Briggs","doi":"10.1300/J264V05N02_05","DOIUrl":"https://doi.org/10.1300/J264V05N02_05","url":null,"abstract":"The present study examines the perceptions of pre-parolees (inmates), parole officers, and parole supervisors to determine how each group perceives certain components of the criminal justice system. Participants were asked to rate six criminal justice concepts using a Semantic Differential. The data analysis focuses on ratings of the various concepts, for each participating group. The findings indicate that there are systematic differences in the ways that the various groups perceive the system. These disparities have implications for the treatment relationship, for the working relationship between parole officer and supervisor, and for a parolee's self-concept. The data are suggestive of difficulties confronting parole officers and parolees early in the parole relationship which is a point at which the parolee may be particularly vulnerable to recidivism. The research findings indicate and demonstrate that correctional educators (prison teachers) lack certain important professional preparedness training to adequately educate these learners with regard to their age and cultural ethnicity. Sentencing records are examined on a population of both misdemeanor and felony cases, and the results analyzed according to whether the defendant voluntarily rejected participation, contrasted with the defendant who was \"officially \" denied diversion status. The results suggest that those defendants who are officially rejected from diversion participation are treated more seriously and more harshly by the criminal justice system. Social workers are seen to represent 76% and 57% of all mental health specialists employed in Federal and state facilities, respectively. In addition, a ratio of one mental health specialist to 52 inmates is observed in Federal facilities, and of one specialist to 81 inmates in state facilities. Data concerning the availability of mental health services (individual and group counseling, vocational assessment, treatment for alcoholism and substance abuse) indicate that these services are almost universally available in state facilities. Months f rehabilitation service predicted seven of the nine criteria of rehabilitation outcome. Average counselor-client contact predicted for positive rehabilitation closure and positive attitude to authority change. Client with lower self-esteem and greater tending toward recidivism required more contact with their counselors for support and reassurance. After review of programs in Canada, England, Wales, and Bulgaria, a model psychological screening program was proposed for a metropolitan jail system. This model suggests programs for mentally ill offenders and the coordination of jail programs with community agencies and services. Emphasis is on screening individuals who meet criteria for treatment and who are capable of becoming responsible for their behavior in the community. Questions addressed were: How many inmates need particular types of treatment? What predicts participation in alcohol, drug, job training, and education programs? Are inmates with certain characteristics left out of programs? Are analysis relies on interview data collected on over 10,000 state prison inmates, then weighted so that the results represent all 191,000 inmates in state prisons at the time of the 1974 survey. The results show that overall 40% of inmates nationwide participate in some treatment program while incarcerated. The author classified each inmate as to his need for four types of treatment-alcohol rehabilitation, drug rehabilitation, job training, and education. An inmate's \"need for treatment\" was then compared to the actual treatment he received.
