Classical strategic analysis tools are integrated into research into the quality of human capital development in higher education institutions. The competences of teachers of higher education institutions are proposed to be divided into four groups. Abstract

The article is devoted to the research of issues of improving the quality of human capital development of higher education institutions through the formation of a portfolio of competences.
