE Network Operations and Management Symposium","volume":"3 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1996-04-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128981178","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Major productivity improvements were made, but efforts to reliably measure them were unsuccessful. With more than half of its technical people working on software projects and one in every 12 employees in AT&T now involved in one way or another in the creation of software, a major effort to produce world-class software is underway. The key to this new program is a shift from counting lines of code to using function points to size software projects. Improved predictability, simplified designs, contained feature creep, and reduced redundancy are the direct results of deploying formal function point analysis (FPA). Estimates of the effort required to do a job are twice as accurate with FPA as with conventional methods. This presentation describes: the software initiative at AT&T, the history of usage of FPA in AT&T, source lines of code (SLOC) vs. function points and the best current practices, automation of the function point count and estimation process, changes in AT&T's metrics policy and experiences in measurements based on FPA. The bumpy road of software measurement, the problems in estimating software project size and effort, and some positive results of using a measurement program are also discussed.","PeriodicalId":110797,"journal":{"name":"Proceedings of NOMS '96 - IEEE Network Operations and Management Symposium","volume":"80 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1996-04-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131855815","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The rapid deployment of such services is however hampered by a variety of administrative problems such as e.g. non-existent unified accounting and billing procedures for a one-stop shopping type of service usage. The aim of a unified service management approach is to address such administrative problems and to offer adequate solutions. Interoperability and integration are key to the timely and flexible management and control of telecommunications networks. The paper presents a set of concepts and methods to harmonise the design and implementation of management systems. Results from previous research has been taken into account as a basis for the design architecture. Important work was carried out by the RACE II project, PRISM, which has developed a service management reference configuration (SMRC). This SMRC serves as blueprint for the design and development of IBC service management systems. It defines a set of methods and concepts guiding the analysis, design and implementation of IBC service management services and is structured according to open distributed processing (ODP) concepts. By developing such a design architecture particular focus has been placed on enhancing existing approaches to design management services, for example state-of-the-art object-oriented techniques, and integrating existing standards, for example ODP.","PeriodicalId":110797,"journal":{"name":"Proceedings of NOMS '96 - IEEE Network Operations and Management Symposium","volume":"41 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1996-04-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134439950","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

On the one hand, extensive and time-consuming test sessions have to be executed before bringing such applications into service. On the other hand, in a highly competitive market the \"time to market\" period is decisive. Therefore, the time to make a well tested system work should be as short as possible. The complete behaviour specified by a given information model, both the formally defined behaviour (e.g. in the property list and in name-bindings) and the non-formal text in the GDMO behaviour template, has to be tested. The paper presents a highly sophisticated test system for TMN (telecommunication management network) applications named TSE-P (Test and Simulation Environment Programmable) which is able to test all aspects of the behaviour definitions. It simulates the counterpart of the system under test (SUT) by taking the complementary role in the communication setting-manager or agent. For testing the behaviour of the SUT it implements the same information model as the SUT. Furthermore, TSE-P offers tool support for automatic generation of test scripts, for automatic analysis of test results, and for protocol testing. It can be automatically adapted to different information models by running compilers on information model sources. The user interface is entirely graphical so the operation of the test system is very easy to handle.","PeriodicalId":110797,"journal":{"name":"Proceedings of NOMS '96 - IEEE Network Operations and Management Symposium","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1996-04-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134521625","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The operation system must be highly flexible to manage network elements (NEs) continuously and must be highly expandable to maintain performance independently of the numbers of NEs to be managed. To satisfy these requirements, we adopt a distributed architecture consisting of workstations (WSs) and duplex LANs. Redundant WSs are used so that processing may be continued if there are hardware or maintenance problems. Also, WSs are added, and processes are moved or created on-line to maintain adequate performance corresponding to changes, in the number of NEs managed by the system. Duplex LANs are used to guarantee communication between WSs. With such a structure, the inter-object communication platform must hide the locations of destinations, which may be changed dynamically. In addition, communication must be guaranteed even if problems occur with WSs or the LAN. To satisfy these requirements, we implement inter-object communication, which makes communication units objects. Communication messages are transferred among these objects. An object has a logical ID, which hides the physical structure of the system and object locations. The objects are designed to be identical to object instances of C++, with which our system is developed. This gives the software components high reusability and portability. Also location information, which changes dynamically, is efficiently managed. Thus, an object can communicate with other objects by specifying the object ID rather than the object location. Messages are saved, and transferred to the callee when processes are restarted after problems, and location changes are managed. As a result, problems are hidden from objects. In addition, when message routes are switched to an active LAN, when a particular LAN facility has a problem, objects continue communicating with objects located on other WSs.","PeriodicalId":110797,"journal":{"name":"Proceedings of NOMS '96 - IEEE Network Operations and Management Symposium","volume":"116 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1996-04-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116108276","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In such an environment the rapid development and deployment of new telecommunication services take on increasing significance. The use of distributed object-oriented platforms that provide a set of common and generic building blocks for applications helps to reduce the efforts required to implement new telecommunication services. Therefore, there is a strong trend towards object-orientation in modelling and realisation of telecommunication services, especially in the employment of industry platform standards such as OMG/CORBA. Another key to the success of a service or network provider in this future environment is the comprehensive, flexible and integrated management of its telecommunication services. Traditionally, the state of the art in management-oriented applications is characterised by the OSI management and Internet management standards. However, specifically in the telecommunications world the Telecommunications Management Network (TMN) standard is becoming more and more important. This paper describes how a specific TMN-based management platform, i.e., the ANDROMEDA platform, is integrated within a CORBA-based environment. It outlines the required changes to the existing management platform and identifies the problems which are encountered during such a migration.","PeriodicalId":110797,"journal":{"name":"Proceedings of NOMS '96 - IEEE Network Operations and Management Symposium","volume":"64 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1996-04-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123874497","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In the guided restoration algorithm (GRA) all self-healing processes are started just after VP-AIS cells are detected. Thus if many VPs are affected by failures, a lot of self-healing OAM cells are transmitted during a short period of time. To avoid losing such cells, ATM crossconnects must be equipped with a large size buffer to store the self-healing OAM cells waiting for processing. To reduce the buffer size, we propose the GRA-DT with which self-healing processes are started at different timing for different VPs. This scheme has the effect of dispersing self-healing OAM cell transmission in time. Thus the number of self-healing OAM cells waiting in a buffer decreases and the buffer size can be smaller. This can be achieved by a simple alternation of GRA that adds information on starting timing to one of the VP terminating nodes. The result obtained in evaluating GRA-DT in some lattice networks shows that the number of self-healing OAM cells is about 55-86% of that for GRA in the case of double link failures. In addition, GRA-DT effectively reduces the redundant link resource reservation, and thus the restoration ratio was increased by 20% for the 36 node network in the event of node failures.","PeriodicalId":110797,"journal":{"name":"Proceedings of NOMS '96 - IEEE Network Operations and Management Symposium","volume":"126 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1996-04-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130882265","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
