When choosing the option of safe-oriented development of the production system, the criteria of minimum financial costs, minimum time costs, maximum load of structural units were used. To solve the problems of forming a virtual safe-oriented development of production systems at enterprises that are part of a network organizational form, an algorithm for evaluating potential partners based on an analogue of a multifactor matrix model is presented. First, each potential partner is assessed according to the characteristics of technological compliance and production capacity. At the next stage, each potential partner is assessed according to the characteristics of the current load and production capacity, and then according to the characteristics of the technological level and production potential. For a comprehensive assessment of each technology partner, the position in the matrices of correspondence, load, efficiency is determined and belongs to one of the selected ten groups. This approach makes it possible to select and propose the main and additional performers for additional investments in the safe development of production systems and the implementation of unique production operations or events. The core of the digital economy is the digital sector, which is responsible for creating software and hardware, as well as providing consulting and telecommunications services. The digital economy allows you to create new business models, digital platforms and services that create new types of economic activities, and transform traditional industries. Due to the transformation of industries in the digital economy, there is a transformation of the world economy, or rather the economy itself is digitalized. From this, we can conclude that the digital and global economies are becoming one and practically have no borders between them. Therefore, a thorough study of the digital economy will allow us to develop not only the digital potential of industries, but also bring the economy to a new level with the ability to avoid a global crisis in the future. The article is devoted to the systematization, generalizing and critically analyzing of modern methodological approaches to assessing the level of digital transformation of the economy and society. The most well-known index, which in one way or another reflect the level of digital transformation are analyzed: the ICT Development Index (IDI), the Digital Economy and Society Index (DESI), the Digital Evolution Index (DEI), the World Digital Competitiveness Index (WDCI), the Networked Readiness Index (NRI). These indices fully reveal the readiness of countries to implement digital technologies in economic and social spheres of activity. Based on the analysis, it is possible to identify the strengths and weaknesses of individual countries. Studies of the parameters showed that most of the countries of Europe, the Asian region and the USA are ready for digital transformation. There are no clear leaders among the above. But we can note that the African region is significantly behind. In addition to analyzing the parameters of each index as a whole, the paper reveals common features between them. The WDCI, DEI, and NRI indexes evaluate the environment that stimulates digitalization processes. The level of education and ICT skills are taken into account by the WDCI and NRI. The DESI Index evaluates the pricing of ICT services. Also common is the fact that some indices have similar parameters. Opportunities and threats to the development of non-waste agricultural production have been identified. The economic, socio-environmental benefits of non-waste agro-production confirm the need for its intensive implementation in economic practices, which will enhance the competitiveness of non-waste agricultural producers in the domestic and foreign markets. One of the priority directions of development of agrarian policy of Ukraine is increasing the competitiveness of the entities of waste-free agricultural production management. Competitiveness of non-waste agri-business entities and non-waste products are complex, multifaceted concepts that mean the ability of the producer and the commodity to occupy and hold a position on a specific market (domestic or international) during the period under consideration when competing with other commodities manufacturers. The analysis shows the presence in the agricultural sector of Ukraine of both strengths in the development of non-waste agricultural production, as well as weaknesses and threats that hinder its development. Identifying opportunities and threats to the development of non-waste agricultural production helps to transform opportunities into strengths and prevent the realization of threats as a result of taking appropriate measures to prevent them. Modern theories of motivation have been analyzed, and procedural theories have been given special attention. The authors suggested rules for effective staff motivation. The typical incentives that are relevant for the modern Ukrainian enterprise are analyzed. The most effective methods of stimulation were searched. Particular attention was paid to the social policy of the enterprise as a tool of economic stimulation. The main problems of the process of stimulation and motivation of the personnel of the modern enterprise are investigated. The aim of this study is to analyze the staff motivation and the development of the directions to improve the stimulation and motivation process at the enterprise under current economic conditions. For this point the essence and methods of the staff motivation and stimulation were considered. The objective of this study is to identify the main areas for improvement of work motivation at the enterprise. According to this goal the analysis of employment impacts was conducted, which helped to describe more fully the results of its operations, the effectiveness of the staff and working conditions. Based on the analysis of the existing system of working motivation authors offered to take measures that will lead to the creation of the company effective motivational environment.
