Sistem Perjanjian Kerja PKWT sering dijalankan dengan konsep Outsourcing. Outsourcing menurut UU No. 13 Tahun 2003 adalah penyerahan sebagian pelaksanaan pekerjaan kepada perusahaan lainnya melalui perjanjian pemborongan pekerjaan yang dibuat secara tertulis (Pasal 64). Outsourcing ini merupakan suatu sistem perjanjian kerja yang seolah-olah hanya mengeksploitasi pekerja/buruh saja, sehingga hampir setiap tahun ribuan pekerja/buruh turun kejalan untuk menuntut segera dihapuskan konsep outsourcing tersebut. Konsep outsourcing menurut Islam dinamakan ijarah, yang lebih mengedapankan prinsip keadilan. Maksudnya adalah pemenuhan hak dan kewajiban pekerja/buruh yang diperkerjakan. Sebagai pelaksana pendaftaran tanah di kabupaten, masalah pendaftaran hak milik atas tanah belum bisa diselesaikan secara baik oleh Kantor Pertanahan Kabupaten Indragiri Hilir.
